About this file
This document is a justification and approval for other than full and open competition for a federal contract opportunity. The Department of Veterans Affairs Veterans Health Administration Veterans Integrated Service Network 4 requires 500 Abbott ID NOW COVID-19 Test Kits to be used with existing Abbott ID NOW analyzers at their medical centers. The test kits provide results within 5-13 minutes, allowing for continued rapid test turnaround times which aids in managing patients and maintaining quality healthcare during the COVID-19 pandemic. Abbott is the only manufacturer of the ID NOW COVID-19 Test Kits which are patented and exclusively distributed by Abbott Rapid Dx North America, LLC. As no other supplier can meet the requirement and only Abbott can fulfill the urgent need, the contract will be sole sourced to Abbott. The anticipated award cost of $888 per kit is deemed fair based on previous contracts.
