About this file

This is a Sole Source (Including Brand Name) Justification document for a federal contract opportunity to purchase UHF/VHF radios for the Air Force Test Center (AFTC) at Edwards Air Force Base. The procurement is for Collins Aerospace radios and related equipment, including 106 RT-4150 (50W) V/UHF radios, 2 RT-4150 radios with HAVE QUICK and SATURN capabilities, 35 additional RT-4150 radios, 10 RCU-720 units, various mounts, trays, blocking panels, antenna port kits, handsets, and PC control software, with a total estimated contract cost of $5,236,470.00.

The contract will be awarded as a Firm Fixed Price (FFP) purchase order under a sole source justification, with specific technical requirements including VoIP compatibility, integration with the Compunetix Mission Voice Platform, support for UHF/VHF encrypted communications, and compatibility with KY58/KY100 encryption devices. A sources sought notice was posted on SAM.gov on 21 March 2024 with a closing date in April 2024, and no other vendors expressed interest. The government will continue searching for alternative solutions that may satisfy the current compatibility and interoperability requirements for legacy systems at Edwards AFB.

IV. Statutory authority permitting other than full and open competition.

6.302-1(a)(1) and (a)(2)(ii), Only one responsible source and no other supplies or services will satisfy agency requirements.

(a) Authority. (1) Citations: 41 U.S.C.3304(a)(1).

(a)(2)(ii). When the supplies or services required by the agency are available from only one responsible source, or, for DoD, NASA, and the Coast Guard, from only one or a limited number of responsible sources, and no other type of supplies or services will satisfy agency requirements, full and open competition need not be provided for.

Supplies may be deemed to be available only from the original source in the case of a follow-on contract for the continued development or production of a major system or highly specialized equipment, including major components thereof, when it is likely that award to any other source would result in-

(A) Substantial duplication of cost to the Government that is not expected to be recovered through competition; or

(B) Unacceptable delays in fulfilling the agency’s requirements. (See 10 U.S.C. 3204(b)(B) or 41 U.S.C. 3304(b)(2).)

V. Demonstration that the contractor's unique qualifications or nature of the acquisition requires the use of the authority cited above (applicability of authority).

The test range radios shall be capable of operating in the DoD UHF and VHF band. The range radios shall support Voice over IP (VoIP) as the primary communication protocol between equipment throughout the distributed system topology. The radio equipment shall natively support G7.11 codec for audio streaming with VoIP compatible systems and devices. The range radios shall integrate with the Compunetix Mission Voice Platform (MVP) client software. This integration shall include the capability to change the current transmit/receive UHF/VHF frequency and monitor status

The range radios shall support interoperability with external communications devices and circuits through the use of Ethernet. The range radios shall supply copper RJ-45 physical layer interfaces for connectivity external communication networks. The range radios shall support the HAVE QUICK/SATURN capabilities. The range radios shall support a minimal footprint to allow for three to five transceivers to be mounted in a four to six Rack Unit (RU) space. The range radios shall incorporate the necessary interfacing capabilities required to support the operations of encrypted UHF/VHF radio communications between end users. This requirement shall be accomplished using KY58/ KY100 encryption devices. The Range Radios shall incorporate the necessary interfacing capabilities required to support the operations of encrypted UHF/VHF radio communications through the Compunetix Mission Voice Platform (MVP) system, which is legacy at Edwards AFB. This requirement shall be accomplished using the Compunetix KY over Internet Protocol (KYoIP) device.

VI. Description of efforts made to ensure that offers are solicited from as many potential sources as practicable.

Vendors of other radios were invited to do presentations, demonstrations to show us the performance of their equipment, we also had them send us the capabilities of their radios. A Sources Sought posting was issued to seek capable vendors able to provide the requirement.

VII. Determination by the Contracting Officer that the anticipated cost to the Government will be fair and reasonable.

IAW FAR 13.106-3 (a)(2)(ii)and (iii), proposed prices will be determined fair and reasonable on the basis of comparison of the proposed price with prices found reasonable on previous purchases; and current price lists, catalogs, or advertisements. However, inclusion of a price in a price list, catalog, or advertisement does not, in and of itself.

VIII. Description of the market research conducted and the results, or a statement of the reasons market research was not conducted.

Market research efforts were performed by browsing through several Internet websites, an on-site presentation/ demonstration by Collins Aerospace, General Dynamics, L3 Harris, (L3 Harris Aug 24, 2023; GD June 23, 2023; Collins July 10, 2023) searching through Federal Supply Schedules (DOD) sites, reaching out to the original manufacture resellers and an RFI was posted in NASA SEWP. Also, Collins 721S is the Original Equipment Manufacture (OEM) and was contacted requesting to provide a reseller vendor list and stated Collins721S does not use resellers in the United States.

IX. Any other facts supporting the use of Other Than Full and Open Competition.

As, mentioned in section V. Rockwell Collins/Collins Aerospace is the only company that meets all these requirements.

X. List of any sources that expressed, in writing, an interest in the acquisition.

A source sought noticed was posted in SAM.gov on 21 March 2024 with a closing date of April 2024. No other vendors expressed interest, in writing for this acquisition.

XI. A statement of the actions, if any, the agency may take to remove or overcome any barriers to competition before making subsequent acquisitions for the supplies or services required.

The Government will continue to search for other alternatives in the future that may satisfy compatibility/ interoperabilty requirement currently in place applicable to legacy systems at Edwards AFB.
