About this file

This is a Class Justification and Approval (J&A) document from the Naval Sea Systems Command (NAVSEA) for a sole source contract with Huntington Ingalls Incorporated - Newport News Shipbuilding (HII-NNS) for Aircraft Carrier Engineering Support (ACES). The contract, valued at $438 million over five years, covers comprehensive engineering, technical, design, and configuration management support for CVN 68 and CVN 78 class aircraft carriers, with funding from multiple Navy accounts including Operations and Maintenance, Shipbuilding, and Research and Development.

The document justifies the sole source award based on HII-NNS being the only U.S. Navy nuclear-powered aircraft carrier builder with the specialized technical knowledge required. Key support areas include drawings, design studies, configuration management, engineering analysis, technical data preparation, on-site representation, training, and modernization support. The Navy determined that HII-NNS is uniquely positioned as the Propulsion Plant Engineering Activity, Engineering Configuration Manager, and In-Service Engineering Agent for these aircraft carriers, with an extensive data repository and highly trained personnel. The contract aims to maintain fleet operational capabilities by ensuring rapid response to modernization and maintenance requirements.

CLASS JUSTIFICATION AND APPROVAL

FOR USE OF OTHER THAN FULL AND OPEN COMPETITION

1.Contracting Activity

The Naval Sea Systems Command (NAVSEA), Shipbuilding Contracts Division (SEA 022).

2. Description of the Actions Being Approved

Award of contract actions on a sole source basis for Aircraft Carrier Engineering Support (ACES) to Huntington Ingalls Incorporated – Newport News Shipbuilding (HII-NNS) for engineering, technical, design agent, and configuration management support for CVN 68 class and CVN 78 class aircraft carriers (CVNs) with an ordering provision for materials required in support of the effort described herein. Ordering provision requirements may include long lead time material as well as material and supplies for engineering, technical, design, configuration management, Integrated Logistics Support, database management, and modernization support. Authority to act under this class justification expires on 29 September 2029.

3. Description of Supplies/Services

The efforts covered by this Class Justification and Approval (CJ&A) include consolidated engineering, technical, design agent, configuration management support, Ford Class Design Support (FCDS) and associated material needed to sustain existing capabilities and offset obsolescence of CVNs.

Required efforts during the period of performance (beginning approximately ) include:

Drawings and Related Technical Data; Design Studies, Design Change Documentation; Pre-Advanced Planning for Refueling Complex Overhaul (RCOH) and CVN Inactivation, Logistics Technical Data (LTD); Configuration Management; Hull, Mechanical

J&A No: 22,008

Predecessor contract N00024-19-C-2100 was not competed. Work to be performed under this contract requires detailed knowledge and familiarity with specialized and critical technical details, configurations, and performance characteristics of CVN 68 class and CVN 78 class nuclear-powered aircraft carriers. HII-NNS, located in Newport News, VA, is the only builder of U.S. Navy nuclear-powered aircraft carriers and is the only contractor with the detailed knowledge of and familiarity with these vessels needed to perform the efforts anticipated. Specifically, HII-NNS is the only contractor capable of performing the engineering, technical, and design and configuration management support requirements under the ACES effort for both CVN 68 class and CVN 78 class aircraft carriers. This includes designation as the CVN 68 class Propulsion Plant Engineering Activity (PPEA), CVN 78 class Engineering Configuration Manager (ECM), and the In- Service Engineering Agent (ISEA) for select CVN 78 class systems.

Additionally, HII-NNS maintains a data repository for all aircraft carriers and a staff of highly trained personnel with extensive specialized experience in the engineering, modernization, technical, design and operational support of CVNs, which are required to perform this effort. HII-NNS’s data environment that is utilized in executing ECM functions includes integrated data generated by the shipbuilder. Awarding this requirement to any other contractor would result in unacceptable delays in fulfilling the Navy’s requirements. Specifically, it would take as much as for another engineering firm to attain the necessary capability to perform the support required of this contract, including ECM, to develop a 3D product model that matches the efficacy of the product model currently being executed under predecessor Contract N00024-19-C- 2100. Delaying this procurement to identify, develop, and qualify another source would negatively impact the ACES program and the operational capabilities of the United States Navy.

The Navy demands the highest level of operational availability from the aircraft carrier fleet, which makes modernization planning and execution and responding to emergent requirements an extremely time-sensitive endeavor. The work must be accomplished within narrow timeframes (often hours), and if schedules are not met, deferred modernization or maintenance results in diminished fleet capabilities.

Therefore, based on the above analysis, only HII-NNS has the experience, capabilities, and toolsets to meet the requirements, and can enable the program to accomplish its broad mission within the requisite level of technical and managerial proficiency, and

J&A No: 22,008 at the Operations Tempo (OPTEMPO) required to meet the Navy’s national defense mission without delay.

6.Description of Efforts Made to Solicit Offers from as Many

Offerors as Practicable

The proposed effort addressed by this CJ&A was synopsized on the System for Award Management (SAM.gov) on 06 February 2023. No responses have been received to date and no responses are anticipated. In addition, in accordance with DFARS PGI 206.302- 1(d), a Sources Sought Notice was posted to SAM on 25 October 2022. The announcement received a response from one interested firm, on 24 November 2022. A Government technical assessment determined that does not possess the ability to meet the demanding shipyard schedules and required delivery dates. Additionally, does not have the technical expertise or experience with CVN 68 or CVN 78 Class propulsion plant design or engineering (or both). Therefore, they are not a viable source to successfully fulfill all of the Government’s requirement as stated in the synopsis as the prime contractor. While no other sources have been identified to provide prime contractor support, HII-NNS will be required to promote competition where opportunities exist in selecting subcontractors and suppliers.

7.Determination of Fair and Reasonable Costs

The Contracting Officer has determined the anticipated cost to the Government of the supplies/services covered by this CJ&A will be fair and reasonable.

8.Actions to Remove Barriers to Competition

For the reasons set forth in Paragraph 5, the Naval Sea Systems Command has no plans at this time to compete future contracts for the types of supplies/services covered by this document. If another potential source emerges, the Naval Sea Systems Command will assess whether competition for future requirements is feasible.

As this is a follow-on for supplies and support efforts previously awarded on a non-competitive basis, in accordance with DFARS PGI 206.304(a)(S-70)(i), the prior J&A was provided to the approval authority for review. Approval of this J&A signifies the approval authority has made the determination required by DFARS PGI 206.304(a)(S-70)(ii).
