About this file

This document is an Absence of Competition Memorandum that justifies the use of simplified acquisition procedures to procure aviation life rafts (P/N FLO-4110-HD and FLO4380-HD) for use on UH-60 Blackhawk and CH-47 Chinook aircraft. The life rafts have unique characteristics such as a custom canister, 30G rated single point release harness, reduced inspection cycle, and air-droppable capabilities that meet military and FAA specifications. The memorandum states that Army Aviation does not have an issued life raft for water survival and recovery scenarios, and the types most commonly acquired are produced by Life Support International, which have been adopted by various Army aviation units. The simplified acquisition is being made under the authority of FAR 13.106-1(b) due to the unique characteristics and sole source availability of the required life rafts.

Text3: Purchase aviation Life Rafts (P/N FLO-4110-HD & P/N FLO4380-HD)for use on UH-60 Blackhawk and CH-47 Chinook aircraft for use in water survival and over water downed aircraft recovery scenarios.

These rafts have the following unique characteristics: Secured inside a custom made canister (which provides protection to the updated and modern raft and can be mounted in multiple locations) via 30G rated single point release harness in multiple configurations on any axis, has a reduced inspection cycle (5 Year), bulk and weight which makes them easily movable and mountable by one person, the rafts are air droppable and meet MIL-PRF-1849F and FAA TSO-C7oa.

Army Aviation does not have an issued life raft for use in an over water survival situation. The types most acquired by Army Aviation are those produced by Life Support International. They have been adopted by the 160th SOAR (A), aviation elements of the 25th Infantry Division, 101st Airborne Division and other Army aviation units.
