SUBJECT: Brand Name Justification for S20-050 Acroamatics Engineering & Manufacturing Development
(EMD)
1. The 555 SWES has been tasked to re-host the legacy Launch Transition to Cruise Test System
(LTC TS), which is used to evaluate the performance of an Air Launched Cruise Missile
(ALCM). One of the major component of the LTC TS is the Telemetry System. It is being used to record, decrypt, de-commutate and provide a real time display of missile telemetry data during live missile testing. The 555th Software Maintenance Squadron is requesting utilization of funds for the purchase of the descriptions/specifications listed outlined below.

b. Single Channel L & S Band Digital Receiver

(2) Quantity: One (1)
c. Programmable Data Stream processor & Data Distribution Module
(1) Part Number: 1635AP
(2) Quantity: One (1)
d. Dual stream multi-function programmable PCM processing card with embedded IRIG A/B/G
Reader/Generator
(1) Part Number: 1632AP-2
(2) Quantity: One (1)
e. Tunable single channel 40 Mbps Advanced PCM Bit Sync Mezzanine
(1) Part Number: 474DM
(2) Quantity: One (1)
Must include one (1) the Acroamatics Telemetry Software Suite and Acromatics Data and
Analysis Tool ( (Part Number: ATSS) and one (1) the Acromatics Data and Analysis Tool (Part
Number: ADAT).
Equipment must be received by SWES with full manufacturer warranty intact.
2. The current Launch Transition to Cruise (LTC) telemetry system components falls within this category and OEM recommended replacements have been identified. The LTC system operates with telemetry components manufactured by Acroamatics/GDP Space Systems. These components have demonstrated to possess the capability and reliability needed to produce the telemetry data required for our customer. In addition, Acroamatics/GDP Space Systems provides LabVIEW based drivers for their components, which will ensure interface compatibility with our requirement to development software in LabVIEW. MXDPCB has had experience developing drivers and software with LabVIEW in the KITS and PC4 programs, which have been in existence since 2008. Therefore, MXDPCB is utilizing lessons learned from those programs to mitigate incompatibility issues and expedite time to delivery. If alternative hardware is purchased, it would create significant compatibility risk that could translate to unplanned labor and material costs of more than $200k.
3. Therefore, it is requested that Acroamatics Brand Name equipment is procured to meet all the requirements of the program office and subsequently the warfighters.
4. Market research was performed reviewing Dynamic Small Business Search (DSBS) and System for Award
Management (SAM) databases using North American Industry Classification System (NAICS) Code
(334290) looking for companies that could provide S20-050 Acroamatics EMD. A review of small businesses to include 8(a), HUBZone, Service Disabled Veteran Owned Business, and Women Owned Small Business was conducted in search of a company that could provide Acroamatics EMD. In review there are three sources that can provide this commodity for this acquisition. The Government will continue to conduct market research to search for vendors capable of providing this item and meeting this requirement. The Government will continue to search for comparable items that will be compatible with the existing software and hardware of the Acroamatics brand.
