BACKGROUND:
This is a NOCA informing potential offerors of the “Advanced Aerospace Systems Technology Research (AASTR)” acquisition. This acquisition is similar to previous acquisitions including the Aerospace Systems Air Platform Technology Research (ASAPTR) Program BAA FA8650- 17-S-2003 and Air Vehicle Integration and Technology Research (AVIATR) Program BAA-08- 05-PKV acquisitions.
A One-Step BAA will be posted on SAM.gov in the near future. The overall acquisition will consist of the following:
The AASTR program will conduct research toward the development, demonstration, integration, and transition of new aerospace vehicle technologies, designs, and integrated systems that will provide advanced capabilities to the Air Force. These technology capability advancements will be applicable across current and emerging Air Force aerospace systems in all Air Force mission areas.

OBJECTIVE:
The program will support the Aerospace Systems Directorate’s core competency areas of Aerospace Vehicles; Control Sciences; High Speed Systems; Turbine Engines; and Systems Integration and Flight Test as well as the strategic capability areas of Complexity, Unpredictability, and Mass; Speed and Reach; Global Persistent Awareness; and Enduring Technologies.
PROGRAMATIC:
The Air Force anticipates awarding more than one Multiple Award Fair Opportunity (MAFO) Indefinite Delivery/Indefinite Quantity (IDIQ) contracts with one associated initial task order, focused on the core competency of Aerospace Vehicles, per IDIQ award which will satisfy the minimum guarantee required by FAR 16.504 (a) (2). Anticipated IDIQ contract types include Cost-Plus Fixed Fee, Cost Reimbursement, and Cost Share.
The BAA will have an anticipated total program amount of $400,000,000 over a seven year period (FY23-FY29). This amount is an estimate only and is NOT a promise of funding since funding is uncertain and subject to change at the discretion of the Government. Individual task order award values and periods of performance will vary.
The initial task order is expected to be $100,000 and is anticipated to be 9 months in length (6 months technical and 3 months reporting).
