Early delivery of assets is acceptable. The total estimated value of this effort is $14,445,725.80

Due to the circumstances described herein, the activity will acquire overhaul of the F100-PW-220/229 balance segment assembly, utilized on the F-15 and F-16 weapon systems, from Paradigm Precision Inc, CAGE 1J4P3, 967 Parker St, Manchester, CT 06042. TheGovernment’s inability to obtain proprietary data from the original equipment manufacturer, directly impacts its ability to stand up organic capability or establish competitive sources. Timely award of this effort, to Paradigm Precision,is in the best interest of the USG, as it's acting on behalf of the IEMP partner nations, via the Foreign Military Sales (FMS) process. The IEMP members can reasonably expect schedule impacts and performance delays, to their sovereign engine programs, should this award not take place. This effort will ensure readiness and sustainment efforts for the IEMP F100-PW-220/229 engine fleet, through other than full and open competition. AFLCMC/LPSIB is utilizing an International Acquisition Competition Restriction (IACR) that authorizes use of other than full and open competition procedures to obtain an FFP, requirements type contract for the overhaul of the F100-PW-220/229 balance segment assembly listed above. The intended procedure is to authorize a "D" type contract, in accordance with FAR parts 15 & 16; utilizing United States Air Force standard procedures for the solicitation and award

Paradigm Precision Inc, is the incumbent contractor and was awarded 60 month period of performance (PoP), sole-source, overhaul efforts for F100-PW-220/229 balance segment assembly on the following contracts: FA8121-16F-0094 (awarded August 2016) and FA812111D00160001 (awarded December 2008).

IB: At the present time, Paradigm Precision Inc, is the only known vendor to have Source Approval Requirements (SAR) accreditation. No additional sources have submitted SAR packages and no additional sources are pending SAR approval. There are no known schedule, environmental, capability or performance constraints that would prohibit Paradigm Precision Inc, CAGE 1J4P3, 967 Parker St, Manchester, CT 06042 from executing this effort.
IC: The total estimated dollar value for the intended contract which is a 1-year basic, and 4-year basic is $14,445,725.80 . This value is primarily United States Air Force organic repair along with escalation utilizing the global insight escalation tables. The use of a multiple-year contract for this requirement affords workload stability, and provides International Partners with a fixed price for this effort of overhaul.
ID: At the present time, Paradigm Precision Inc, is the only known vendor to have Source Approval Requirements (SAR) accreditation. Currently,TuboChrome and Roark are working on Part 2/SD. Additional support shall include but not be limited to, identifying compatibility and interoperability of the balance segment assembly to the F100-PW-220/229 engine, for the IEMP and include any changes that may need to be made to address reliability and obsolescence. The contemplated contract is to provide services to overhaul the balance segment assembly from Paradigm Precision Inc, CAGE 1J4P3, 967 Parker St, Manchester, CT 06042
IE: Paradigm Precision Inc, will provide the USG with overhaul of the F100-PW-220/229 balance segment assembly. The period of performance (PoP) will be for a minimum of 60 months and have the option to execute the dash-eight clause; bringing the total PoP to 66 months. A PoP of this duration is necessary to provide FMS partner nations continuous support. The delivery schedule shall be in accordance with identified turn-around-times in Section 1A, with the understanding that early delivery is acceptable. Paradigm Precision Inc, will address the deliveries necessary to meet this requirement.
IF: There are no trade-offs anticipated on this effort.
IG: Risk associated with this acquisition is low, as assessed by the Government acquisition team. The performance, schedule and cost risks are identified and discussed below.

Paradigm Precision Inc, is currently providing balance segment assembly overhaul support on FA8121-16F-0094 (awarded August 2016) and previously provided support on FA812111D001600001 (awarded 27 September 17).

Overhaul support for the balance segment assembly from Paradigm Precision,, poses no risk, as Paradigm Precision,,has provided overhaul support of these F100-PW-220/229 assets on two previous contracts. If Paradigm Precision, is not awarded this effort in a timely manner, then the IEMP members will be incapable of conducting engine maintenance, leading to degradation of the fleet.

Cost: The cost risk is considered low. A pricing goal of $14,445,725.80 has been established based on escalation pricing from 421st Supply Chain Management Squadron organic repair from PMXG for the overhaul of the F100-PW-220/229 balance segment assembly. All costs are FMS case funded for this undetermined quantity of assets. In an effort to mitigate cost risks, the Contracting Officer will ensure the items described herein are negotiated at a fair and reasonable price to the Government and Contractor.
