Underwater Camera System
NOAA/NATIONAL MARINE FISHERIES SERVICE
SOUTHWEST FISHERIES SCIENCE CENTER
FISHERIES RESOURCES DIVISION
Performance Work Statement
NMFS Project Lead: David Demer 858-546-5603
Performance Period: September 10, 2013 through March 15, 2014
(start date to be finalized upon contract award)
I. Organization
The National Marine Fisheries Service (NMFS), National Oceanic and Atmospheric Administration (NOAA), Department of Commerce (DOC) is a government agency charged with the mission of stewardship for living marine resources.
II. Background
In this proposal, the Contractor will assist NMFS by providing three (3 ea) stereo, high-definition (HD) optical, underwater camera systems (UCS) with high-intensity light emitting diode (LED) illumination, and an HD image processing, display, and archive system (IPS). The UCS will be cast from a research vessel into acoustic scattering layers to identify and measure animals. They will be connected to Government's existing equipment for deployment and recovery. The IPS will be used to analyze the stereo HD images.
III. Description of Work and Services
TECHNICAL SPECIFICATIONS:
Underwater camera system (UCS): Each of the three (3 ea) UCS (Figure 1) will include two (2 ea) underwater pressure cases (Figure 9), for a total of six (6 ea) pressure cases.
Each case will house a GoPro Hero 3 Black camera and an 1800W LED light. The cases must be no larger than necessary to accommodate the camera, light and batteries. Each case may be configured with end caps (Figures 12 and 13) for long-baseline deployments, or two cases may be joined with a mating end cap (see Figure 1) for short baseline deployments. The end caps must be designed and fabricated with flanges (Figures 4 and 21) that mate with the Government’s existing equipment.
Image processing system (IPS): The IPS will facilitate HD image viewing, editing, display, and archive. It will run third-party image processing programs on OS X Mountain Lion, and transfer the images and resulting data via Wi-Fi connection to a 45”-diagonal HD backlit-LED display.
This work is to be completed in two (2) phases.
The Contractor shall provide all necessary materials, equipment, machinery, labor, supervision and expertise necessary to accomplish the tasks noted below.
Phase 1
The Contractor shall fabricate one (1 ea) complete UCS (total of two (2 ea) cases) and provide the IPS for Government testing and evaluation (T&E). This prototype UCS shall conform to the attached Solidworks design, and include the following components, features, and specifications, unless modifications are approved in writing by the Government.
Phase 2
The Contractor shall produce two (2 ea) complete UCSs under one of the scenarios below:
(1) If required by NOAA based on the results of the T&E, the Contractor shall fabricate two (2 ea) complete re-designed UCSs [total of four (4 ea) cases] for operational survey use by the Government. The re-design will be performed by NOAA and specifications will be provided to the Contractor for fabrication.
(2) If NOAA determines no re-design is necessary, the Contractor shall fabricate 2 identical UCSs to that submitted for Phase I.
The total UCSs to be fabricated by the Contractor in Phase I and Phase II are three (3
ea) complete UCSs.
