The purpose of this amendment is to:
1) Provide revisions to the combined synopsis/solicitation as reflected below. Revisions have been indicated in red and underscore. The revised sections of the combined synopsis/solicitation referenced below replace the corresponding sections of the original combined synopsis/solicitation posted on January 15, 2016.
2) Section C, Vessel Requirements of the combined synopsis/solicitation is revised as follows:
C. VESSEL REQUIREMENTS
1. Minimum overall length of 80 feet capable of operating in offshore and coastal waters of Washington. Single engine/single screw configurations are acceptable. Additional consideration may be given to vessels with two engines or to single engine vessels with an auxiliary propulsion unit (e.g., hydraulic powered by a generator). Additional consideration may also be given for vessels between 100-130 feet. Vessels larger than 130 feet will be considered, but will not receive additional preference.
2. Minimum fuel-efficient cruising speed of 9 knots (17 km/hr) maintained in average sea conditions within the operating area. Preference may be given for vessels with faster fuel-efficient cruising speeds.
3. Vessel shall be equipped with appropriate modern electronic navigational and communication equipment, including but not limited to:
• Acoustic echo (depth) sounder;
• Minimum of two VHF marine radios for communication;
• Two all-weather radars (minimum 36 mile or 67 km range);
• GPS plotter with navigation program and the ability to upload and create user waypoints;
All communication equipment shall be tested and tuned before the charter begins. The vessel shall also be equipped with appropriate charts for operating in the survey area.
4. The vessel shall also have the following:
a) Bridge or wheelhouse protected from the weather with enough space for 1-2 science personnel to conduct visual observations inside while underway during daylight hours.
b) Seawater and freshwater deck hoses and supply for cleaning gear and clothing.
c) Fresh drinking water supply adequate for the entire NOAA crew and vessel crew and for the duration of the trip.
d) A minimum of 1 anchor. Preference may be given to vessels that carry a spare anchor.
PAGE 3 OF 4 AB-133C-16-RQ-0104/A0001
e) The Contractor’s vessel shall be equipped with an A-frame, crane, boom, or similar lifting device/structure, with a safe working load of at least 2,200 pounds.
f) The Contractor’s vessel shall be equipped with a winch, capstan, crab pot hauler or other device with the capability to haul 5/16” spectra line, or with a length of at least three times the at the deployment locations, and at least 100m, for taking Conductivity, Temperature, and Depth (CTD) readings with government furnished instrumentation. All measurements are taken in one “cast” of instrumentation. A cast involves lowering instrumentation to just below the water for 5 seconds, continue lowering the instrumentation toward the seabed, then raising it back to the water surface.
g) The Contractor’s vessel shall be able to load and offload equipment to a pier with a height above Mean Lower Low Water (MLLW) of up to 30 feet, or will need to make arrangements for a boom truck or similar if pier loading ends up being necessary.
h) The Contractor’s vessel shall have at least 375 square feet of unobstructed deck space to allow platforms on deck while leaving enough space to allow for the performance of operations in a safe manner. In regards to platform space, please reference Table 3A.
i) A covered, heated work area with a surface that will accommodate laptop computers and paperwork for at least two people, including access to AC power.
j) Space in the wheelhouse for one NOAA work station, including room for at least one laptop and access to AC power.
5. The Contractor shall provide Arctic-type immersion suits for all vessel crewmen. It is preferable that the contractor provide immersion suits for the Government, however in the event that the contractor does not provide these suits, the Government will provide immersion suits for science personnel. Additional preference may be given for offers which include providing immersion suits for Government scientific personnel. Adequate dry storage space for all immersion suits, including those belonging to Government personnel, shall be provided.
6. The vessel shall carry at the least one emergency trauma first-aid kit.
7. The vessel shall be United States Coast Guard (USCG) safety inspected, provide the name of the USCG inspector, and the captain shall provide proof of USCG licensure.
Certifications must be current as specified by USCG requirements for the vessel type.
8. The vessel shall have at least two emergency position-indicating radio beacons (EPIRBs) assigned to it.
9. NOAA shall inspect the vessel prior to departure at a mutually agreed-upon date by the parties.
