About this file
This is a Notice of Intent to Award a Sole Source Contract issued by the 4th Contracting Squadron at Seymour Johnson Air Force Base, North Carolina.
The Government intends to award a sole-source contract to ADB SAFEGATE Americas LLC (CAGE: 5ED70) for a proprietary technology upgrade to the base's Airfield Lighting Control and Monitoring System (ALCMS). The project is a "turn-key" upgrade converting the existing, obsolete ACE II combo boxes to ACE 3 units integrated with existing ADB L-828 equipment to achieve L-829 functionality. The procurement includes proprietary hardware (ACE 3 units and I/O modules), software, and professional services encompassing system assessment, design, installation, integration, comprehensive testing, and training. The sole-source justification is based on R-DFARS 206.103-170, as ADB SAFEGATE Americas LLC, as the Original Equipment Manufacturer, is the only source possessing the requisite proprietary data, software, and specialized expertise to perform the upgrade while ensuring successful integration, interoperability, and airfield safety without unacceptable risk to flight operations. Market research confirms the ALCMS is proprietary and only the OEM can guarantee the required functionality.
Responses to this Notice of Intent close on 01 July 2026 at 3:00 PM EST. Although this is not a request for competitive proposals, all responsible sources may submit capability statements, proposals, or quotations for consideration in determining whether to conduct a competitive requirement. The anticipated award date is unknown. All inquiries and responses must be directed via email to Brooke Shenk at brooke.shenk@us.af.mil; telephone inquiries will not be accepted.
