STATEMENT OF WORK

ACF B775 AIR DRYER REPLACEMENT

PROJECT OVERVIEW:

Located at the Naval Surface Warfare Center Indian Head Division, Indian Head, Maryland. Process related improvements to B775 are currently being completed under MILCON P-163 Project. This Project will only address improvements to the compressed air treatment system not being completed under MILCON P-163 Project. The current compressed air treatment system in B775 is composed of an existing Arrow Refrigerant Dryer and Ingersoll-Rand Desiccant Dryer package that are piped in series; both pieces of equipment have reached the end of their useful life cycle and need to be replaced. This project shall include replacement of both packaged dryer units, modifications to and/or replacement of existing pipe and fittings as required, replacement of electrical & control wiring where applicable, and installation of a new bypass line that will allow for standalone operation of either the Refrigerant or Desiccant Dryer Systems to treat compressed air for process applications at Agile Chemical Facility. Contractor proposal shall include technical information on proposed refrigerant air dryer and desiccant air dryer to ensure proposed equipment will conform to contract requirements

BASIC SCOPE OF WORK:

Demolish existing Refrigerant and Desiccant Dryer equipment, hangers, pipe/fittings not to be reused, electrical components (excluding hard conduit pathways to be reused), and pneumatic control equipment & tubing. All materials to be disposed of offsite by contractor. Furnish, deliver and install new Refrigerant and Desiccant Dryer equipment (1 package each) that conform to performance specifications provided below. Install all equipment per manufacturer’s recommendations, including but not limited to access clearances, drain line piping, supports, etc. Modify existing and install new process piping between incoming & outgoing plant service and new equipment. Process installation to include new bypass line & isolation valves around Refrigerant Dryer. Provide new hanger assemblies for all piping per ANSI/MSS Standards. Support items including but not limited to hangers, struts and threaded rods may be galvanized, not coated. Provide new electrical components through existing metal conduit pathways between equipment and MCC Panels. Conduit pathways may require modification at termination points in coordination with new equipment configuration. Existing inline pre-filter, coalescing filter and after-filter have been recently replaced and are in good working condition. No additional filters will be required as part of this scope. Installation to include startup of equipment per manufacturer’s recommendations. P&ID diagram with photos of existing conditions attached for clarification.

EQUIPMENT PERFORMANCE SPECIFICATIONS:

· Min SCFM: 1200

· MAWP: 150 psi

· Electrical: 460-3-60 existing connection

· Dew Point: 40 degF

· Desiccant Dryer, Heated Purge

· Basis of Design: SPX-HPD1300

· Min SCFM: 1200

· MAWP: 150 psi

· Electrical: 460-3-60 existing connection

· Dew Point: -40 degF

· System to include dew point monitor (integral or downstream of desiccant dryer) with 4-20 mA output signal

· Gate Valves

· Basis of Design: Powell Fig. 1793

· OS&Y Type w/ 150# Flanged End Connections

· MSS SP-70, Type I, Class 125

· Solid wedge, cast iron body, bolted bonnet, bronze trim, non-asbestos packing

· May reuse existing valves in all locations; new valves will be required for new bypass line.

· Process/Mechanical Requirements

· Existing site Compressed Air (CA) lines at tie points are 3” carbon steel pipe and/or 150# 3” carbon steel flanges depending on tie-in location.

· New pipe to be Schedule 40, seamless, black carbon steel, conforming to ASTM A53/A53M, Grade B. Fittings to be 150-psig steel, wall thickness to match pipe. All joints to be butt weld, threaded connections not permitted except at condensate drain line (refrigerant dryer). Welding to be performed in accordance with AWS requirements.

· Electrical Requirements

· Electrical installations shall conform to NFPA 70 and applicable IEEE, NEMA and NETA requirements.

· Electrical equipment shall have factory-applied painting systems that shall at a minimum, meet the requirements of NEMA 250 corrosion-resistance test.

· Remove existing electrical conductors & terminations in their entirety. Install new electrical conductors through existing pathways with new terminations at dryer equipment and MCC-775-E (Square D Model 6) in adjacent bay of Bldg 775.

· All conductors installed in conduit shall be copper, 600V, type THHN/THWN, stranded.

· Conductor color code shall be green for grounding conductors, white for neutrals, and as follows for ungrounded conductors:

· 208/120V-3P:

· Phase A – Black

· Phase B – Red

· Phase C - Blue

· 480/277V-3PH:

· Phase A – Brown

· Phase B – Orange

· Phase C – Yellow

· Minimize splices to greatest extent possible. Where splices are required, make connections as follows:

· AWG No. 6 and larger conductors: Bolted clamp-type connectors; wrap joints in insulating tape with insulation & temperature rating equivalent to that of conductor.

· AWG No. 8 and smaller conductors: Approved indentor crimp-type connectors and compression tools.

· Splices between existing and new electrical conductors will NOT be accepted.

· Existing equipment loads are 460V-3P-60H and conduit pathways between equipment and MCC panel should be reused where feasible.

· Coordinate reuse or replacement of existing circuit breakers with new equipment loads. Existing breakers in MCC-775-E are 40A for desiccant dryer and 20A for refrigerant dryer.

· Provide new phenolic nameplates (white lettering on black background) for MCC enclosure.

· Each item of equipment shall have a nameplate bearing the manufacturer’s name, address, model number, and serial number securely affixed in a conspicuous location.

GENERAL REQUIREMENTS:

All equipment to include local operator controls. Install all equipment & materials per manufacturer’s recommendations, including pad requirements. Provide standard manufacturer & installer warranties on equipment & piping install. Patch & repair existing finishes as required. Actual size, elevation, configuration, etc… of existing system and facility to be verified in field by contractor prior to start of work. Maximum vertical projection of new equipment = 116” AFF. If equipment and/or piping will exceed this height the contractor will be responsible for coordinating new work with existing building infrastructure (hangers, piping, electrical, structural, etc…) and any associated modifications.

RESTRICTIONS:

This work will occur on a restricted Government facility. Contractor will be responsible for coordinating with Government to obtain temporary access to the facility for completion of the contract scope. This work must be sequenced to minimize impact to live compressed air system & impact to ongoing startup activities within the facility. Maximum time period allowed for compressed air outage(s) required to complete this work will be 1 WEEK. Storage & laydown area requirements to be coordinated in advance with the Government.
