Statement of Objectives (SOO) 1 Background Department of Health and Human Services (HHS) is made up of eleven (11) Operating Divisions (OPDIVS) and sixteen (16) Staffing Divisions (STAFFDIVS). The Office of Acquisition Management Services (OAMS) is organized under the Assistant Secretary for Administration (ASA) STAFFDIV and provides acquisition shared services to HHS. Prior to 2022, OAMS was previously organized under the Program Support Center (PSC). OAMS staff provide acquisition support from cradle to grave including overseeing the entire acquisition lifecycle including initial strategic planning; soliciting and assessing offers; and negotiating, awarding, administering, and monitoring Government contracts.

Acquisition System Support In 2009, HHS implemented the HHS Consolidated Acquisition Solution (HCAS) utilizing the Unison Purchase Request Information SysteM (PRISM) application which is integrated with HHS’s Unified Financial Management System (UFMS). As a result, OAMS began offering Acquisition Support Help Desk (Tier 1 & 2) and Report Development services to other HHS acquisition offices that utilize the UFMS and HCAS integrated system. Currently, OAMS is providing this support to the following HHS Acquisition Offices in addition to their own acquisition office:

Acquisition Office Current No. of Users

Administration for Children and Families (ACF) 75 Agency for Healthcare Research and Quality (AHRQ) 17 Office of Acquisition Management Services (OAMS) 98 Assistant Secretary for Preparedness and Response (ASPR) 121 Health Resources and Services Administration (HRSA) 68 Food and Drug Administration (FDA) 150 Office of Inspector General (OIG) 4 Substance Abuse and Mental Health Services Administration (SAMHSA) 14

TOTAL 546

ARS Support In 2005, OAMS launched the Acquisition Reporting System (ARS) using the Oracle Application Server (OAS) to manage Acquisition System Support Help Desk tickets, in-house custom reports, in-house custom modules, configure interfaces, and store miscellaneous acquisition information to support PSC and its customers. Users of ARS include OAMS customers that consist of hundreds of users as well as those in the HHS Acquisition Offices listed above.

In 2017 PSC established Appian cloud environment coupled with an on-premise Robotic Process Automation (RPA) using Blue Prism (henceforth known as WorkSmarter as a Proof of Concept (PoC) to automate manual tasks at the PSC. The PoC was deemed a success and the WorkSmarter platform was issued an Authorization to Operate (ATO) in 2019. After the issuance of the ATO, PSC began migrating other legacy applications into WorkSmarter and established new applications. Each application is not independently ATO but added to the platform as a sub-system/child system on the platform. Each application is registered in an HHS Enterprise Architecture (EA) tool and a Privacy Impact Assessment (PIA) is performed. Currently there are eight (8) applications on WorkSmarter, and development work is performed by multiple vendors. WorkSmarter is integrated with HHS’s Access Management System to enable Multi-Factor Authentication (MFA).

In 2018 OAMS began migrating ARS from the OAS to WorkSmarter. The migration was due to OAS support ending in December 2018. ARS was fully migrated to WorkSmarter by July 2019. ARS has the following modules:

Annual Acquisition Planning – Only used by OAMS to support OAMS customers to enter their annual acquisition plans at a macro level to allow OAMS to properly forecast for future work.

There are plans to make this available to other acquisition offices.

Billing – Only used by OAMS in support of their Fee for Service billing method for acquisition services.

Document Viewer – Available to all acquisition offices and requested program offices for users to search requisitions, solicitations, and awards from the HCAS system.

E-Files – Available to OAMS and ACF Acquisition offices for the electronic storage of contract files. There are plans to make this available to other acquisition offices.

Protest log – only used by OAMS to track protests of acquisition actions.

Reports – Available to all acquisition offices to run HCAS and ARS related reports.

Workload - Available to all acquisition offices to track work assignments and milestones of in progress acquisitions. Integrates with the Document Viewer and AAP modules.

2 Objective OAMS seeks a contractor with the knowledge, skills, and abilities to continue supporting the OAMS line of business for Acquisition System Support as well as ARS support. The contractor will serve as the OAMS application development contractor for ARS and will work with the PSC Operations & Maintenance contractor when changes to the ARS modules are needed. Any development work on ARS should utilize a Development to Operations (DevOps) framework that focuses on applying Agile principals to the development process and continuous feedback in the operations process that will foster innovation and improvement for product delivery.

The level of quality required by the Government is to:

Receive uninterrupted services and to maintain compliance with the following performance metrics: maintain the availability to manage help desk and reporting service level agreement lead times at 97%, maintain 100% accuracy rating on all user documents and account request information submitted.;

Provide support on major current Department initiatives, such as the HHS Electronic Invoicing Implementation Project (E-Invoicing) and HHS’s transition to the Department of the Treasury’s Invoice Processing Platform (IPP);

5. Support OAMS in any new application development for both ARS and any other automations supported by the WorkSmarter Platform (e.g., RPA). OAMS currently uses an existing Contract Closeout Initiation RPA, but no other new RPA initiatives have been identified at this time. Examples of initiatives that may be required in the future are: Purchase Card RPA and Contract Option Initiation RPA.

6. Support OAMS and supported acquisition offices in any training (live training, recordings, and user guides) of HCAS and ARS.

7. Lead HCAS User Acceptance Test (UAT) testing for OAMS and supported acquisition offices.

8. Conducted Monthly Acquisition System town halls that cover new features of HCAS and ARS as well as any impacts to system related changes such as UMFS, System for Award Management (SAM.gov), and Federal Procurement Data System (FPDS).

9. Participate in weekly HCAS customer meetings.

10. Participate in other agency working groups on topics and initiatives that involve the procure-to-pay process on behalf of the acquisition offices serviced under the contract.

11. Support OAMS and supported acquisition offices who purchased Reporting services with AdHoc reports and data analysis often combining data from multiple sources including, but not limited to, HCAS, ARS, FPDS-NG/SAM, and UFMS/Financial Business Intelligence System (FBIS).

4 Scope The scope of this task order falls under below areas:

1. Project Management.

2. Problem/Incident Management.

3. Development and Testing – inclusive of Appian, Blue Prism/Appian RPA, database (oracle/sql server/MariaDB), integrations, and data feeds.

4. Documentation – inclusive of requirements, functional/technical designs, testing scenarios, server/environments diagrams, training documentation.

5. Technical support for OAMS customer resource website - creation of OAMS customer resource site (e.g., SharePoint or other similar internal site), including technical support in the design and creation of the site, updates to the site as necessary, and formatting and finalizing resource documents, and updates to the site as necessary.
