Contract Award Number:
AB133M-09-CN-0038

2. Question: What is the budget for this program (by Contract Line Item Number (CLIN), if possible)?
Answer: The Government’s projected estimate, referred to as the Independent Government Estimate (IGE), is procurement sensitive and will not be shared with the public. It is used to establish a realistic price/cost for budget purposes, for technical and management information, and as the baseline for evaluation of a realistic contract price/cost.
3. Question: Please provide the incumbent contract information. What was the contract value? Does it have the same scope of work?
Answer: Please see the information provided in response to question number one above for the first two parts of this question. The scope of work is similar, but not identical.
4. Question: Does the Government have any specific requirement for the 24x7 access as far as the security, system, operating environment, etc.
Answer: The minimum requirements are delineated in the solicitation, specifically, the Performance Work Statement (PWS). As stated in the Defense Acquisition University’s (DAU’s) ACQuipedia, the PWS “state[s] requirements in general terms of what (result) is to be done, rather than how (method) it is done. The PWS gives the contractor maximum flexibility to devise the best method to accomplish the required result.”
5. Question: Will the Government audit the 24x7 support center before the start of the program?
Answer: No. The contractor shall adhere to all requirements of the contract. As stated in the solicitation, the requirement is performance-based.
6. Question: Does the contractor need to have a security clearance?
Answer: No, the contractor shall work from its own facilities (see PWS paragraph 1.4.) and will not access any NOAA Information Technology (IT) system in the performance of work under the contract.
7. Question: What is the estimated number of Full Time Equivalents (FTEs) required for this program?
Answer: The Government has not assessed the requirement as such. It is up to the contractor to read and understand the solicitation, and propose accordingly. See question number four for additional information.
8. Question: Is there any incumbent staff available for rehire?
Answer: This is not a question that the Government can answer. Each contractor is responsible for its own business solution.
9. Question: Is there an existing Service Level Agreement for the current services provided? If so, please provide a copy.
Answer: No. See the answer to question number four, above. All required documents are included in the solicitation package, including attachments, and posted to the Federal Business Opportunities (FBO) website.
10. Question: How many users will be supported under Task 2.1 Unlimited 24/7 Access to Medical Advice and Case Management Services (CLINs 0001, 1001, 2001, 3001, and 4001)?
Answer: Please reference the solicitation, Figure 2. NOAA Research Ship Maximum Endurance and Complement.
11. Question: What is the anticipated number of request for services (by type) per month under this procurement?
Answer: All available historical data is included in the PWS. Interested parties are reminded that information referenced in the solicitation as historical data are derived as such. This information is provided for information purposes only and is not considered to be similar to future needs. Each offeror shall propose as it deems appropriate according to the solicitation, including the PWS.
12. Question: Reference Task 2.1.2 – Case Management Services, what is the timeliness requirement for reporting for a patient being treated at an onshore medical facility?
Answer: Verbiage in PWS paragraph 2.1.1. was moved to 2.1. to clarify. Similarly, the deliverable item titled Written Request for Consultation and Medical Status has been changed to reference PWS paragraph 2.1.
rather than 2.1.1. These changes are captured in this amendment (see yellow highlights with hash marks).
13. Question: Is the credentialing of the medical support personnel done by the contractor or the Government?
Answer: The contractor shall provide credentialed personnel as described in the solicitation, including, but not limited to, PWS paragraph 3. Key Personnel and ADDENDUM TO FAR 52.212-1 INSTRUCTIONS TO OFFERORS – COMMERCIAL ITEMS. The Government is not involved in the credentialing process.
14. Question: What are the qualifying documents for credentialing the medical support personnel?
Answer: See question 13 above.
15. Question: Are medical support personnel credentialed by your credentialing committee? If so what is the length of time it takes for approval?
Answer: No, see question 13 above.
16. Question: Is there a credentialing application you can share at this time?
Answer: This is not applicable. See questions 13 above.
17. Question: In Part V: Solicitation Provisions, ADDENDUM TO FAR 52.212-1 INSTRUCTIONS TO OFFERORS – COMMERCIAL ITEMS, SUBMISSION OF PROPOSALS, Content, 2. Volume II. Technical Proposal, Factor 1 – Performance/Execution Plan, is the 10 page limit applied to the total response (business, technical, and price proposals) or to only the technical proposal?
Answer: The technical proposal volume—one of the three required volumes as described in the solicitation—is comprised of the offeror’s responses to each of three factors (performance/execution plan, personnel, and past performance). There is not an overall page limit for the technical proposal. However, the offeror’s response is limited to 10 pages for Factor 1. For Factor 2 - Personnel, the offeror’s response is limited to 5 pages for each personnel (i.e., each resume submitted), though multiple personnel may be proposed for any personnel services (e.g., Medical Director Services, Emergency Physician Services).
18. Question: Are resumes for Key Personnel included in the 10 page response limit?
Answer: See question 17 above.
PART III – PERFORMANCE WORK STATEMENT (PWS)
The following have been modified:
2. TASKS
2.1. Unlimited 24/7 Access to Medical Advice and Case Management Services (Contract Line Item Numbers (CLINs) 0001, 1001, 2001, 3001, and 4001)
The contractor shall provide immediate medical consultation directly to the medical officer who initiated the contact. For each case, the contractor shall communicate information regarding the request for consultation and medical status to the NOAA DHS within 24 hours, and thereafter on an as-needed basis, consistent with all applicable laws regarding such disclosures, until the case is closed. This communication may be either by fax or email. Initial notification of the request for consultation and medical status shall be sent to the NOAA DHS within 24 hours and thereafter on an as-needed basis. A short summary of the case shall be sent to the NOAA DHS within one week of closure of the case.
2.1.1. Emergency Line. Medical advice calls to the contractor will be initiated by NOAA medical officers on an as-needed basis. The contractor shall provide and maintain an emergency telephone line with one or more board certified emergency physicians with maritime medicine experience (attending) to respond immediately to requests for medical advice calls on a 24 hours a day, seven-days a week (24/7) basis (PWS paragraphs 2.1.1. and 2.1.2.). Medical advice calls shall always be answered promptly (within ten rings or less). Under no circumstance will unanswerable, unanswered, interrupted, or dropped calls be acceptable (e.g., busy line, technical problem). The contractor shall note that ships may be 3,000 plus miles out at sea with the nearest evacuation point a 2-3 day sail away and that the emergency phone line shall have the capacity to meet all requirements of the PWS. Historically, the average number of calls have been approximately eight calls or less made per month with numbers fluctuating month to month; this number represents new cases and does not include follow-up calls that may be required.
The attending shall provide consultation, assessment, recommendation(s) for treatment, and, when applicable, advice regarding whether a medical at-sea patient evacuation is deemed necessary. The Government will make the final decision regarding patient care.
