(End of Provision)
Package Waste Treatment Systems
Little Port Walter, Alaska
BACKGROUND: The Little Port Walter field research station (LPW) does not have a working waste treatment system. This solicitation is intended to provide three self-contained “Package” waste treatment systems for the facility; one for the White House, one for the caretaker’s Panabode, and one for the Cove cabin, to be installed by station personnel and commissioned by the vendor.
LPW is remote. It is accessible only by water or float plane. Conventional septic systems are problematic and extremely difficult to support due to the remote location, shallow rock depth, proximity to water, cold temperatures, and unreliable or electric power or seasonal shut down. The intent of this solicitation is to procure a self-contained system approved by the Alaska Department of Environmental Conservation and specifically created for above ground installation in the harsh marine environment of remote Alaska that is simple enough to be install by the government with no buried tanks or leach field. The effluent discharge from these units is to be designed for discharge to the ground without the need of a drain field. This is an important consideration for LPW because there are no areas more than 100 feet from surface water where a drain field can be constructed near the buildings. They are also to be designed to operate below freezing for extended periods of time, and to be able to sit dormant at temperatures below zero without electric power during the winter.
The vendor will be expected to work with the Alaska Department of Environment Conservation (ADEC) for permitting and will responsible for any engineering required for permit approval. The desire is for the system to discharge to the ground, and not through a drain field or permitted outfall in order to simplify permitting requirements and eliminate the need for outfall testing.
The completed systems must be transportable by ground and marine transportation and available for delivery to Sitka, AK. All permitting, install, commissioning, etc must be completed NLT 09/30/2017. Due to the field season activity increasing at the remote field station with government personnel, preference will be given to proposals with more favorable timelines, such as completion date significantly prior to the NLT date.
ITEMS OFFERED OR QUOTED MUST MEET OR EXCEED SPECIFICATIONS BELOW
Offerors are encouraged to provide a detailed proposal of a system the offeror believes would work given the unique location and nature of the site and requirements/specifications below..
SPECIFICATIONS: This solicitation is for one 10 bedroom treatment system with options for two additional two-bedroom treatment systems.
1. The systems should be designed for secondary treatment after pre-treatment in a settling compartment
2. The system must be self-contained for installation outdoors
3. The system must meet all Alaska Department of Environmental Conservation criteria for residential waste treatment
4. Due to site conditions and shallow bedrock, the system are to be designed for above ground operation
5. The systems must be fully insulated and weatherized for operation at temperatures extremes of -20 °F to 80 °F
6. The systems must be designed to work seasonally in the summer and be able to be shut down during the winter without the need of electric power to prevent freezing, and should be able to do so without the need to drain the system. (some more sensitive components may need to be removed or drained for protection, but the main treatment tanks should not need to be pumped and the waste disposed of in order to winterize the units.
7. The system should operate on 120V or 240V single phase, or 208V three phase AC with 120V or 208V three phase preferred.
8. The system should utilize plastic tanks for corrosion resistance and protection from freeze damage
9. The systems should utilize an effluent pump rather than gravity for discharge as the discharge may need to be remote from the system
10. The systems should include integral UV disinfection
11. The systems must be designed to meet conditions for installation at a marine environment, remote Alaska location
12. The systems must be palletized for shipment to Sitka, Alaska.
13. Each system should be constructed as a single self-contained unit with integrated settling and treatment tanks rather than a separate settling tank connected to secondary and tertiary treatment for ease of installation, shipping, and maintenance.
14. All equipment will be warranted for one year from commissioning.
