About this file

This document is an Action Memorandum from the Superintendent of the Griffin Spalding County School System (GSCSS) to the Board of Education seeking approval for bids and contract award for the Renovations to Kennedy Road Middle (KRM) School Project. The project is part of the SPLOST VI program and is estimated to cost $7,127,177 for the lowest overall base bid and needed alternates submitted by ICB Construction Group. The project received bids from two general contractors after the bid posting was distributed to 646 vendors, including 26 African American, 3 Native American, and 1 Hispanic/Latino vendors. The GSCSS has $3,493,810 budgeted from SPLOST VI and DOE state entitlement funds for the project, and hopes to earn additional SPLOST VI revenue to cover the difference between the budgeted amount and the recommended not-to-exceed price. If necessary, the GSCSS may hold off on the roofing alternate to decrease the contract amount.

ACTION MEMORANDUM

To: Board of Education From: Bruce Ballard Subject: Bids and Contract Approval for the Renovations to Kennedy Road Middle

(KRM) School Date: May 22, 2024

Summary:

After months of design efforts and a month bid process, we have now received Bids for the Renovations to Kennedy Road Middle School Project which requires approval prior to administering the project contract. It is recommended that the Griffin Spalding Board of Education approve a not to exceed the amount of $7,127,177 for the lowest overall base bid and needed alternates as submitted by ICB Construction Group for the Renovations to Kennedy Road Middle School Project.

Background:

These projects are part of the current SPLOST VI. Bids for this project were received on April 11, 2024, after being duly posted on the G-SCS website and the Georgia Procurement Registry (GPR). Based on data received following the posting on the GPR, we were notified that the bid data was distributed to 646 vendors. The 646 vendors were more specifically designated as, 26 were African American, 3 were Native American, 1 was Hispanic/Latino, and 616 were Not Classified per the GPR database.

We received bids from two (2) general contractors.

● We had four (4) contractors attend the pre-bid conference, but only two (2) submitted a bid for the project (please see the attached Bid Tabulation for additional details). The lowest base bid price of $6,300,000 was submitted by ICB Construction Group. There were also nine (9) alternates that totaled $827,177.

● We had $2,678,457.00 allocated in SPLOST VI for very specific items related to Kennedy Road. Additionally, we were awarded $815,353.00 of state entitlement funds from the DOE, for a total of $3,493,810.00.

● The scope of work in the bid package was much more extensive than the specific items included in the SPLOST estimate. Upon review of the actual needs and with consideration of what had been accomplished at the other SPLOST VI projects we were hopeful we could move forward with all needs. In comparison, the Cowan Road Middle (CRM) School project did not include the roof, flooring, and some of the other items included in the KRM bid, but the total price allowed available for that project was

$6,482,353. So, if we hold off on the roof alternate the overall price would actually be less that what had been more reasonably allocated for CRM.

● If we are able to earn SPLOST VI revenue for another quarter we should earn close to enough to make up the difference between what is currently allotted and the recommended not to exceed price. The remaining difference can easily be covered by the extra funds earned to meet the $50M cap.

● We should know the SPLOST amount for March prior to the May 7, 2024, BOE meeting and if we will be able to continue to earn for the additional quarter. If not, we will consider holding off on the roofing alternate to decrease the contract amount.

Next Steps:

After receiving approval of the lowest overall base bid and alternates of $7,127,177, as submitted by ICB Construction Group for the Renovations to Kennedy Road Middle School Project, we will determine the alternates we can move forward with and then work with Manley Spangler Smith and ICB Construction Group to prepare the contracts, administer the contract documents and proceed with the project.

Recommendation:

It is recommended that the Griffin Spalding Board of Education approve a not-to-exceed the amount of $7,127,177 for the lowest overall base bid and needed alternates as submitted by ICB Construction Group for the Renovations to Kennedy Road Middle School Project.
