About this file
This document is a comprehensive presentation for the U.S. Army Contracting Command - Redstone Arsenal (ACC-RSA) Procurement Acquisition Lead Time (PALT) session held on 23 June 2025. The presentation covers multiple contract opportunities across various directorates, including Aviation, Missiles & Space, and Support Commands, with anticipated solicitations and awards spanning fiscal years 2025-2027. Key upcoming requirements include Business and Analytical Support for AvMC (NAICS 541611, Small Business Set-Aside), New Equipment Training Log for Apache (NAICS 541614), Technical Support for PIF (NAICS 541330, Full & Open competition), and Technical Services for AvMC Nondestructive Testing (NAICS 541715).
The document outlines specific contract details such as current incumbents, maximum and funded Full-Time Equivalent (FTE) positions, performance locations (primarily Redstone Arsenal and Huntsville), and anticipated solicitation and award dates. Notable opportunities include a potential Employee Stock Ownership Plan (ESOP) pilot program, with some actions specifically noting they will not pursue the ESOP opportunity. The presentation also provides points of contact for each requirement, upcoming industry communication events (including an Industry Communication Event on 4 Nov 2025), and highlights the Army's focus on transparent communication with industry partners, transformation of acquisition processes, and support for warfighting capabilities across aviation, missile, and space domains.

ESOP PILOT
✓October 2024, the DoD published a rule to amend the DFARS to implement Section 874 of the FY22 NDAA as amended by Section 872 of the FY24 NDAA. The rule took effect November 2024.
• Allows the noncompetitive award for one follow-on contract to a wholly employee-owned business through an ESOP that meets the definition of a “qualified business.”
• A qualified business can receive multiple sole-source awards through this program.
• There is no limit to the number of (one-time) contracts awarded.
• Due to legal restrictions, a company cannot be both a Women- Owned Small Business (WOSB) and an ESOP. ESOPs require 100% employee ownership, which conflicts with the ownership requirements of a WOSB.
• Pilot program end date is 27 December 2029.
