STATEMENT OF WORK

OBJECTIVE

The principal objective of this contract is to provide mail and freight services between Sitka, Alaska and Little Port Walter, Alaska (Baranof Island).

BACKGROUND

The Little Port Walter (LPW) research station is the primary field research facility of the Auke Bay Laboratory and is located 110 miles south of Juneau, Alaska, near the southeastern tip of Baranof Island. Little Port Walter is about 6.1 miles North of Port Armstrong, Alaska, and 9.3 miles North of Port Alexander, Alaska. LPW is the oldest year-round biological research station in Alaska and has been host to a wide variety of fisheries research projects since 1934. The station is on U.S. Forest Service land in the Tongass National Forest and is accessible only by boat or seaplane. Personnel stationed at LPW range from a mid-winter low of 2 to a summer time high of 25 to 30 researchers and support staff, depending on the requirements of the various experiments under way.

LPW is located in an estuarine environment adjacent to Chatham Strait near the open Gulf of Alaska. There are numerous nearby lakes and streams which are available for salmonid experimentation and research. Research facilities include an experimental hatchery and an array of fresh- and saltwater floating raceways and net-pens served by a controlled water source capable of delivering 900 gallons per minute. These facilities are used to conduct a variety of fish rearing studies, some of which can extend over a period of several years. Chinook salmon from three distinct genetic lines, chum salmon, pink salmon, and steelhead trout, are the principal species under study at LPW.

LPW is comprised of 11 buildings. The main building, built in the 1930s using Civilian Conservation Corps labor and materials from an abandoned saltery, is a three-story brick structure which is used as a dormitory/residence, laboratory, and mess hall. Other facilities include two wet-laboratories, a warehouse, wood and metal shops, a conference room, a floating wet-lab and feed shed, several residences for researchers and maintenance staff, and a permanent concrete fish weir on nearby Sashin Creek, which flows into the head of the inner bay at LPW. This stream has natural runs of pink, chum, and coho salmon as well as Dolly Varden char and steelhead trout.

SERVICE REQUIREMENTS

1. Weekly Mail Pick Up and delivery to Include up to 150lbs:

· Pick Up incoming mail from the Post Office Box in Sitka weekly. Average volume of mail is approximately 15 - 60 lbs each week. Other freight is approximately 100 - 150lbs per week.

· Weekly scheduled service to cover cost of transportation of up to 150lbs combined weight per week of mail and other freight.

· Invoice should include weight of mail.

· Deliver all mail (from USPS, Fedex, UPS, and local vendors) to LPW Station weekly. The physical address in Sitka is usually slated for delivery to contractor. USPS, Fedex, etc. will also be addressed for delivery to contractor.

· Pick Up outgoing mail and packages from LPW Station weekly. Outgoing mail averages about 5-20lbs depending on the season.

· Drop off outgoing mail to USPS or as indicated. USPS accounts most of outgoing mail.

· Packages may be sent to Sitka for delivery to LPW through Fedex, UPS, or local vendors. A drop off location is required in Sitka for Delivery and Storage until the next weekly delivery to LPW. Delivery location should include a place to store refrigerated and frozen goods until delivery.

· Items may need to be refrigerated and frozen during transportation if it takes longer than 2 hours from pick up time.

2. Other Freight to coverage up to an additional 10,000 pounds per year, not covered in weekly freight allowances. This freight will be for delivery of items for Operations and Management, Supplies, Fish Food, and other freight allowance. If the 150lbs of freight have not been reached, this line item should not be billed. Invoice must show weight of weekly mail if overage is being billed.

3. Delivery of up to 10,000 pounds of construction materials. There will be a construction project at LPW during the summer of 2017. The government anticipates the delivery of three packaged waste treatment systems, the largest weighing approximately 6,000lbs. These are to be delivered dockside to LPW.

3. Logistics:

Delivery at Little Port Walter:

· Items will be received by the Little Port Walter station staff dockside either at the floating dock or warf structure depending on the size of the parcel.

· Mid-Spring through summer typical freight to and from LPW will also include, but not limited to miscellaneous construction materials, small quantities of lumber, windows, doors, pipe, and palletized shipments.

· Contractor should have the ability to off-load heavy freight, up to the maximums specified.

· All material will be moved by the station staff once shore-side with equipment as necessary.

· •The contractor is the responsible to be the freight forwarder between Sitka and Little Port Walter. Shipments will be received, verified, and signed at LPW by the staff.
· •Weekly freight bill should be provided with delivery showing weight of total freight. The invoice will also need to include total weight of weekly freight and will support payment of freight overages ( over 150lbs ).

Fuel Oils and Hazardous Items:

Fuel shipments are primarily inbound to the station and will be delivered vessel to vessel or from the vessel to small containers or barrels. The facility is equipped to receive ship to shore fuel deliveries if the vessel is capable and permitted to do so. The facility is also equipped with a transport tank for fuel that may be used to transport fuel from vessel to shore by filling on deck and crane loading to the dock. Fuel will only be on an as-needed basis, not anticipated to be more than twice a year for each type of fuel.

Fuels shipped to this location include diesel fuel #1 and #2, Gasoline, Propane up to 300# containers, and small containers not to exceed 55 gallons of avgas. Hazardous shipments will be on a case by case bases as the material and qty can vary greatly. Hazardous shipments may include formalin, paint, ethanol, degreaser, etc. The material will be identified and labeled by the shipper. The contractor will be responsible for the proper storage and security in transit in accordance with appropriate regulations. Liquid fuels will be received by the contracting vessel at the Sitka fuel service center dock after the Government has paid for it. Quantities can be up to 300 gallons but are typically much less than 300 and not expected more than twice a year.

Refrigeration or Freezer storage during shipment:

Refrigerated and frozen parcels are not expected to exceed 6 cubic feet per week. Typical refrigerated parcels are less than 16x16x30 inches.

Maximum outside dimensions and weight of a single item:

Items vary in size and weight with maximums being 8ft x4ft x4ft. We do not anticipate any shipment being over 1,000lbs or one item being over 500lbs. Fuel could be up to 2,200lbs.

Maximum weight is not anticipated to be more than 50 lbs, however, average is 5-20lbs. This is part of the weekly rate. Dropping off outgoing mail at USPS or indicated is also part of the weekly rate.

Special Handling and storage:

Special handling would include water proof covering moisture sensitive items such as crates, plywood or drywall. All mail, freight, and supplies are expected to be delivered in condition picked up in Sitka.

Freight Out of Scope:

There are times where a separate entity will send us freight FOB Destination to Little Port Walter. In these cases, the separate entity is responsible for all freight to Little Port Walter, not the Government. An example of this is Fish Food, where the manufacturer sends to LPW and the manufacturer pays all freight to LPW and therefore should negotiate costs with whatever freight forwarder they choose. There should be no double billing.

Workmanship:

The work involved in this contract must be performed accurately and on a timely basis. All mail and freight is to be handled with care and confidentiality. The contractor must meet the DOC IT Security Program Policy & Minimum Implementation Standards.

PERIOD OF PERFORMANCE

· Base Period: July 1, 2017 to June 30, 2018
