k) The status of the arrays beyond this feasibility study is uncertain at this point and will be determined by NMFS and collaborating agencies (CDWR, CDFW) during the course of the study. In the possibility that the arrays will not be operated past this study, the contractor needs to be prepared to remove some or all of the arrays and assist with moving them to off-site storage. This will be considered a change to the contract if needed.
The following questions with answers were received to date:
Question: We understand there was a proposal and a scope of work developed in 2013. That proposal was developed in part by a firm that is currently bidding on the 2015 RFP. To what degree was the 2013 proposal used to set the current funding?
Answer: The scope used in this procurement was developed by Anchor, Seattle WA. That firm is not a potential competitor on this procurement, nor is any firm who may have assisted Anchor in the proposal.
Question: If the 2013 proposal was used to set the current funding can this budget be made available to all parties proposing on the 2015 RFP?
Answer: The proposed budget provided in the proposal by Anchor was one of many considerations used in developing the Government Estimate and funding for this requirement. It is not available and is considered for Government Use.
Question: Where will fish be available for tagging and how long can they be held prior to their release for tests to be conducted in Task 3?
Answer: Fish will be provided by a CDFW hatchery but details about which specific hatchery or hatcheries and how long fish can be held prior to release will be coordinated with CDFW and will depend on CDFW’s operational capabilities that won’t be determined by them until later this year.
C. The date and time for proposal receipt is changed to 2:00 PM, July 21, 2015
