STATEMENT OF WORK/SPECIFICATIONS:

The contractor shall furnish the necessary personnel, material, equipment, services and facilities (except as otherwise specified) to perform the following Statement of Work/Specifications:

VESSEL CHARTER FOR THE SUPPORT OF HARBOR SEAL RESEARCH IN THE

ALEUTIAN ISLANDS OF ALASKA

A. OVERALL DESCRIPTION

There is a vital conservation need to better understand the abundance and trends, foraging ecology, seasonal movements, and health status of harbor seals in the Aleutian Islands stock of Alaska. To meet these objectives, the National Marine Mammal Laboratory (NMML) will conduct research on harbor seals in the Aleutian Islands and will require a charter vessel to provide assistance with the following:

• Safe transport throughout the Aleutian Islands Archipelago to survey and identify haul-out sites with suitable conditions for capturing harbor seals;

• Launch and retrieve inflatable boats for capture operations;

• Load aboard captured harbor seals for scientific processing on deck and subsequent release back into the water. Scientific processing includes:

o Examining, measuring, and weighing seals to assess their physical condition;

o Collecting blood and tissue samples to analyze the seals’ diet, health, and genetic composition;

o Deploying head- and flipper-mounted satellite tags to obtain fine-scale data on the seals’ seasonal foraging behavior, movements, and haul-out patterns

The Contractor shall provide and operate a charter vessel to facilitate the Government’s conduct of harbor seal research in the Aleutian Islands stock of Alaska. The timing of this research must occur after most seals have completed their annual pelage molt (approximately early September) but prior to most seals reducing their daily time ashore (approximately early October). Due to this restricted timeframe and the extensive amount of area to cover, this contract will occur over a 15-month period with the goal of covering the eastern and central Aleutian Islands in 2015 (Charter Leg 1) and the western and central Aleutian Islands in 2016 (Charter Leg 2). In each year, a base charter period of twenty (20) contiguous days shall be performed during the period of September 1 to October 10, with preferred dates of September 5-25 in 2015. Preferred dates for 2016 will be determined after the 2015 cruise.

In addition, a total of up to nine (9) optional charter days may be added in either 2015 or 2016, or divided between both years, at the Government’s discretion. The Government reserves the right to extend the period of performance for Charter Leg 2 through October 15, 2016 due to inclement weather.

In 2015, the charter shall operate in waters between Ugamak Island and Tanaga Island with a preference to start the charter in Dutch Harbor, Alaska and end in Adak, Alaska. In 2016, the second 21-day charter shall operate in waters between Atka Island and Attu Island with a preference to start and end the charter in Adak, Alaska. The exact sequence in which individual islands and haul-out sites will be visited is dependent upon weather, sea conditions, and progress towards our scientific goals, and will be decided by daily consultations between the Cruise Leader and vessel Captain.

The charter vessel shall serve as a platform from which science personnel will conduct surveys and observations while underway during daylight hours to identify harbor seal haul-out sites in coastal and near-shore areas with suitable conditions for capturing seals. When suitable haul-out sites are found and weather conditions are favorable, PAGE 4 OF 44 AB-133F-15-RQ-0429 inflatable boats will be launched for science personnel to conduct capture operations using tangle nets. If captures are successful, seals will be transported back to the vessel to be loaded onboard for scientific processing, and then released back into the water near where they were captured. The charter vessel shall provide laboratory and freezer space for analyzing and storing biological samples, as well as adequate storage space for all Government equipment.

Accommodations for 10-14 science personnel (both male and female) are required.

Loading and off-loading of Government equipment shall occur prior to and after the actual charter period.

Preference will be given to vendors that are able to load Government equipment onto the vessel at a port on the continental road system.

B. VESSEL REQUIREMENTS

1. Minimum overall length of 100 feet (30.5 m) capable of operating in offshore and coastal waters of Alaska.

Single engine/single screw configurations are acceptable. Additional consideration may be given to vessels with two engines or to single engine vessels with an auxiliary propulsion unit (e.g., hydraulic powered by a generator).

Additional consideration may also be given for vessels between 100-130 feet. Vessels larger than 130 feet will be considered, but will not receive additional preference.

2. Minimum fuel-efficient cruising speed of 9 knots (17 km/hr) maintained in average sea conditions within the operating area. Preference may be given for vessels with faster fuel-efficient cruising speeds.

3. Minimum vessel operating endurance (e.g., fuel and water storage/making capacity) of 28 days based on average times of cruising for 7 hours per day at 9 knots (or most fuel-efficient speed) and stopped during science operations for 17 hours per day at 0 knots.

4. Vessel shall be equipped with appropriate modern electronic navigational and communication equipment, including but not limited to:

• Acoustic echo (depth) sounder;

• Minimum of two VHF marine radios for communication;

• Two single side-band units with at least one being synthesized in the 2-18 MHZ range;

• Two all-weather radars (minimum 36 mile or 67 km range);

• GPS plotter with navigation program and the ability to upload and create user waypoints;

• High-speed internet access (minimum of 256 Kbps), preferably with Wi-Fi connectivity and bandwidth at or greater than 400 Kbps.

All communication equipment shall be tested and tuned before the charter begins. The vessel shall also be equipped with appropriate charts for operating in coastal waters of the Aleutian Islands.

5. The vessel shall also have the following:

a. Bridge or wheelhouse protected from the weather with enough space for 1-2 science personnel to conduct visual observations inside while underway during daylight hours.

b. Capability of loading and off-loading up to 4 inflatable boats, each 14-16 feet (4.3-4.9 m) long (using lifting bridles supplied by the Government), in a safe and efficient manner. Loading and off-loading of boats shall be with a crane extendable to at least 10 feet (3 m) past the side of the vessel and capable of lifting at least 1 ton (2000 pounds). Science personnel will not be in boats during loading or off-loading operations, and shall have a separate means for safely embarking and disembarking inflatable boats (e.g., a pilot ladder). The crane shall also be used to load captured seals onto the vessel (using a brailer bag supplied by the Government) for scientific processing on deck. Contractor personnel are responsible for crane operation.

PAGE 5 OF 44 AB-133F-15-RQ-0429

c. Capability of safely off-loading captured seals after scientific processing on deck. This is typically done by allowing seals to jump back into the water from the lowest outdoor deck at a bulwark door or section of removable railing. If the lowest outdoor deck is 6 or more feet above water level, a mobile gangway or ramp will be required to give seals safe access to the water. Preference may be given for vessels with an outdoor deck less than 6 feet above water level, or that can provide a mobile gangway for off-loading seals.

d. A clean, uncovered, flush deck area of at least 600 sq. ft. (55.7 sq. m) for storing and launching of up to 4 inflatable boats, each 14-16 feet (4.3-4.9 m) long by 6-7 feet (1.8-2.1 m) wide (Government Furnished, see Section H). On deck work area(s) shall be relatively clear of running gear, equipment, and stowage. Preference may be given for vessels with larger open deck areas.

e. An additional clean, uncovered, flush deck area on the lowest outdoor deck at least 20 feet (6.1 m) long by 10 feet (3 m) wide for processing seals on the vessel. Due to the likelihood of inclement weather, this area will be used to house a structure to provide shelter for processing seals. Our preference is to use a prefabricated mobile surgical unit (measuring 16 feet long by 8 feet wide and weighing approx. 5200 pounds) owned by the Alaska Sea Life Center in Seward, Alaska for this purpose. Availability of this unit will be known by mid-May in 2015. If available, the charter vessel shall arrange to load and off-load this unit in Seward, Alaska prior to and after each charter period. If unavailable, the Government will provide an alternate structure (e.g., a small conex box, garden shed, or canvas wall tent), measuring at least 10 feet long by 8 feet wide.

f. Minimum of 100 sq. ft. (4.6 sq. m) of fully enclosed heated and lighted interior space with table/benches and 110/220 AC electrical service, which can be dedicated to use as a wet/dry laboratory. Workspace shall be adequately ventilated and free from tobacco smoke, excessive engine noise and fumes. Preference may be given for vessels with larger fully-enclosed heated interior workspaces available for use as a dry laboratory.

g. Dry storage areas, readily accessible while underway, of not less than 500 cubic feet (14 cubic m) for excess science supplies and equipment. Outdoor storage for clamshell containers, motor boxes, and other large cargo pieces shall be provided. Outdoor storage areas shall be readily accessible and protected from extreme exposure to weather and seas.

h. A minimum of 10 cubic feet (0.3 cubic m) of dedicated freezer space, preferably at or below -20 C, for storing biological samples.

i. Seawater and freshwater deck hoses and supply for cleaning gear and clothing.

j. Potable fresh water supply adequate for vessel and personal use for the duration of the trip.

k. A minimum of 1 anchor. Preference may be given to vessels that carry a spare anchor.

6. The Contractor shall provide Arctic-type immersion suits for all vessel crewmen. It is preferable that the contractor provide immersion suits for the Government, however in the event that the contractor does not provide these suits, the Government will provide immersion suits for science personnel. Additional preference may be given for offers which include providing immersion suits for Government scientific personnel. Adequate dry storage space for all immersion suits, including those belonging to Government personnel, shall be provided.

7. The vessel shall carry at the least one emergency trauma first-aid kit.

8. Unleaded gasoline storage of at least 200 gallons, in a dedicated gas tank or 55-gallon drums, readily available for daily refueling of 6-gallon gas cans for small boat operations. Safe fuel transfer equipment, including proper pumps, hoses, and nozzles, and spill response supplies shall be provided by the Contractor.

9. Vessel shall have a valid stability letter from a certified marine architect/engineer, and be inspected by the USCG under the fishing vessel voluntary inspection program at least five days prior to departure.
