Statement of work for Helicopter/Rotorcraft Sikorsky S-64

Helicopter Tasks Training requirements

Overview:

Flight Program Operations request training for Aviation Safety Inspectors (ASI). This request is for rental of a Helicopter/Rotorcraft Sikorsky S-64 to be utilized for currency flight training. This is an annual requirement for continued Event Base Currency (EBC) for all Inspectors performing pilot evaluating, testing and checking (certification) job functions in helicopters.

Background:

The FAA has an annual requirement for rental of a Helicopter/Rotorcraft Sikorsky S-64 for training all Aviation Safety Inspectors assigned to the Flight Program. All inspectors performing pilot evaluating, testing, and checking (certification) job functions in helicopters must perform the Helicopter Tasks as described below. The EBC Program requires tasks as a minimum during each calendar quarter per Inspector Required Tasks.

The FAA Aviation Safety Inspector is to maintain skills in the S-64 and Event Base Currency (EBC). The EBC Program required tasks that all inspectors performing pilot evaluating, testing, and checking (certification) job functions in helicopters must be trained as a minimum during each calendar quarter. We are requesting a one year period of performance from date of this award.

Six Takeoffs – One slope takeoff, One confined area takeoff, One pinnacle takeoff and Three takeoffs (Pilot’s choice). Other Maneuvers – One abnormal procedure, One aircraft-specific emergency procedure, Two simulated engine failures – One inflight (low level or at altitude) - One at a hover Autorotation to a power recovery, Autorotation to a touchdown for ASIs giving single engine CFI checks.

NOTE: ASIs should ensure that the landing area is appropriate for such operations.

Six Landings – One slope landing, One confined area landing, One pinnacle landing, One run on landing and Two pilot’s choice. Instrument Procedures – One area departure (published or unpublished), One enroute procedure, One holding, One area arrival (published or unpublished), One precision approach, One non-precision approach, One additional approach (pilot’s choice) and One unusual attitude recovery.
