About this file
This document is Addendum #1 for a Request for Proposals (RFP) issued by Granville County, North Carolina, for door access control and security camera upgrades and additions. The RFP addendum extends the bid submittal date to May 15, 2025, at 4 PM, with all quoted prices to remain valid for 60 days following the proposal deadline. Additional site visits are available on May 8th and May 12th between 10 AM and 12 PM. The project involves a comprehensive security system upgrade for the Granville County Courthouse and Administrative Offices, with a tentative start date in August-September and a 90-day completion schedule. Contractors will be permitted to work on-site during regular business hours from 8 AM to 5 PM, with potential delays on days when court is in session.
The addendum provides extensive technical details about the project requirements, including specifications for camera types (interior dome/wide-angle, exterior PTZ), licensing (3-year minimum term), training (2 days on-site), and warranty (minimum 5-year manufacturer's warranty). The county requires an entirely new system to replace an end-of-life GE access control system, with 30-day minimum cloud storage for video recordings and access logs. The infrastructure includes POE++ ports, Cisco/Brocade/Ubiquiti switches, and Spectrum as the internet provider with 1GB speed. The county is open to a hybrid storage solution with local storage and cloud backup. The project will involve upgrading security across multiple buildings, with most areas having acoustical ceilings and varying mounting requirements for exterior cameras.

REQUEST FOR PROPOSALS
DOOR ACCESS CONTROL &
SECURITY CAMERA UPGRADES AND ADDITIONS
ADDENDUM #1
DATE OF ISSUE: April 30, 2025
In response to the pre-bid walk-through held on April 22, 2025, and follow up questions provided to staff, we offer the following clarifications.
1. The required BID SUBMITTAL date has been extended until 4 PM / May 15, 2025.
2. All prices quoted must remain valid for a minimum of 60 days following the proposal deadline.
3. For bidding purposes assume all interior cameras are Dome / Wide Angle cameras; the exterior cameras are PTZ cameras. Any adjustments will be determined once a preferred vendor has been established.
4. Additional site visits can be arranged on May 8th and May 12th between 10AM and 12PM;
please provide prior notice of your schedule.
5. See below questions and responses issued to and from staff.
• Could you provide maps for the areas you are looking to have upgraded?
Floor plans can be provided.
• What is the current video and access control system that you are looking to have upgraded?
Current access control system is a GE system.
• Do you have a preference on manufacturer for access control/cameras?
No Preference
• Will contractors be permitted to work on-site during regular hours (7:00 AM – 5:00
PM), or will work need to be completed after hours?
Contractors will be permitted to work on-site during regular business hours
8AM – 5PM.
• What is the anticipated project start and completion date?
Tentative August-September start date with a 90-day completion schedule – to be determined once a preferred vendor has been established.
• Once the project begins, are there any known dates or periods when on-site work will not be allowed?
Depending on access needs at the courthouse, days that court is in session may delay work.
• Does the County plan to reuse existing power supplies for access control doors or should all new power equipment be included?
All new power supplies should be included.
• The RFP states that licensing should be included for a minimum of 3 years. To ensure consistent pricing across all bidders, would the County prefer all proposals include a 3-year license term, with optional pricing for 5- and 10-year terms listed as separate, clearly labeled line items (excluded from the total bid)?
Proposals must include a 3-year license term. Optional licensing terms may be included when clearly labelled as optional and the term length.
• How many hours of system training does the County anticipate needing? Should this training be provided in person, web-based, or both?
Training would require in person training for physical design and location of equipment, controllers, etc. Software training may be provided as a web-based training. Allow 2 days of on-site training
• In the event cameras such as the PTZ and Multi-lens do not have a 10 year warranty, is the County requiring the integrators to include a supplemental warranty for the 3 additional years?
Vendor to provide at a minimum a 5-Year manufacturer’s warranty on all devices; cameras and access control
• Can you confirm 30 days of cloud storage?
30-Day minimum storage of video recordings and access logs
• Will an updated drawing be going out? We noticed more than a few cameras missing in the courthouse. An updated count of cameras/access doors would be very helpful. Especially the doors receiving two readers.
Updated floor plans will be released in this addendum
• Do you want to be able to monitor the status of all the doors; ie propped open for
30/60 seconds? I’d typically recommend only the exterior doors. It’d save a lot of cost by eliminating a door contact and egress motion sensor if they’re not necessary.
Monitoring only external doors is acceptable.
• What access control and camera systems are you currently using?
Current access control system is an end-of-life GE system.
• Do you currently want to use the same system and add on or are you open to changing your entire system?
An entirely new system will be required.
• How many IT closets do you have in each building?
One
• Do you have POE++ ports available in your existing switch?
Yes
• What is the model of your POE switch?
Cisco/Brocade/Ubiquiti
• Do you use VLANs, if so, which VLAN numbers are you using?
Yes, the details of this information will be discussed during deployment.
• Who is your current Internet provider?
Spectrum
• What is your internet speed?
1GB
• Do you have extra static IPs?
Yes
• What is your internal IP range (ex. 192.168.1.0/24)?
The details of this information will be discussed during deployment.
• Do you have battery backups (UPS) and what is the current load?
Yes; load capacity undetermined at this time
• Are there drop ceilings in any of the buildings?
In some locations but not all. Most areas in the courthouse have acoustical ceilings but there are some areas located within the “historic” section that does not.
All areas within the Administrative Offices have acoustical ceilings with open access between rooms (no firewall penetrations)
• Do the 4 exterior camera locations have power available?
Yes but not POE.
• Will the exterior cameras require a camera mounting pole or will these be mounted to the building?
Determined by vendor; however the current exterior cameras are building mounted.
• Will the entire video storage remain in the cloud or is a hybrid storage solution acceptable?
Local storage is acceptable with an offload/backup in the cloud to reduce the bandwidth requirements of storing directly into the cloud.
