Department of the Army Limited Source Justification

For GSA Purchases above the Simplified Acquisition Threshold GSA Contract Number: GS-10F-0212T

Contract Number: W56HZV-16-F-0001, Modification P00002

1. Contracting Activity: The United States Army Contracting Command – Warren (ACC-WRN) is the procuring activity for this action.

2. Description of Action: This action is a modification to increase effort on Firm Fixed Price, Level of Effort contract W56HZV-16-F-0001 (awarded under GSA Contract GS- 10F-0212T on 01 December 2015). The increase will result in the addition of two scope sub-sections within contract W56HZV-16-F-0001. This action will be awarded under modification P00002 to contract W56HZV-16-F-0001 to procure an additional 4,264 labor hours of effort for Program Executive Office Ground Combat Systems (PEO GCS). The additional 4,264 labor hours will have an estimated value of $506,991.52 and will be added to Option Year 1, which has a 12-month period of performance of 01 December 2016 through 30 November 2017. Option Year 1 is currently unexercised;

however, exercise of that option is expected to occur by no later than 30 November 2016. This modification will be funded when the option is exercised, on a separate sub- CLIN, using FY17 Weapons and Tracked Combat Vehicles (WTCV), Army Procurement Appropriations (PA) (3 year) type funds.

CMO 2016-007 is the approved Limited Sources Justification (LSJ) for contract W56HZV-16-F-0001. That LSJ approved procurement of the services requested at a total estimated dollar value of $9,728,916 (inclusive of base year plus three option years).

3. Description of the Supply or Service Purchased: The overarching scope of the contract is for Network Integration, Synchronization and Systems Engineering Services to support PEO GCS and its project offices: Project Manager Stryker Brigade Combat Systems (PM SBCT), Project Manager Armored Fight Vehicle (PM AFV), Project Manager Armored Multi-Purpose Fighting Vehicle (PM AMPV), and Project Director Main Battle Tank Systems (PD MBTS). The contractor is Control Point Corporation (CPC), a small business, CAGE Code: 1CJM7, located in Goleta, California. This action will require the contractor to provide additional support to PEO GCS with the addition of two scope sub-sections under existing scope, C.3.2.4.1 (Commonality Technical Support) and C.4.3.2 (Product Support). The additional effort will entail establishing a common process library for the PMs, analyzing existing PEO and PM processes for commonality, generating an integrated master schedule, producing workforce projection reports and profiles, and providing data and configuration management controls for the common process library and workforce projections.

Estimated Cost of this Action– $506,992 Estimated Labor Hours for this Action – 4,264

4. Authority Cited: 40 U.S.C. 501 and FAR 8.405-6, Limited Sources. Specifically, FAR 8.405-6(a)(1)(i)(B), “Only one source is capable of providing the supplies or services required at the level of quality required because the supplies or services are unique or highly specialized.” This acquisition is conducted under the authority of the Multiple Award Schedule Program.

5. Reason for Authority Cited: On 1 December 2015, CPC was awarded, on a sole source basis, the overarching PEO GCS Network Integration, Synchronization and Systems Engineering Support Services contract W56HZV-16-F-0001, which includes scope applicable to the PEO GCS Commonality Technical Support and Product Support requirements.

Award of this action is justified because CPC is the only contractor available with the in-place, immediately available expertise to fulfill the unique PEO GCS Commonality Technical Support and Product Support requirements outlined in the Performance Work Statement (PWS).

CPC has been intricately involved in the Command, Control, Communications, Computers, Intelligence, Surveillance and Reconnaissance (C4ISR) evolution of the Stryker program and has been performing this direct effort since 2008 under the awards of competitive AMCOM Expedited Professional & Engineering Support Services (EXPRESS) Multiple Award Task Orders (MATOs). Additionally, CPC has been performing correlated data management efforts for multiple program management offices since 2004 under the AMCOM EXPRESS MATO program.

These unique efforts included: Stryker Technology Roadmap development and maintenance; Stryker C4ISR configuration and role definition (27 roles across 17 variants); linking Common Logistics Operating Environment (CLOE) Threshold Capability Implementation (TCI) to existing/evolving Stryker configurations; creating and maintaining the Common Reference List for PEO GCS Commonality; creating and maintaining the PEO GCS Network Integration master synchronization schedule;

developing a Life Cycle Sustainment Plan for PD MBTS; collecting, integrating and synchronizing program requirements and processes to create a workforce planning tool to support Abrams Internal Operations Budget development; and planning/ implementation of PM AFV Bradley modernization tasks.

The mission of PEO GCS Network Integration is to reduce risk, accelerate schedule, and reduce costs for Engineering, Test, and Certification. This will provide the most effective end-to-end management of the platforms across their full lifecycle. PM SBCT has been the lead platform in implementing and integrating the Network. This effort is expanding into the other PEO GCS platform portfolios, increasing the need for network integration support, cross-PM coordination and synchronization, which requires a unique set of experience and knowledge of the Army’s data requirements between the PM and outside organizations such as PEO GCS and PEO Command, Control and Communications-Tactical (PEO C3T), PEO Intelligence, PEO Electronic Warfare &

Sensors (PEO IEW&S), and System of Systems Engineering & Integration Directorate (SoSE&I), in order to mitigate integration and sustainment risks.

Based on urgent warfighter needs, reducing these risks is essential to provide timely and comprehensive support to the PEO GCS platforms in the field and the Warfighters that those platforms support. Comprehensive knowledge of the status and configuration of those deployed platforms will help PEO GCS program personnel make better, faster decisions to support the deployed fleet. If that comprehensive knowledge is not in the decision makers’ hands as soon as possible, it subjects PEO GCS platforms in combat to unnecessary performance risk. CPC is the only contractor with the unique integration experience and past performance in creating and maintaining essential Network Integration products (such as the Information Support Plan integrated model, Antenna Analyses, Communication Architectures, and Data Integration, etc.) to eliminate or greatly reduce these risks.

CPC has demonstrated unique qualifications in three critical areas: (1) a critical understanding of the complexity of C4ISR operational roles within the Stryker Family of Vehicles (FoV); (2) an in-depth understanding of the unique evolution of the technical/business/program processes as integrated across the PM SBCT; and (3) an active and current role in the emergence of integrated data requirements between the PEO GCS PMs and outside organizations such as PEO C3T, PEO IEW&S, SoSE&I, etc. CPC personnel also have direct experience in developing and understanding the unique configuration management processes of the Stryker and other PEO GCS platform programs.

Award of this requirement to any other source would result in incurring unnecessary delays and costs that would not be recovered through subsequent competition.

It is required that the contractor has a critical understanding of the current Stryker FoV and the C4ISR suite of equipment installed on them, and can efficiently apply that understanding to other PEO GCS platforms. Based on history and because there are so many C4ISR systems of intricate nature, PEO GCS Network Integration estimates a minimum of one year for another contractor to understand the suite of C4ISR systems, how they work, how and where they are integrated on the vehicle, the availability of space to integrate emerging technologies, the knowledge and experience with the Information Support Plan integrated model, and interference of other applications on the vehicle.

For the PEO GCS program platforms, this delay in service would be unacceptable because it would result in operational disruption in the integration of C4ISR into the Stryker Engineering Change Proposal (ECP) effort, Stryker Double V Hull (DVH) improved survivability, Abrams ECP efforts, Bradley Modernization efforts, and AMPV platform development. All PEO GCS platform network integration synchronization and fielding efforts would also be adversely affected, and would detrimentally impact the Warfighter by hindering proper situational awareness and decision-making tools to fight against an evolved foe in today’s modern battlefield.

6. Market Research: The market research requirement for this justification is stated in FAR 8.405-6(c)(2)(vi), which requires the inclusion of a “description of the market research conducted among schedule holders and the results or a statement that market research was not done.” Market research was conducted in August 2015, prior to the December 1, 2015 award of the base contract W56HZV-16-F-0001. That prior market research will have been conducted within 18 months before the award of this modification action, and is still current, accurate and relevant, as required by FAR 10.002(b)(1). No further market research is necessary.

The prior market research conducted by PM SBCT Network Integration, consisted of reviewing the 871 Professional Engineering Schedule (PES) of the General Services Administration (GSA) website to search for contractors who hold GSA contracts on the same labor schedule as CPC (the 871 PES). Research was completed as to 16 small business contractors with a primary SIN (category number) of 871-2 (Concept Development and Requirements Analysis) with secondary required SINs of 871-1, 3, and 4 (Strategic Planning for Technology Programs/Activities; System Design, Engineering and Integration; and Test and Evaluation, respectively).

That market research showed that although the reviewed contractors held GSA contracts on the same labor schedule as CPC, all were found lacking as to the labor descriptions required for immediate performance at the level required by that effort.

Specific essential labor requirements that the contractors searched were found to be lacking in include: Subject Matter Expert Level with minimum 15 years of experience for performance of complex technical/engineering emerging technology tasks for research, design evaluation, system integration and technical development; Technical Writer with minimum 12 years of experience and Bachelor's degree; strategic planning of technology programs/activities to include Acquisition lifecycle cost, schedule, performance management; and experience, knowledge, and skill set in ground tactical vehicles for emerging technology studies, network architecture communications, and embedded system of system architectures.

7. Other Facts: The contractor has previously performed as a subcontractor to Science Applications International Corporation (SAIC) under contract W31P4Q-05-A- 0031, Delivery Order 0025. Delivery Order 0025 was competitively awarded to SAIC under the AMCOM EXPRESS MATO. CPC was a teammate of SAIC under the AMCOM EXPRESS program, and the subcontract to CPC was a part of SAIC’s proposal for the prior effort. SAIC’s past performance was limited to subcontract administration only for support to CPC. Therefore, SAIC did not gain any understanding of the technical performance of the PEO GCS systems and would require the same length of time and money to reach efficiency as the other companies researched.

8. Actions to Increase Competition: In an effort to reduce the barriers to full and open competition in the future, per guidance from the Better Buying Power Initiative, the PEO GCS Network Integration Division will develop a competitive strategy for future Network Integration work to consider if certain components of the required scope of work, where applicable, may be broken out from potential non-competitive requirements and competed separately.
