About this file

This Single Source Justification document details a simplified acquisition for the 412th Test Wing to purchase two Control Display Units (P/N ACP9543-P02001) for F-35 flight-test instrumentation from Mercury Mission Systems. The estimated contract cost is $35,986.00, with the procurement being made under FAR 13.106-1(b)(1)(i) due to Mercury being the sole source capable of providing these specific line-replaceable aircraft components. Comprehensive market research, including searches across government supply channels, vendor databases, and industry conferences, confirmed no alternative manufacturers exist that can deliver a flight-qualified unit matching Lockheed Martin's engineering specifications.

The acquisition team determined that redirecting the purchase to another source would require extensive and costly redesigns of electrical and mechanical interfaces, potentially causing months of production delays and hundreds of millions of dollars in schedule penalties. As mitigation for future single-source limitations, the team plans to secure full technical data with government-purpose rights, rewrite specifications to be performance-based, and conduct periodic market checks to qualify alternate vendors. The contract is planned for award on 02-Sep-2025 by the contracting officer, 1st Lt Austen Siegler, from the Air Force Test Center (AFTC/PZZ).

Section A: General Contract Information

Is this a Bridge Action as defined in the AF Bridge Action Reduction Plan? Yes No

Estimated Contract Cost (including Options): $35,986.00

Section C: Justification for Soliciting from a Single Source or Brand Name

The 412th Test Wing requires replacement control-display units for F-35 flight-test instrumentation. These panels are line-replaceable aircraft components whose part numbers are explicitly called out on more than 600 Lockheed Martin released engineering drawings. Mercury Mission Systems designed the units in close collaboration with the prime contractor and remains the only manufacturer approved for aircraft installation; no form-fit-function alternates exist.

Comprehensive market research confirms that Mercury is the sole source capable of meeting the requirement.

Searches of agency inventories, excess-property databases, UNICOR, AbilityOne catalogs, wholesale and base supply depots, the GSA Federal Supply Schedule, GSA Advantage, and open-source vendor listings produced no viable substitutes. Engineering staff also canvassed vendors at the International Telemetry Conference and the International Test and Evaluation Association, as well as through professional networks, with the same result.

Redirecting the buy to another source would force Lockheed Martin to redesign multiple electrical and mechanical interfaces, rework installed wiring and line-replaceable units, and revise hundreds of drawings—tasks that would delay the production line by months and add tens of millions of dollars in non-recurring engineering costs. With three major manufacturing sites already fabricating aircraft to the current configuration, any stop-work ripple would quickly escalate into hundreds of millions of dollars in schedule penalties and overhead.

Because the acquisition is below the Simplified Acquisition Threshold and only one source is reasonably available, award will be made directly to Mercury Mission Systems under FAR 13.106-1(b)(1)(i). This approach preserves flight-test continuity, avoids prohibitive redesign costs, and supports urgent program timelines while documenting compliance with small-business coordination requirements via DD 2579.

Section D: Efforts to Obtain Competition

The acquisition team made every reasonable effort to identify competitive sources. We first ran queries across all Government supply channels—agency inventories, excess-property databases, UNICOR, AbilityOne, GSA Advantage, and the Federal Supply Schedule—but none listed the required part numbers. A sources-sought was posted on NASA SEWP inviting capability statements; no responses demonstrated the ability to furnish a form-fit-function match to the Lockheed Martin drawings. Engineering personnel broadened outreach by conducting open-source internet searches, polling vendor databases, and networking with industry representatives at the International Telemetry Conference and

International Test and Evaluation Association events. Despite these efforts, no alternate manufacturers were found that could deliver a flight-qualified unit identical to the configuration already approved for the F-35. Having exhausted available avenues for competition and confirmed that only Mercury can meet the requirement without redesigning the aircraft’s electrical and mechanical interfaces, the team concluded that competition is not practicable for this procurement.

Section E: Steps to Preclude Future Single Source or Brand Name Awards

We will strive to secure the full technical data with government-purpose rights, rewrite the spec so it’s performance-based rather than part-number specific, and run periodic market checks before the next buy to qualify alternate vendors.

Section F: Contracting Officer's Determination

I have determined, in accordance with FAR 13.106-1(b)(1), that the circumstances of this contract action deem only a single source is reasonably available.
