Presenter Notes Presentation Notes Talking Points: These priorities reflect the DOW's commitment to maintaining a robust defense industrial base to meet future challenges. So why is it important to understand these priorities?

Because they tell you where the DoW is going. They tell you what capabilities will be needed. And they tell you how your business can align, compete, and succeed. By understanding these priorities, you’re not just preparing to win contracts you’re preparing to help shape the future of the defense industrial base.

Strengthening the Defense Industrial Base (DIB): Focus on enhancing the DIB to ensure national security and military capabilities.

Procurement and Research: Increasing federal spending on procurement and research to support defense needs.

Supply Chain Security: Enhancing supply chain visibility and security to mitigate risks from foreign entities.

Workforce Development: Training and recruiting a diverse workforce to support defense operations.

Innovation and Technology: Prioritizing research and development in areas like AI and hypersonic weapons.

Collaboration with Allies: Strengthening partnerships with NATO and other allies to enhance defense capabilities.

Economic Security: Ensuring economic security through resilient defense industrial ecosystems.

Integration of Technology: Leveraging technology for improved decision-making and operational efficiency.

Support for Small Businesses: Encouraging small businesses to expand their roles in the defense industrial base.

Modernization of Acquisition Processes: Revitalizing acquisition processes to ensure timely and effective delivery of defense capabilities.

Talking points: When you understand the Army’s priorities, and how they align with the DoW’s strategic direction, you gain the ability to anticipate future needs, tailor your solutions, and position your company for meaningful, long‑term opportunities. These priorities are clear signals of where the Army is investing, where capability gaps exist, and where new partners are needed. These priorities are outlined in the National Defense Industrial Strategy (NDIS) released by the Department of War.

Secure production capabilities: Ensuring the ability to produce necessary products and technologies at speed, scale, and cost.

Diverse and representative workforce: Developing a workforce that is diverse and representative of America.

Dynamic capabilities: Acquisition strategies that balance efficiency, maintainability, customization, and standardization to reduce development times and costs.

Resilient defense industrial ecosystem: Supporting a resilient defense industrial ecosystem among U.S. and close international allies and partners.

Fair market mechanisms: Supporting fair and effective market mechanisms that contribute to economic security and integrated deterrence.

Addressing systemic challenges: Overcoming challenges such as underutilization of multi-use technologies, inadequate workforce, and procurement instability.

Domestic production: Enhancing domestic production capabilities.

Non-competitive practices: Reducing reliance on non-competitive practices.

Long lead times: Shortening lead times for critical supplies.

Supplier fragility: Addressing fragility in sub-tier suppliers.

ENTERPRISE CONTRACTS

UNCLASSIFIED | APPROVED FOR PUBLIC RELEASE

UNCLASSIFIED | APPROVED FOR PUBLIC RELEASE

WHAT ARE ENTERPRISE CONTRACTS?

An Enterprise Contract makes sense when a specific capability is being purchased independently by multiple offices across the DoW. When the same capability is needed in many places, one Enterprise Contract converts scattered purchasing into centralized buying power - better deals, better pricing, less duplication. Every Enterprise Contract shares these four defining characteristics:

Single-Award IDIQ Commercial Contract: Structured as an Indefinite Delivery, Indefinite Quantity contract awarded to a single vendor utilizing commercial best practices Delegated Authority: Carries delegated authority enabling streamlined ordering and execution DoW-Wide Access: Open to and usable by the entire Department of War, not limited to a single component Pre-Negotiated Terms: Established with pre-negotiated terms, including data rights and pricing, allowing orders to be placed rapidly

UNCLASSIFIED | APPROVED FOR PUBLIC RELEASE

BENEFITS OF ENTERPRISE CONTRACTS

The Army Contracting Command is pursuing Direct-to-OEM ECs to consolidate fragmented procurements into single enterprise vehicles. Across Army and industry, this achieves:

Cost Efficiency

• Streamlines acquisition processes to minimize administrative burdens and enhance efficiency

• Reduces overhead costs associated with awarding and managing multiple contracts

• Eliminates unnecessary pass-through costs to primes, resellers, etc.

Optimized Pricing

• Leverages collective buying power to secure volume discounts, ensuring the best pricing for the government

• Standardized pricing and pre-negotiated terms minimize pricing variations across commands

Consistent Data Rights

• Eliminates re-negotiating of IP boundaries for individual purchases

Value and Agility in Resource Access

• Incorporates evolving technologies and capabilities, allowing for efficient adaptation to changing operational environments

• Ordering Guides provide step-by-step instructions for placing orders, facilitating a streamlined purchasing process, enabling users to efficiently obtain the capabilities required to meet their operational needs Direct Relationships

• Creates direct Government to Industry relationships eliminating intermediary friction

• EC holders are not buried in consortia, or hidden under resellers or as ODCs

THINGS TO KNOW WHEN USING ENTERPRISE CONTRACTS

Transparency Required — If an EC holder proposes on a new requirement (as a prime or a subcontractor), they must alert the Government to the existence of their EC and the negotiated CLIN pricing it includes — so the Government can leverage existing pricing and avoid paying a premium for capability already priced under the EC.

Direct Awards Enabled — When an EC holder is selected for award, ACC-APG issues the order directly. The EC holder then either delivers directly to the Government or, where supporting another prime, provides the capability to that prime as GFP.

Accountability Strengthened — Specific terms and conditions in ECs ensure each awardee owns outcomes, even when delivery depends on vendors outside their direct control.

Awardees remain responsible for total performance and cannot offload accountability for subcontractor failures.

SOLICITATION / PROPOSAL CONSIDERATIONS

SAMPLE Language for solicitation, including Calls for Solutions

The Army will be awarding order(s) to Enterprise Contract (EC) holders selected as prime or sub-awardees to fulfill this requirement. Offerors shall indicate whether they or any of their sub-offerors hold an EC, and shall propose line-Item structures that support the use of the existing EC. If a portion of the requirement is fulfilled by a sub-offeror under an EC, the Army will provide that which is ordered under the EC to the prime awardee as Government Furnished Property / Information. Pricing for portions fulfilled under an EC shall be broken out of the overall pricing and shall be in accordance with the established EC pricing.

CLIN structure accommodates the use of the EC, or allows the offeror to structure as best fits the solution Identify which portions of the solution are to be filled under an EC and how those portions support the total solution Ensure pricing is compliant with, or includes additional discounts from, the existing EC pricing, and that the portion to be filled via EC is technically traceable to the overall solution

UNCLASSIFIED | APPROVED FOR PUBLIC RELEASE

CONTRACT / ORDER CONSIDERATIONS

If the EC is part of the solution (not the entire solution)

• Language in non-EC contracts state that part of the solution will be provided as Government Furnished Property / Information via orders under ECs

• Require Associate Contractor Agreements that explicitly cover which contractor is responsible for which part of the solution, particularly when significant integration is required

• Awards include reference to the other award(s) that make up the full solution

• Section H language ensures all awardees are responsible for mission outcomes
