C. Statement of Work

C.1 BACKGROUND

This requirement is for the manufacture of autonomous CO2 systems and refurbishment of existing systems to meet the specifications needed for the ocean CO2 monitoring network. These systems are part of an ongoing network of autonomous systems. These systems have to be swapped out once per year to maintain a continuous measurement record; therefore, new systems must have the same dimensions and design specifications to work in the platforms already deployed in the Pacific and Atlantic Oceans. This requirement is necessary to meet OAR’s spell out acronyms the first time. strategic goals of coastal and open ocean observations and modeling to improve our understanding of the physical and geochemical processes operating in the world oceans, to define the forcing functions and the processes driving ocean circulation and the global climate system, and to improve environmental forecasting capabilities and other supporting services for marine commerce and fisheries. NOAA’s role as lead agency for ocean acidification monitoring is mandated by the Federal Ocean Acidification and Monitoring Act of 2009 (H.R. 14, to provide for ocean acidification research and monitoring). The first goal of the NOAA Ocean and Great Lakes Acidification Research Implementation Plan is to develop the monitoring capacity to quantify and track ocean acidification and its impacts in open-ocean, coastal, and Great Lakes ecosystems. Increasing the number of time series buoys with autonomous carbon dioxide sensors is a basic step required to realize this goal. Data will be collected daily via Iridium satellite and published to the web in real time (http://www.pmel.noaa.gov/co2/story/Buoys+and+Autonomous+Systems). At the end of the deployment, quality reviewed data will be published at CDIAC (the Carbon Dioxide Information Analysis Center, cdiac.ornl.gov)

C.2 SCOPE OF WORK

The contractor shall manufacture and furnish autonomous CO2 monitoring systems and refurbish…in accordance with the specifications set forth in this SOW. Sensors must be swapped out once per year for refreshment and post calibration (refurbishment). Therefore, the contractor shall provide annual refurbishment for each sensor at the contractor’s facility. In addition to refurbishing the CO2 systems currently in service, the contractor must be able to refurbish NOAA’s existing Battelle built CO2 systems to the specifications outlined in this document. PMEL currently owns approximately 27 systems and expects to have 14 to 27 of these systems refurbished annually.

3.2.3 CO2 systems must be individually tested for accuracy in seawater before delivery to

PMEL. The contractor shall own and maintain a highly calibrated CO2 system to act as a gold standard for their lab. Each CO2 system will operate for at least 3 days in the salt water tank and be within 3 ppm of the contractor’s lab gold standard system. Paperwork certifying the accuracy of the system shall be delivered with the system.

3.2.4 CO2 systems shall be individually tested for atmospheric CO2 accuracy over a range of at least 4 standards that are traceable to World Meteorological Organization (WMO) standards.

3.2.5 The CO2 system shall report the following:

3.2.5.1 Measurement in its native format, as it is reported by the detector.

3.2.5.2 xCO2 SW (wet) (umol/mol) - Mole fraction of CO2 in air in equilibrium with the seawater at sea surface temperature and measured humidity.

3.2.5.3 RH of the equilibrator cycle gas stream.

3.2.5.4 xCO2 Air (wet) (umol/mol) - Mole fraction of CO2 in air from airblock at measured humidity.

3.2.5.5 RH of the equilibrator cycle gas stream.

3.2.6 All CO2 measurements will be taken in a stop-flow mode and at atmospheric pressure.

3.2.7 The CO2 system must have an atmospheric pressure sensor that is accurate to within 1 kPa or is known to be stable enough over time to maintain a constant offset.

3.2.8 The CO2 system will also collect a percent oxygen measurement of both the atmosphere and the surface seawater.

3.2.9 Seawater pCO2 equilibration must occur at 14 cm beneath the surface of the seawater by use of a floating equilibrator. Bubble equilibration is required to maintain consistency with our measurements of our decade long time series measurements.

3.2.10 The intake for the atmospheric measurement must be on a hose with an adjustable length from 12” to 80” to account for different size buoys. The air intake to must be waterproof and must be able to be submerged one meter while the system is running without having water intrusion. Once the air intake is out of the water, the system must be able to clear itself of water and be able to acquire good atmospheric readings.

3.2.11 Ability to autonomously calibrate each sample with gas standards that are traceable to World Meteorological Organization (WMO) standards. This is a strict requirement for all NOAA CO2 observing systems so that our measurements can be referenced back to the global observing network.

3.2.12 Calibration gas consumption must be less than 1.2 liters per day.

3.2.13 -5 – 40° C operating temperature

3.2.14 CO2 system will have several different modes, including a normal run mode, fast run mode, no sample/position only mode, a deployment mode and a recovery mode.

3.2.15 Appropriate connections and power consumption to allow operation of 8 samples/day using a combined battery pack with 135 alkaline D cells and daily data transmission using a battery pack of 14 alkaline D cells for at least 400 days when deployed at 25oC or at least 200 days when deployed at a constant temperature of 2oC.

3.2.16 CO2 system electronics package will be equipped with specified external connectors (using specified pinouts) and for interfacing with a CO2 reference gas (for calibration) and the following auxiliary sensors: Seabird SBE16plusV2, SAMI2-pH, Satlantic Seafet, Gill sonic anemometer for winds and a KVH C100 compass engine.

3.2.17 CO2 system must be able to poll Seabird SBE16plusV2 and Satlantic Seafet for data a user-settable number of times with every CO2 sample. The CO2 system must compute an average and standard deviation of the polled data. The system must also be able to capture SAMI2-pH data during every CO2 sample. The CO2 system must integrate the auxiliary data into the CO2 data stream for telemetry.

3.2.18 Unit must telemeter averaged data and standard deviations every 8 runs. Telemetered data will include all xCO2 value, RH of sample gas stream, pressure and oxygen.

Additionally all engineering data to monitor system performance, raw detector values to use in post calibration and data from all auxiliary instruments will also be telemetered.

3.2.19 Incoming data must be accepted by PMEL’s Iridium Router-Based Unrestricted Digital Internetworking Connectivity Solutions (RUDICS) system. http://www.iridium.com/products/RUDICS.aspx

3.2.20 CO2 system will be capable of receiving iridium data calls while deployed. Through remote dialup, the system will be capable of changing modes or changing anything in its configuration menu.
