22. Description: Military Sealift Command requires a comprehensive Unlicensed Mariners to Licensed Mariner Training Program (AB-to-Mate). The goal of the program is to produce licensed Third Mates qualified for any gross tons upon oceans / Officers-in-Charge of Navigational Watch (OICNW). The curriculum includes a suite of United States Coast Guard (USCG)-approved training, full-mission bridge simulation experiences, instructor-facilitated license exam preparation, tutoring, and assistance with student’s license application and USCG examinations. On-campus lodging and full meal services are to be included in the program and provided by the contractor. Students must be able to walk between classrooms, dining facilities, and their rooms. Task orders are anticipated to include six or more unlicensed civil service mariners (CIVMARs).

THIS IS A SYNOPSIS NOTICE ONLY for commercial items prepared in accordance with the format and procedures in FAR Part 12, FAR Part 15, and FAR Subpart Part 16.5 as supplemented with additional information included in this notice. MSC intends a single award, Firm-Fixed-Price, IDIQ Contract with a 5 year base ordering period with an Option for an additional 5 year ordering period in accordance with FAR 52.217-9. This is not a Request for Quote/Proposal/Bid and no contract will be awarded as a result of this notice. The solicitation and any further information is not available at this time.
