Classification Code:

Contract Specialist: Noah Nielsen
Contract Support Staff to Receive E-mail of Response: Noah Nielsen
Text:
One mission of NOAA is to conserve and manage coastal and marine ecosystems and resources as mandated by federal law. To directly support this mandate, the Pacific Islands Fisheries Science Center has spent years developing the first fishery-independent survey in the Pacific Islands Region which is focused on the region’s most economically and culturally important domestic federal fishery. This requirement is to provide statistical and analytical expertise for this survey, to ensure its design and analysis are scientifically robust enough for managers to use, and to maintain relationships with separately contracted fishermen who help implement the survey. The analyzed results from this survey must be inputted directly into a fishery stock assessment analysis that provides information used to set sustainable catch levels.
Base Activity 1:
The contractor shall work closely with PIFSC Staff in the optimal survey sampling design and calculation of abundance and sizes for the Main Hawaiian Islands bottomfish fishery-independent survey. In collaboration with PIFSC Staff:
Conduct analyses investigating whether and how survey design strata (such as depth, slope, bottom type) can be improved with the goal of refining a biological definition of bottomfish habitat, balancing operational and analytical costs and capabilities with potential gains to survey precision and accuracy. This can include consideration of additional strata that may affect bottomfish catchability, such as the effect of wind.
Determine the optimal survey design of the fishery independent survey both temporally and spatially, for research projects conducted during the time frame of this contract.
Determine methods to calculate relative and absolute abundance, and to calculate representative size structure, given past and future sampling methods.
Optional Activity 2:
Work closely with PIFSC Staff to conduct analyses in support of optimal survey sampling design for the Main Hawaiian Islands bottomfish fishery-independent survey. In collaboration with PIFSC Staff:
Examine sources of bias due to aggregating habitat and catch data at different spatial scales.
Examine differences in seasonality of abundance and size structure.
A comprehensive list of actual requirements will be included in the Performance Work Statement within the solicitation package document.
