About this file

This document outlines the ADA accessibility requirements that the City of Tampa imposes on all bidders responding to solicitations involving information, media, or communication technology (ICT) products and services. The City is committed to ensuring that all systems, products, and services procured are accessible to individuals of all abilities and do not require adaptation or specialized design. Bidders must submit comprehensive accessibility documentation with their written proposals, including an Accessibility Conformance Report (ACR) based on the Voluntary Product Accessibility Template (VPAT) that documents conformance to WCAG 2.2 Level AA standards and Section 508 federal accessibility requirements. Additionally, proposers must provide a Supplemental Accessibility Report detailing evaluation methods, accessibility features, core functions that may not be accessible to persons with disabilities, configuration and installation guidance for accessibility support, and information on how the ICT item enables creation of accessible electronic content. For authoring tools that generate electronic content, bidders must submit samples of accessible content produced by the tool, documentation for authors on creating validated accessible content, and availability for live demonstrations showing how the tool supports accessible content creation. Bidders proposing customized or specially developed ICT items must describe their approach to incorporating universal design principles to ensure products support all users.

The City reserves the right to request demonstrations of proposed ICT items prior to making award decisions and to perform hands-on testing to verify the accuracy of bidder responses regarding accessibility compliance. If testing is requested, proposers must provide final commercially available release versions with full functionality and features, along with an Accessibility Test Plan illustrating typical user scenarios and tasks. Unsuccessful proposers' products used in testing will be returned at their own expense, while successful proposers' products will be retained and accounted for in any resulting order. If no order is imminent following contract award, the successful proposer's ICT product will also be returned at the proposer's expense. These accessibility requirements apply specifically to the City of Tampa's procurement for plastic front end load containers, which is valued at approximately $150,000 and includes a one-year award period with options for three additional one-year renewals and unilateral extension for up to three additional thirty-day periods. Sealed bids are due by 3:00 p.m. on Monday, February 9, 2026, with delivery required within 30 working days of purchase order receipt.
