SOLE SOURCE JUSTIFICATION UNDER SIMPLIFIED PROCEDURES
FOR CERTAIN COMMERCIAL ITEMS
UNDER FEDERAL ACQUISITION REGULATION (FAR) 13.5
1. AGENCY AND CONTRACTING ACTIVITY: The Department of Defense, Washington Headquarters Services, Acquisition Directorate.
2. DESCRIPTION OF ACTION: This proposed action is for a new contract for a firm fixed price contract using Simplified Acquisition Procedure under FAR 13.5. FY23 O&M funds will be used. It is the intent of Defense Acquisition University (DAU) to procure college credit recommendation services from American Council on Education (ACE) for select DAU training. This is a follow-on for a continuation of the services ACE has provided under contract HQ003418P0086). Over the contract life, it is expected that DAU will have between 90 and 140 training courses reviewed.
3. DESCRIPTION OF SUPPLIES/SERVICES: This procurement will provide DAU with course evaluation services. The contractor is responsible for evaluating a variety of DAU training, maintaining records and files on the training evaluations and credit recommendations, publicizing the recommendations, and actively assists colleges/universities, students, and other appropriate agencies/representatives in understanding and using the credit recommendations and evaluations.
This service will include re-reviews of courses where the ACE recommended credits are expiring and reviews for newly developed training. The updated ACE fee schedule provides flexibility to review courses across multiple subject areas in a single review. A readiness review flat fee will be accessed for each review regardless of the number of courses. The table below represents period of performance period dates, as well as estimated amount per period. With the exception of the base period, we estimate no more than 3 reviews per year, with each review consisting of at least 10 courses.
