About this file
This is an Absence of Competition Memorandum for simplified acquisition procedures related to Purchase Request F8Y1305112A001.
The Air Force Flight Standards Agency requires test equipment to maintain instrument landing systems, glide slopes, and tactical air navigation equipment. The specific equipment needed is the N9913C Field Fox 4 GHz RF Analyzer, for which additional maintenance options and accessories are required. Keysight is identified as the sole manufacturer of this equipment and the only source capable of supplying the necessary accessories and sensors as integrated components. The contracting officer has determined that only one responsible source exists to satisfy the Agency's requirements, thereby justifying single-source procurement under FAR 13.106-1(b). The procurement will be issued as a 100% Small Business set-aside, with authorized small business resellers including TestMart (GSA Reseller), TEVIT (Small Business Reseller), and Tra-Cal (formerly NSCA Tra-Cal). The memorandum is dated May 26, 2017, and was signed by Contracting Officer Senska Andrea Marie.
