About this file
This is an Addendum No. 02 with Written Inquiry Responses for the Florida Department of Children and Families (DCF) Request for Information (RFI) 2526 019 regarding Support Services for the National Youth in Transition Database (NYTD) Outreach. The solicitation seeks a single provider to conduct comprehensive services including survey outreach, youth advisory board support, and youth-led training for current and former foster youth. The response is due on October 20, 2025, and the addendum was issued on September 25, 2025. The document represents a market research and information-gathering process to help the department understand potential service models and provider capabilities.
The RFI includes responses to 20 questions from two vendors (Manhattan Strategy Group, LLC and RTI International), covering topics such as outreach capacity, administrative support, technology platforms, and current service environments. The department currently uses the Comprehensive Child Welfare Information System (CCWIS) and the QuestionPro survey platform, and historically has contracted with Connect By 25 for NYTD-related services. No specific budget has been established, and the department is seeking general input on service models, pricing factors, and potential provider approaches. The provider will be expected to manage travel expenses, stipends, and incentives for the Florida Statewide Youth Advisory Board, with the ultimate goal of supporting and engaging current and former foster youth.
