ACC APG Local Divisions APBI 22 January 2025 Summary

The Army Contracting Command-Aberdeen Proving Ground (ACC-APG) Source Selection Support Center of Excellence (S3CoE) hosted an Advance Planning Brief to Industry (APBI) from APG local divisions on Wednesday, 12 January 202, from 9:00-10:40 am Eastern Time (ET). There were 1,453 registrants, and 1,316 personnel attended the virtual APBI. A total of 11 divisions and the Office of Small Business Programs (OSBP) provided information at the

APBI.

The S3CoE welcomed the audience and made introductions to commence and conclude the briefings. The ACC APG Deputy Executive Director expressed industry appreciation for their support. The local division APBIs are conducted to strengthen industry communication and enhance transparency.

The briefings were sent before the APBI and are also updated and available on SAM.gov along with an updated ACC APG leadership chart.

The RSVP questions were addressed during the briefings and audience chat questions were also answered. The unanswered audience chat questions are listed below with the responses.

1. There were several questions on MAPS related to the acquisition strategy, small business set-asides, goals, joint venture opportunities, CMMC 2 level and ISO 27001 requirement and the request for the status of when the industry feedback submitted to the government team.

Div B Response: Thank you for your continued interest in the MAPS opportunity. The government is currently reviewing all responses from the over 300 companies who submitted a response to our January 2025 Draft Sections L&M. For any questions not already submitted as a part of that response, please submit your inquiries to our MAPS mailbox at usarmy.apg.acc.mbx.acc-apg-maps-contracting-office@army.mil

2. Where is the C3N TEM 14? Is there a link for it?

Div B Response: The TEM 14, location is the Gaylord Texan, Grapevine, Texas and is scheduled for 29-30 May 2025. Presently there is no link to share.

3. Since PM TN has recently undergone a consolidation of their SETA scope and contract, will the PM consider Small Business for their upcoming SEPM contract?

Div B Response: PM TN is currently reassessing their SEPM requirement. ACC-APG Division B has no information to post currently. Please keep checking SAM.gov for any updates. Thank you for your interest and your question.

4. Is the DEVCOM CBC BAA a funded vehicle?

mailto:usarmy.apg.acc.mbx.acc-apg-maps-contracting-office@army.mil

Edgewood Response: There is not a ceiling on the DEVCOM CBC Broad Agency Announcement (BAA). The BAA is a mechanism for industry to share their innovative solutions with the government, typically by submitting white papers. If the government determines a white paper which offers an innovative product/service, the government would then, officially request a quote from that contractor. Upon collecting contractual documentation, an award would be issued to the contractor with appropriate funding for the project.

5. What is JPEO intent with respect to the JE-Class II contract which was awarded to several primes yet little to no task order requirements?

Edgewood Response: The JPEO, in coordination with ACC-APG, continue to utilize JE- CLaSS II for Contractor Logistics Support and Acquisition Logistics Services. As additional requirements arise, they will be solicited to IDIQ contractors.

6. Is there an ATEC Information Technology Support Services (ITSS) Recompete? We were tracking it for 2026.

Div D Response: No decisions have been made at this time.

7. Do we anticipate that the ATEC IT Services contract will continue a small business set aside?

Div D Response: Any decision on set-asides will be made once market research has been completed (no RFI date yet determined). The KO for this effort is Esther Casari at esther.casari.civ@army.mil updates will be shared via Sam.gov.

8. Is there a POC for the Tobyhanna FY 27 Logistics Support Opportunity

Tobyhanna Response: The current POC is Tyler Restrick at tyler.j.restrick.civ@army.mil

9. When is the expected award date for IBDSS?

Ft. Belvoir Response: Presently the expected award date if is 2nd quarter FY25.

10. Can Division A please elaborate on the CRODEWS opportunity and where we could learn more about it prior to the RFI release?

Div A Response: The CRODEWS requirement will be solicited on the RS3 MA-IDIQ contract. The RFI closed week ending 25 Jan 25.

11. Where is the location for the C5ISR Center Industry Expo in June 2025?

Div A Response: C5ISR Center Industry Expo will be at APG, a link for registration will be posted to SAM.gov in Apr 25.

mailto:esther.casari.civ@army.mil mailto:tyler.j.restrick.civ@army.mil

12. Given page limitations on many responses to RFI, DRFP, RFP, white papers, etc., finding that the question to be addressed takes up a lot of space. Is it permissible to simply refer to the questions rather than repeating it, leaving much more space to respond to the question?

Div A Response: As long as all instructions in the Army's requests are followed, the content of the response is up to the vendor (please follow instructions per request).

13. If you’re not a prime on RS3, how do you participate in the PM C&S ID on 19 Feb?

Div C Response: If the vendor is not a prime contractor, they will not get a direct invitation to participate in the PM C&S ID on 19 FEB. If a potential subcontractor would like to attend, they would need to pair with a prime and ask for attendance information from there.

The industry day will not focus on on-ramping opportunities for new vendors.

14. Can we get a list of all ACC APG KOs by Division please?

S3CoE Response: Recommend contacting KOs by publicized acquisitions or contracts please.

15. Where can we find the current incumbents for the current 8(a) contracts out of CECOM?

S3CoE Response: The current incumbents for the current 8(a) CECOM contracts are not readily available without analysis (multiple divisions support CECOM).
