IDENTIFICATION OF THE AGENCY AND THE CONTRACTING OFFICE, AND SPECIFIC IDENTIFICATION OF THE DOCUMENT AS A “JUSTIFICATION FOR OTHER THAN FULL AND OPEN COMPETITION.” PLEASE CITE THE AUTHORITY AND TYPE OF JUSTIFICATION. U.S. Coast Guard Aviation Technical Training Center Elizabeth City, USCG Aviation Training Center Mobile Contracting Office. JUSTIFICATION FOR OTHER THAN FULL AND OPEN COMPETITION, pursuant to FAR Subpart 6.3, whereby “Only one Responsible Source and No Other Supplies of Services Will Satisfy Agency Requirements” in accordance with FAR Subpart 6.302-1(c)

BRIEF DESCRIPTION OF SUPPLIES OR SERVICES REQUIRED, AND THE INTENDED USE.

Purchase of ELECTRICAL MTU, 2 EACH and AIR-CYCLE A/C SYSTEM MTU, 2 EACH. The addition of more students in the Aviation Rating Apprentice Program (ARAP) per class from 12 to 20 students.

UNIQUE CHARACTERISTICS THAT LIMIT AVAILABILITY TO ONLY ONE SOURCE, WITH THE REASON NO OTHER

SUPPLIES OR SERVICES CAN BE USED.

We have established curriculum and lessons approved by FORCECOM using our current MTU’s from AVOTEK. This order is to have more units' available for more students.

A DESCRIPTION OF EFFORTS MADE TO ENSURE THAT QUOTATIONS OR OFFERS ARE SOLICITED FROM AS MANY

POTENTIAL SOURCES AS PRACTICABLE (INCLUDE YOUR MARKET RESEARCH EFFORTS HERE).

Based on the market research conducted there are other vendors capable of the providing similar MTU mock up systems.

AVOTEK is the only vendor that can provide the specific MTU training platform required by the Aviation Rating Apprentice Program (ARAP).

REASON THAT SUGGESTED SOURCE IS THE ONLY SOURCE WHICH CAN PROVIDE THE SUPPLIES OR SERVICES.

There are other companies that build a similar MTU, but the instructors and students require a standard training unit to be used.

Lessons and faults are built to this specific Maintenance training unit (MTU). Testing criteria is developed for these specific MTU’s.

EXPLAIN WHY AN ADEQUATE PURCHASE DESCRIPTION OR OTHER INFORMATION SUITABLE TO SOLICIT BY FULL

AND OPEN COMPETITION HAS NOT BEEN DEVELOPED OR ARE NOT AVAILABLE.

ATTC/ FORCECOM would have to develop new faults and teach the instructors on the use of the new equipment. In addition new curriculum would need to be developed to ensure we are adequately

PROVIDE A STATEMENT OF ACTIONS, IF ANY, THE GOVERNMENT MAY TAKE TO REMOVE OR OVERCOME ANY BARRIERS TO COMPETITION BEFORE FUTURE ACQUISITIONS ARE REQUIRED. The government doesn’t anticipate to change systems. Changing systems would reduce the abilities to train students, and require additional training and update to course curriculum. Additionally adding a different system would cost the government to incur additional time and costs to operate and maintain.
