About this file

This is Addendum No. 06 to an Invitation to Negotiate (ITN) issued by the Florida Department of Children and Families (DCF), Office of Substance Abuse and Mental Health, for the operation of the South Florida Evaluation and Treatment Center (SFETC) located in Florida City. The solicitation seeks a single qualified respondent to provide comprehensive facility-based forensic mental health services for adults and juveniles adjudicated as adults who have been committed as either Incompetent to Proceed (ITP) or Not Guilty by Reason of Insanity (NGI) under Chapter 916, Florida Statutes. Services include full facility operations encompassing management, operations, facility maintenance, security integration, and substance abuse and mental health treatment. A mandatory in-person pre-solicitation conference was held on July 16, 2025, at the SFETC facility. Written questions were due by August 11, 2025, with the Department's response to questions posted on November 17, 2025. Electronic responses are due by January 8, 2026, at 2:00 PM, with response opening scheduled for January 9, 2026, at 11:00 AM via video conference. The anticipated posting of the intended contract award is March 30, 2026, with an effective contract date of July 1, 2026.

Addendum No. 06 updates the timeline for the solicitation, moving multiple key dates forward from their originally scheduled times. The contract involves a 249-bed facility with comprehensive staffing requirements of 322.1 full-time equivalent positions and is funded through general revenue appropriations with an anticipated annual budget not exceeding $32,006,062, representing the current market rate for similar forensic mental health facility operations. The current facility operator, Wellpath Recovery Solutions, has a contract expiring in December 2025. The successful respondent will assume all start-up and readiness costs with no additional funding provided for these activities. A major repair and replacement reserve fund will be established with $8,500 monthly set aside for equipment and property repairs exceeding $100,000. The contract will have an initial five-year term with a potential five-year renewal option. The procurement encourages participation from Woman-, Veteran-, and Minority-owned small businesses, though no specific set-aside percentages are explicitly stated. The Department retains the flexibility to select one or more respondents, divide work among them, or reject all responses.
