About this file

This is a Sole Source (Including Brand Name) Justification document for simplified procedures for certain commercial items issued by the Air Force Technical Committee (AFTC) at Arnold Air Force Base, Tennessee.

The contracting activity seeks to award a firm-fixed-price purchase order to ABB, Inc. (CAGE code 8TF40) located in New Berlin, Wisconsin, for Automation Software Maintenance (ASM) solutions supporting ABB control system software at Arnold Engineering Development Center. The requirement covers maintenance for Systems Interactive Dynamics (SIDs), Cooling Tower (14465), and Steam Plant A (14469), including EN Admin Labor, SPDC Labor, Supportline, Sentinel, and Cyber Security Patch services. The contract structure includes one 12-month base CLIN (0001) with four 12-month option CLINs (1001-1004), each for one unit priced individually. The base CLIN is funded with $72,292.45 in FY 2025 Research and Development funds (PR F1EESF5254A002), with option CLINs subject to a 4% compounding inflationary rate. The contracting officer, Ms. Brooke Z. Vandeman, determined that ABB is the sole source capable of performing maintenance, as the OEM does not authorize reseller maintenance on the existing ABB system software. Market research included AbilityOne Procurement List queries, SAM database searches confirming ABB's active vendor status under NAICS code 334515, and issuance of a Notice of Intent (FA910125ASM) on SAM.gov on 30 September 2025 with a response deadline of 3 October 2025 CST, which resulted in no competing bids. The justification cites authority under 10 USC 3204(a)(1) and FAR Subpart 13.5 for simplified acquisition procedures applicable to commercial products valued between the Simplified Acquisition Threshold and $7.5 million.

I. Contracting Activity.

The Contracting Activity is AFTC/PZIA (Arnold) at 100 Kindel Drive, Suite A-332 on Arnold AFB, TN 37389-1335. The Contracting Officer is Ms. Brooke Z. Vandeman.

II. Nature and/or description of the action being processed.

This individual sole source justification is to support AFTC/PZIA's intended action to solicit and negotiate directly with one source, ABB, Inc. (CAGE code 8TF40), 16250 W Glendale Dr, New Berlin, Wisconsin, to meet the subject requirement.

The Government intends to award a new, single, firm-fixed priced purchase order with one, 12-month base line item and four, 12-month option line items. As reflected in the Program Manager's Independent Government Cost Estimate (IGCE), which is based on preliminary market research, the total estimated price to meet the subject requirement for one, 12-month delivery period is $ A compounding inflationary rate of 4% was applied to each option CLIN to arrive at an estimated price for each option CLIN. Together, the base line item with the four option line items is estimated to cost $ The option items and quantities represent a known requirement for which funds are not presently available, but are expected to become available at the time necessary to exercise the option. As substantiated in the "Justification for Inclusion of Options" document located in the official contract file, it is in the Government's best interest to include the aforementioned options and evaluate the price of the options prior to contract award as consistent with FAR 17.205.

III. Description of supplies/services required to meet agency needs.

The Arnold Engineering Development Center (AEDC) at Arnold Air Force Based (AFB), Tennessee requires Automation Software Maintenance (ASM) solutions for SIDs, Cooling Tower (14465) and Steam Plant A (14469), including support for ancillary system functionality. ASM Solutions will assist the Government in actively managing its existing brand name ABB control system software’s life cycle costs and extend its life and reliability. Delivery is required to Arnold Air Force Base (AFB) located in Tennessee.

IV. Statutory authority permitting other than full and open competition.

Authority IAW 10 USC 3204(a)(1) utilizing Simplified Acquisition Procedures, 41 U.S.C 1901.

V. Demonstration that the contractor's unique qualifications or nature of the acquisition requires the use of the authority cited above (applicability of authority).

Per ABB, there are no authorized resellers of the required maintenance plan; only the Original Equipment Manufacturer (OEM) is authorized to deliver/perform maintenance on the existing brand name ABB control system software. Procurement of the required maintenance plan is critical to ensure that the existing brand name ABB control system software is effectively and efficiently managed to improve life cycle costs and extend its life and reliability. No other products will satisfy the Government's requirement.

This requirement is for a commercial product meeting the definition at FAR 2.101; therefore, FAR part 12 procedures applies to this acquisition . Additionally, the total estimated value is greater than the Simplified Acquisition Threshold (SAT) but less than $7.5M; therefore, FAR Subpart 13.5, Simplified Procedures for Certain Commercial Products and Commercial Services, applies to this acquisition. Therefore, use of statutory authority 10 USC 3204(a)(1), which states, "the property or services needed by the agency are available from only one responsible source or only from a limited number of responsible sources and no other type of property or services will satisfy the needs of the agency", is appropriate.

VI. Description of efforts made to ensure that offers are solicited from as many potential sources as practicable.

See Section VIII below.

VII. Determination by the Contracting Officer that the anticipated cost to the Government will be fair and reasonable.

The Contracting Officer (CO) will determine price fair and reasonable IAW FAR 13.106-3(a)(2).

VIII. Description of the market research conducted and the results, or a statement of the reasons market research was not conducted.

AbilityOne: The AbilityOne Procurement list of Products and/or Services, located at the following website www.abilityone.gov/procurement list/, was queried on 9 September 2025 to determine if a product (or any similar product) could meet this requirement. Upon conclusion of this query, it was determined that the AbilityOne Program cannot fulfill this requirement.

Additionally, there are no mandatory use policies that apply to this acquisition, and, based on market research, there are no existing enterprise solutions available that can be leveraged to meet this acquisition.

Contact known source of product: During initial market research, the requirement owner identified ABB Inc., as interested and capable of meeting the subject requirement. As such, PZIA contacted ABB to discuss the requirement further and to determine if ABB had authorized resellers of the required maintenance plan. Per ABB, there are no authorized resellers of the maintenance plan; only the Original Equipment Manufacturer (OEM) is authorized to deliver/perform maintenance on the existing brand name ABB system.

SAM Search: A search of the System for Award Management (SAM) website on 23 September 2025 confirmed that ABB has an active profile and is registered under NAICS code 334515 as a large business vendor. There are no active exclusions in the Responsibility/Qualification section of SAM.

Notice of Intent (NOI): A synopsis of proposed contract action in the form of a Notice of Intent (Notice ID:

FA910125ASM) has been issued on the SAM.gov website (IAW FAR Subpart 5.2) on 30 September 2025 to provide notification that PZIA intends to solicit and negotiate with one source, ABB, as ABB is the only source reasonably available to meet the subject requirement. Responses to the notice were due to PZIA NLT 3:00 PM CST on 3 October 2025; no responses to the notice were received.

IX. Any other facts supporting the use of Other Than Full and Open Competition.

N/A

X. List of any sources that expressed, in writing, an interest in the acquisition.

See Section VIII above.

XI. A statement of the actions, if any, the agency may take to remove or overcome any barriers to competition before making subsequent acquisitions for the supplies or services required.

At this time, ABB is the only commercially available source that can meet the Government's requirement. In an effort to preclude future sole source awards to meet the same or similar requirements, a market survey will be conducted to determine availability of commercial sources.

The Government will conduct market research for the subsequent Automation Software Maintenance acquisitions to determine which acquisition strategy is in the best interest of the Government.
