STATEMENT OF WORK
PURPOSE
NOAA Fisheries’ Alaska Fisheries Science Center (AFSC) conducts research surveys to assess fish and marine mammal populations to fulfill legal mandates under federal laws such as the Magnuson-Stevens Fishery Conservation and Management Act and the Marine Mammal Protection Act. The AFSC is also responsible for assessing the socioeconomic effects of managing fisheries, protected resources, and ecosystems.
In recent years with declining sea ice and warming ocean conditions, fish and marine mammal distributions have shifted north. AFSC has had to expand the scope of its survey efforts northward into areas of the Bering Sea inhabited primarily by Alaska Native peoples who speak various languages and dialects (Central Yup’ik, Siberian Yupik, Naukan Yupik and Inupiaq). Marine mammal research surveys have been conducted along the northern coast of Alaska for many years. However, the AFSC’s marine mammal and fisheries research surveys historically have not been conducted on the scale of recent times in these northern areas. For the most part, Bering Strait-area communities are unfamiliar with the purpose, methodology and results of the AFSC’s surveys. In other areas of Alaska, NOAA Fisheries has a responsibility under Federal law to communicate with constituents within these communities, particularly in areas where co-management agreements are in place, to keep them informed and collaborate on research activities and share results.
The AFSC’s goal for the Tribal Communication Science Project is dependent on a key personnel who not only understands different Alaska Native cultures, values and ways of communicating, but also has established relationships in Alaska Native communities in the northern Bering Sea region. We are hoping to identify an individual who can help us lay the foundation to build collaborative relationships with Tribal councils, Tribal governments and Tribal organizations in the northern Bering Sea. Having both a science background and ties to the local communities are essential because we hope to develop mutually beneficial research priorities that will require familiarity and established relationships with local decision makers (e.g.,Elders). This work will enable the AFSC to more effectively carry out its’ science mission and better serve our constituents.
TECHNICAL SPECIFICATIONS
As major stakeholders in the AFSC mission, many Alaska Native entities depend on the marine environment for subsistence, commercial, and cultural resources. As such, it is important that the AFSC engage with tribal groups in coastal Alaskan communities. Engagement topics range from communicating topics of mutual interest to co-production of knowledge used to meet the AFSC mission. The key personnel on this project will be required to communicate effectively with both AFSC staff and Alaska Native entities such that relationships and partnerships are developed around the AFSC science objectives.
The key personnel will help the AFSC by providing the following products throughout the performance period:
· Compile an outreach coordination list of key decision makers in rural and Tribal councils, Alaska Native associations and corporations and key events that represent coastal Alaskan communities (including but not limited to tribes, regional corporations, and regional non-profits). This will include identification of current local points of contact, including but not limited to Tribal Coordinators and Tribal Elders, and appropriate channels of communication with each organization to inform multiple modes of information delivery. The contractor will conduct activities under the guidance of the AFSC Communication Program lead.
· Help refine and implement the AFSC community communication plan by identifying appropriate levels of engagement with representatives of coastal Alaska communities. The contractor will be responsible for communicating AFSC research priorities and operations that may be of interest or directly affect Alaska Native entities. The contractor will also identify rural community activities (subsistence, cultural, commercial) that may be affected by or affect AFSC research operations. The contractor is required to work in close coordination with the AFSC Communications Program, developing high quality communications strategies in a cooperative manner.
· Assist with the development of research priorities within a co-production of knowledge framework where scientific questions are prioritized, tested, and documented that benefit both the mission of AFSC and the needs of an Alaska Native entity. The contractor will assist with identifying research needs as well as data collection associated with the research.
The AFSC estimates a contractor time commitment of approximately of 500 hours including travel over the period of performance of this contract. Service will include weekly communication with Tribal communities and weekly virtual updates and 4 virtual formal presentations on progress to AFSC. It also includes 2-4 trips to the northern Bering Sea region.
Required skill of key personnel needed to accomplish the tasks are:
· Working knowledge of Alaska Native community cultures, traditions and ways of communicating.
· Established working relationships with Alaska rural and tribal communities, particularly in the northern Bering Sea region.
· A demonstrated track record of working with key fishery management organizations including the Alaska Department of Fish and Game and the North Pacific Fishery Management Council as well as Bering sea commercial fishing industries.
· An understanding of research, data collection and analytical methods, applied statistics and quantitative methods.
· Ability to work independently and meet deadlines.
· Strong communications, project management, facilitation and organizational skills.
· Program evaluation capabilities.
· Willing and able to travel, including to remote Alaska communities in the northern Bering Sea
The Tribal Communication Science Project will directly benefit NOAA by:
· Building local partnerships with organizations throughout Alaska.
· Helping to advance collaborative research opportunities including research projects that put into practice the concept of “Co-Production of Knowledge.”
· Increasing access to NOAA science.
The key personnel will ensure the Tribal Communication Science Project supports NOAA Fisheries’ efforts to support science related to co-management agreements with Alaska Native communities in accordance with provisions of the Marine Mammal Protection Act (Section 119) to improve conservation and management of marine mammals that are harvested by Alaska Natives for subsistence. In addition, it supports Section 305j of the Magnuson Stevens Fishery Conservation and Management Act in improving “communication, education, and training on marine resource issues throughout the region and increase scientific education for marine related professions among coastal community residents, including … Alaskan Natives and other underrepresented groups in the region.”
DELIVERABLE SCHEDULE
· By November 1, 2020 to compile a current list of decision makers (i.e., Elders) and key contacts (i.e., Tribal Coordinators) in rural and tribal entities, and strategic venues through regular communication and visits with Alaska Native entities for Bering Strait Region.
· Provide quarterly reports/presentations to AFSC leadership on progress to date. The reports should include, a list of individuals spoken to date, questions raised, research focus areas of interest to local communities and challenges/obstacles encountered.
· By September 3, 2021 produce a list of prioritized research questions of common interest and strategy for steps that can be taken to address those questions.

(h) Certification Regarding Responsibility Matters (Executive Order 12689). (Applies only if the contract value is expected to exceed the simplified acquisition threshold.) The offeror certifies, to the best of its knowledge and belief, that the offeror and/or any of its principals–
(1) □ Are, □ are not presently debarred, suspended, proposed for debarment, or declared ineligible for the award of contracts by any Federal agency;
(2) □ Have, □ have not, within a three-year period preceding this offer, been convicted of or had a civil judgment rendered against them for: commission of fraud or a criminal offense in connection with obtaining, attempting to obtain, or performing a Federal, state or local government contract or subcontract; violation of Federal or state antitrust statutes relating to the submission of offers; or commission of embezzlement, theft, forgery, bribery, falsification or destruction of records, making false statements, tax evasion, violating Federal criminal tax laws, or receiving stolen property;
(3) □ Are, □ are not presently indicted for, or otherwise criminally or civilly charged by a Government entity with, commission of any of these offenses enumerated in paragraph (h)(2) of this clause; and
(4) □ Have, □ have not, within a three-year period preceding this offer, been notified of any delinquent Federal taxes in an amount that exceeds $3,500 for which the liability remains unsatisfied.
(i) Taxes are considered delinquent if both of the following criteria apply:
(A) The tax liability is finally determined. The liability is finally determined if it has been assessed. A liability is not finally determined if there is a pending administrative or judicial challenge. In the case of a judicial challenge to the liability, the liability is not finally determined until all judicial appeal rights have been exhausted.
(B) The taxpayer is delinquent in making payment. A taxpayer is delinquent if the taxpayer has failed to pay the tax liability when full payment was due and required. A taxpayer is not delinquent in cases where enforced collection action is precluded.
(ii) Examples.
(A) The taxpayer has received a statutory notice of deficiency, under I.R.C. §6212, which entitles the taxpayer to seek Tax Court review of a proposed tax deficiency. This is not a delinquent tax because it is not a final tax liability. Should the taxpayer seek Tax Court review, this will not be a final tax liability until the taxpayer has exercised all judicial appeal rights.
(B) The IRS has filed a notice of Federal tax lien with respect to an assessed tax liability, and the taxpayer has been issued a notice under I.R.C. §6320 entitling the taxpayer to request a hearing with the IRS Office of Appeals contesting the lien filing, and to further appeal to the Tax Court if the IRS determines to sustain the lien filing. In the course of the hearing, the taxpayer is entitled to contest the underlying tax liability because the taxpayer has had no prior opportunity to contest the liability. This is not a delinquent tax because it is not a final tax liability. Should the taxpayer seek tax court review, this will not be a final tax liability until the taxpayer has exercised all judicial appeal rights.
(C) The taxpayer has entered into an installment agreement pursuant to I.R.C. §6159. The taxpayer is making timely payments and is in full compliance with the agreement terms. The taxpayer is not delinquent because the taxpayer is not currently required to make full payment.
(D) The taxpayer has filed for bankruptcy protection. The taxpayer is not delinquent because enforced collection action is stayed under 11 U.S.C. §362 (the Bankruptcy Code).
(i) Certification Regarding Knowledge of Child Labor for Listed End Products (Executive Order 13126). [The Contracting Officer must list in paragraph (i)(1) any end products being acquired under this solicitation that are included in the List of Products Requiring Contractor Certification as to Forced or Indentured Child Labor, unless excluded at 22.1503(b).]

[The contracting officer is to check a box to indicate if paragraph (k)(1) or (k)(2) applies.]
(1) Maintenance, calibration, or repair of certain equipment as described in FAR 22.1003-4(c)(1). The offeror □ does □ does not certify that–

(iv) The compensation (wage and fringe benefits) plan for all service employees performing work under the contract is the same as that used for these employees and equivalent employees servicing commercial customers.
(3) If paragraph (k)(1) or (k)(2) of this clause applies–
(i) If the offeror does not certify to the conditions in paragraph (k)(1) or (k)(2) and the Contracting Officer did not attach a Service Contract Labor Standards wage determination to the solicitation, the offeror shall notify the Contracting Officer as soon as possible; and
(ii) The Contracting Officer may not make an award to the offeror if the offeror fails to execute the certification in paragraph (k)(1) or (k)(2) of this clause or to contact the Contracting Officer as required in paragraph (k)(3)(i) of this clause.
