ADDENDUM #3

BL036-23, Shoal Creek Filter Plant Water Quality Sampling Improvements

This Addendum is being issued to provide the following revisions and/or clarifications to the bid documents and answers to the questions received.

Please use the attached REVISED BID SCHEDULE. Failure to use the revised bid schedule could result in your bid being deemed non-responsive.

I. Make the following changes throughout the Front-End Documents specifications changes below:

II. Questions and Responses:

Q1. Regarding the four (4) sample pumps specified under section 42 23 13.30. This section does not reference the coating specification (09 90 00) other than to require a chromate coating on the motor fan cover (43 23 13.30 2.2 C. 4. on page 3 of 6). Section 09 90 00 does not reference cast iron coating and the pump and motor construction materials are either cast iron or stainless steel.

A1. Section 43 23 13.30, Sample Pumps Vertical Multistage Centrifugal. Add Article 2.1.C:

C. Provide manufacturer's standard coating system to field touch-up after installation.

Q2. Please clarify any coating requirement other than the chromate coating on the motor fan cover

(other than manufacturer’s standard coating) and if it is permissible to coat the chromate coating with a finish coating (manufacturer’s standard or whatever the engineer prescribes). If a particular color is required please state such including an RAL number.

A2. See response to Question #1.

Q3. 43 23 13.30 2.2 D. 1. (Page 4) designates the pump model as a “3SV28GC8F60 SVN”. This is a conflicting code as the “G” designates a cast iron pump body with 304 stainless steel pump components and the “SVN” code designates a complete 316L stainless steel construction. Please clarify the construction required. For Gwinnett County information the proper code for an all 316L stainless steel constructed unit is “3SV28NC8F60” and for the cast iron/304 stainless steel version it is simply “3SV28GC8F60”.

A3. Section 43 23 13.30, Sample Pumps Vertical Multistage Centrifugal. Replace Article 2.2.D.1 with the following:

1. Goulds Pump Company Model 3SV28GC8F60

Section 43 23 13.30, Sample Pumps Vertical Multistage Centrifugal. Add Article 2.2.B.5:

5. Connections: Flanged

Q4. Drawings such as G-04, M-03, M-04, M-05 and M-06 all show the supply piping to the sample pumps as being one (1) inch in size. At some point preferably well upstream of the pumps the piping must be increased to match the 1-1/4 inch suction (and discharge) flanged connections. The design flow rate for the sample pumps is just under five (5) GPM resulting in a velocity in one (1) inch piping of just under 2.3 feet/second and friction losses of 1.2 PSI/100 feet of piping run. Recommend evaluating the sample pump supply piping size and address the adaption to the pump connection size.

BL036-23 PAGE 2

A4. Intent of project is to minimize travel time of sample to lab. Piping shall remain 1" upstream of the pump until at least 12 pipe diameters upstream of the pump suction flange, when it shall increase to 1.25" using a suitable PVC increaser.

Note that two 1" ball valves are shown on the pump suction line on sheets M-05 and M-06. The valve shown immediately prior to the suction flange, and called out on M-06 plan view, should be removed.

Discharge piping shall transition from 1.25" to 1" immediately after the discharge flange using a PVC reducing fitting or bushing.

Q5. Specification 43 23 13.30 3.2 D. (Page 4) requires conformance with specification 01 75 11 “Checkout and Startup Procedures”; this specification is not included in the project documentation other than the Table of Contents. Please advise or provide the missing specification.

A5. Specification 01 75 11, Checkout and Startup Procedures, has been attached to this addenda.

Q6. Specification 43 23 13.30 (Sample Pumps) does not mention the pump controls in any way. Section 26 24 16 (Panelboards) refers to 26 05 05 (General Provisions for Electrical Systems) for the required enclosure rating but that specification does not provide that guidance. Drawing E-05 shows a single starter panel for all four (4) sample pumps. Drawing E-06 shows a single panel with a 20A main circuit breaker and four (4) 5A pump circuit breakers but no phase loss, surge protection, lightning arrestor, etc. and again no indication of the enclosure material or NEMA rating. Please clarify the enclosure rating and material and what if any protective devices are required in this panel.

A6. All four (4) sample pumps shown on sheet E-05, E-06 and E-07 will be run 24 hours/day each week, therefore a separate additional pump control strategy is not required. Provide soft starter for each sample pump. Each of the relay M1, M2, M3 and M4 shown in pump wiring schematic on sheet E- 06 indicates a soft starter. Provide Schneider Electric Soft Starter Model- ATS01N206RT or approved equal. Provide NEMA 4 rated enclosure for Pump Starter Panel.

Q7. Specification Section 00 01 10 Table of Contents lists section 01 13 13 Milestones however, this section is absent from the Volume II - SCFP Technical Specifications. Please provide this section or confirm that it is to be deleted from 00 01 10 Table of Contents.

A7. Specification 01 13 13, Milestones, has been attached to this addendum.

Q8. Drawing M-12, Section 8, shows insulating the exposed PVC/CU piping/tubing from the building to the direct bury portion. Please confirm insulation is not needed on the above ground PVC/CU piping/tubing at the Air Gap Structure shown on DWG M-16.

A8. Piping is identified as being insulated via callout in Section 3 on M-16.

Q9. Specification Section 40 23 26 – 4, 2.1.A.5. Pressure Gauges: Calls for a 2" NPT connection for the pressure gauge along with 2" needle valves and diaphragm for pressure snubbing isolation with each gauge. Drawing I-03/I-04, shows a ball valve rather than a diaphragm. The 2" connections are coming off of a 1" PVC sample line. Please confirm that these are 1" ball valves and a 1" NPT connection for the pressure gauge and diaphragm. Please also confirm the valve material type below the pressure gauge.

A9. Provide gauges and accessories as specified in 40 60 05 Part 2.2.C.

Section 40 23 26, Valves and Appurtenances for Sampling Systems. Remove Article 2.2.C in its entirety.

Q10. Does the owner anticipate rock in any of the excavation? If rock is anticipated, please provide a

Geotechnical report.

A10. No, rock excavation is not anticipated for this project.

BL036-23 PAGE 3

Q11. The contractor has no way to quantify the rock that may be encountered at excavation. Please provide a Unit Price bid item for Rock Excavation.

A11. A Unit Price bid item for Rock Excavation has been added to the bid form. See revised bid form attached to this addendum. The attached revised bid schedule forms should be used when bid is submitted.

Section 01 22 13, Measurement and Payment. Add Article 1.4.B.20:

20. Item 2.20 - Rock Removal

a. Quantity and Unit: 10 CY

Q12. Note 3 on Drawing E-07 states the pump starter panel needs to be grounded to the existing grounding system. Detail 1 on E-09 shows a grounding bus with a spare spot in the Unit Substation No. 1 room. Please confirm it is the engineer’s intent for the contractor to ground the pump starter panel to the grounding bus in the Unit Substation No. 1 room. If this is not true where should the panel be grounded to?

A12. Detail 1 mentioned on sheet E-09 is a generic grounding detail that shows different ways of connecting new electrical equipment to existing grounding system. Detail 1 does not represent current existing conditions at the Shoal Creek Filter Plant.

As mentioned in note-3 on sheet E-07, it is in contractor's scope to field locate, identify existing grounding system and provide appropriate connections from new electrical equipment to this existing grounding system. The provided grounding connections must be in accordance with National Electrical Code (NEC) article 250 and Gwinnett County Water Department of Water Resources' Standards.

Q13. Drawing I-03 states that existing chlorine analyzer (AIT-3050) needs a new sample tap. Near the top of the page the #1 controls wiring is shown in bold noting this AIT-3050 needs new control wiring. Please confirm that #1 being bold is a mistake and this analyzer only needs a new sample tap.

A13. AIT-3050 does not need new control wiring. Analyzer only needs a new sample tap.

Q14. Please provide the pre-bid sign in sheet.

A14. Please see attached.

Q15. Drawing C-03 has a note calling out a Tap on a 108" Header. When viewing the referenced location on Drawing M-03, it appears this tap is for the Clearwell 1 Effluent sample line. The note on M-03 directs us to tap the top of the 16" Plant water suction line instead of the 108" Header.

Drawing M-03 references detail 2 on M-04 for this area of work, and again it shows tapping the top of the 16" Plant Water Suction Header. Detail 2 on M-04 references "Mechanical Details for Sample Tap Detail", which can be found on M-18, and this detail shows the tap on the side of the existing 16" DIP. Unless directed otherwise, we will assume the 1" tap is on the side of the 16" DIP plant water suction header.

A15. Replace language on C-03 from "TAP 108 HEADER" to "TAP 16" PLANT WATER". Intent is to tap 16" plant water line as shown in the detail on M-18.

Q16. Drawing C-03 shows the tap for the Clearwell 1 Effluent sample line in an area requiring a pavement cut and repair. Detail 2 on M-04 shows 2 hand wheel actuated valves near the tap location on the 16" Plant Water Suction Header. Assuming the valves are not buried, is the 16" DIP in a pipe corridor? If not, what are the soils conditions where the 1" Effluent Sample line is to be buried?

A16. The valves referred to are buried with the actuators accessible by valve box. The actual actuators are most likely square nut type and not handwheel. This entire area was previously excavated during the original plant construction in 2001-2002. Contractor can assume that suitable soils are present.

BL036-23 PAGE 4

Q17. Drawing M-03 shows the 1" Clearwell 1 Effluent sampling line crossing a line that T's off the 16" Plant water suction line. Detail 2 on M-04 shows the center line elevation for the 16" Plant Water suction header at 1045.00'. Unless told otherwise, we will assume the line that T's off the 16" is at elevation 1045.00' when the 1" Clearwell 1 Effluent sampling line crosses over the top.

A17. Best available information is that this is the case. Contractor to field verify.

Q18. Drawing M-09 notes the location of the ceiling cores to extend the 1" sample lines through to the

Operator's Lab sink, shown on M-14. Please provide a structural detail clarifying the required core thickness.

A18. Elevated concrete slab is approx. 12" thick.

Q19. Note 1 on Drawing M-14 states the contractor shall maintain the ability for staff to sample from all current sample lines throughout construction. Is there a period during the day or week that an outage would be acceptable for the changeover?

A19. Per Gwinnett Operations: There is no opportune time. The line will have to be built out to the tie in point and a 45 minute window can be achievable with planning and communication. It will be after a sample on the hour and before the next hour with 15 minutes for water to settle in the line. Not all sample points will have this short window (2-4 hours) and can be hashed out during construction.

We will also have the same issue when we switch to the temporary sink.

Q20. Please provide a process flow diagram that shows the valving on the sample lines at the

Operator's Lab sink.

A20. Schematic for under sink valving has been attached to this addendum.

Q21. In the Front End Documents, Insurance Requirements section 2.(b), Owners and Contractors

Protective policy, a limit has not been provided. We have assumed a limit of $1,000,000 similar to the General Liability limit. Please confirm this is correct.

A21. Yes, that is correct.

Q22. Please clarify if all of the pvc piping on this project requires field painting per 09900? It appears in the drawing photo's that none of the existing pvc piping is painted.

A22. PVC piping does not require painting.

Q23. Drawing C-03, please provide direction and detail regarding the HS20 rated Precast Trench connection to existing curb.

A23. The curb will be cut at the precast trench location. The last 8 feet of precast trench will be replaced with open bottom trench with an underdrain system to discharge any stormwater that has entered the trench. Replace plan sheets C-03, C-04 and C-08 with attached updates.

Section 33 05 16.13, Precast Concrete Utility Structures. Replace Article 2.2.A:

The trench system will consist of precast concrete U-shaped bases with solid and open bottoms as shown in the plan, and removable covers, as manufactured by Trenwa, or approved equal, and installed in earth trenches with covers extending above the surrounding surface and assembled to form a completely enclosed trench.

Q24. Drawing M-04 Section 2 shows a 1" Gave Valve with a Valve Box, Drawing M-18 shows a 1" SS

Ball Valve with a Valve Box, please confirm that the Gate Valve is needed.

A24. Provide ball valve as shown on M-18.

Q25. Drawing C-03 shows the removal of a tree near STA 0+58. This sheet does not show the removal of the 3 trees near STA 10+00 or the Bushes near STA 11+20 that conflict with the installation of the Precast Trench. Unless directed otherwise, we will remove the trees and bushes at these locations.

A25. A note included on Sheet C-03 near station 11+00 indicates that landscaping in conflict with the proposed trench is to be removed and replaced. This includes the landscaping near STA 10+00 and the bushes near STA 11+20.

BL036-23 PAGE 5

Q26. Please provide an updated plan holders list.

A26. Updated list is attached to this addendum.

Q27. Drawing C-03 shows new precast trench crossing existing curb and sidewalk. Please provide detail drawings for the Curb and Sidewalk replacement.

A27. The precast trench is at ground elevation at the sidewalk and curb locations. Areas directly above the precast trench will not be restored. Adjacent curb and sidewalk should be restored in the same dimensions and materials as adjoining sections.

Q28. Spec. 01 14 16 - 5, 1.4. Recommended Sequence of Work, C 2. Install Pipe Trench and Vaults;

Implies there are vaults to be installed with the trench installation. No vaults are shown in the plan view drawings and no vault details are provided. Please confirm the trench installation does not include vaults.

A28. There are no vaults in the project scope.

Section 01 14 16, Coordination with Owner's Operations. Replace Article 1.4.C.2 with the following:

1. Install Pipe Trench

Q29. If a bidder does not get the contract, will the 5% bid bond be refunded?
