About this file
This document is an Addendum No. 2 issued by the Florida Department of Environmental Protection (DEP) Procurement Section for Solicitation No. 2025013, seeking professional services for the Choctawhatchee Unpaved Roads Project. The addendum outlines the oral discussion phase of the Request for Statements of Qualifications (RFSOQ), where selected firms will participate in a 50-minute presentation and evaluation process. Each firm will be required to address specific topics including geographic experience, permitting approaches, Construction Engineering and Inspection (CEI) services, and project management capabilities. The oral discussions will be conducted via Microsoft Teams, with no more than five people per firm allowed to attend.
The evaluation will be conducted using a detailed scoring system where each firm can receive up to 130 points across five main categories. Evaluators will assign scores from 0-5 points for each criterion, with weightings applied to different sections. Following the presentations, each evaluation committee member will rank the firms based on their scores, and an average ranking will be calculated to determine the recommendation for contract award. The department reserves the right to terminate negotiations with a selected contractor and move to the next ranked firm if an agreement cannot be reached. The addendum includes exhibits detailing the evaluation criteria form and a placeholder schedule for the oral discussions.
