About this file
This is an Industry Day briefing presentation for the Fort Rucker Aviation Maintenance II (FRAM II) contract opportunity. The FRAM II program will provide aircraft maintenance and logistics support services for flight training at Fort Rucker, Alabama, supporting the US Army Aviation Center of Excellence (AVCOE), US Air Force operations, and the Army Aeromedical Research Laboratory across 5 airfields, 14 stage fields, 67 remote training sites, and various specialized facilities including a Combined Phase Maintenance facility and FAA repair station.
The current FRAM I contract is valued at $5.45 billion over 10 years (expires January 15, 2028) and maintains a diverse fleet including UH-72A, UH-60M/MED, AH-64E, and CH-47F aircraft with performance standards requiring 100% Daily Mission Performance and 98-105% Monthly/Surge Mission Performance. FRAM II will incorporate significant changes including the removal of UH-72A fleet requirements as they transition to the Flight School Next (FSN) contract over four years, addition of the new MV75 (FLRAA) aircraft fleet, potential relocation of aircraft fleets between facilities, and modified performance standards including 98% Monthly/Surge Mission Performance and 75% Aircraft Readiness Rate. The solicitation timeline includes a tentative draft RFP release in Q2 2026, final RFP in Q3 2026, and contract award in Q3 2027, with the contract anticipated as either Fixed Price Incentive Fee or Firm Fixed Price under full and open competition for a single awardee with NAICS code 488190.
