SECTION 1- STATEMENT OF WORK

Assistant Secretary for Preparedness and Response (ASPR)/Division of Strategic National Stockpile (DSNS)

Ventilator Training Workshops and Video Demonstration Training

C.1 Background

The Division of Strategic National Stockpile (DSNS) is national repository of life-saving pharmaceuticals, medical supplies and medical equipment that can be rapidly deployed to the site of a public health emergency to secure the nation’s health. The SNS assets are designed to supplement state and local public health agencies in the event of a large-scale public health emergency or pandemic influenza event that causes state and local medical resources to be depleted. Depending on the event type and needs, the SNS could deploy medical equipment, such as portable mechanical ventilators, and other airway and respiratory support supplies.

Many healthcare providers and potential end-users lack hands-on experience utilizing SNS ventilator models. As a result, the DSNS in collaboration with the American Association for Respiratory Care (AARC) developed specific SNS ventilator training to help prepare state and local public health agencies respond effectively during a public health emergency when SNS ventilators are deployed. The hands-on training workshops are conducted annually during the AARC national conferences and State Society for Respiratory Care conferences to train respiratory therapist and other healthcare professionals on SNS ventilator use to ensure readiness. In addition, the ventilator training workshop ensures state and local public health agencies know how to request and further allocate the life-saving medical equipment.

C.2 Purpose & Scope

The Coronavirus Disease 2019 (COVID-19) is a respiratory disease caused by infection with a new form of coronavirus (SARS-COV-2) has been detected in multiple locations around the world, including US COVID-19 has been declared a public health emergency both within the United States and worldwide.

The Contractor shall develop a mechanical ventilator training workshop and record ventilator video demonstration designed to prepare respiratory therapists and other healthcare professionals on the use of the SNS ventilator models listed under SNS Ventilator Models below during a public health emergency.

The objective is to award a 12-month contract to provide hands-on ventilator training and video demonstration training of the Strategic National Stockpile (SNS) ventilators and Assistant Secretary for Preparedness and Response (ASPR)/DSNS approved mechanical ventilator guidance to respiratory therapists and other healthcare professionals during national and state ventilator conferences.

C.3 Technical Requirement

Hands-on Ventilator Training:

The Contractor shall receive the ventilators from the SNS prior to the training and the recording of the video demonstrations.

Ventilator Training Workshop:

The Contractor developed ventilator training workshops shall include:

• Four (4) hands-on training workshops for select models within 12 months during the AARC national conferences and/or State Society for Respiratory Care conferences. The ventilator training workshops will be conducted if the COVID-19 Public Health Emergency allows for respiratory therapists and other healthcare professionals to attend in-person trainings.

• Eighteen (18) video demonstration trainings within 12 months developed, organized and recorded by AARC subject matter experts at a designated AARC facility.

• The Contractor subject matter experts (SME) shall provide ASPR/DSNS approved mechanical ventilator guidance through presentations with questions and answers (Q&A) sessions

• Ensuring state and local public health agencies know how to request and further allocate life-saving SNS mechanical ventilators

• Qualified trainers for each SNS ventilator models to support hands-on training sessions

• Healthcare professional cross-training documentation and videos

• On-line training resources (operator manuals, quick reference guides, emergency set-up cards, etc.)

• Webcast and webinars

• Articles

• Continuing Respiratory Care Education (CRCE) credits for participants

Tasks:

The Contractor, as an independent organization and not as an agent of the Government, shall furnish all labor, supplies, and the facilities to conduct the mechanical ventilator training workshop for select models and the recording of the ventilator video demonstration training. The Contractor shall coordinate the mechanical ventilator training workshop with the ASPR Contracting Officer prior to scheduling the training workshops and obtain the latest ASPR/DSNS approved guidance.

• Task 1 – Virginia (VA) Training Event- The Contractor shall determine and arrange logistics for the Virginia training venue, invite participants, provide trainers, set agenda, conduct training sessions for select models, and develop and conduct evaluations. The Contractor shall submit post-training summary reports to ASPR/DSNS within 10 business days after the training has concluded. The Contractor shall participate in status teleconference calls with the ASPR Contracting Officer’s Representative (COR) to discuss progress, as needed.

• Task 2 – Kentucky (KY) Training Event- The Contractor shall determine and arrange logistics for the Kentucky training venue, invite participants, provide trainers, set agenda, conduct training sessions for select models, and develop and conduct evaluations. The Contractor shall submit post-training summary reports to ASPR/DSNS within 10 business days after the training has concluded. The Contractor shall participate in status teleconference calls with the ASPR COR to discuss progress, as needed.

• Task 3 – Texas (TX) Training Event- The Contractor shall determine and arrange logistics for the New York training venue, invite participants, provide trainers, set agenda, conduct training sessions for select models, and develop and conduct evaluations. The Contractor shall submit post-training summary reports to ASPR/DSNS within 10 business days after the training has concluded. The Contractor shall participate in status teleconference calls with the COR to discuss progress, as needed.

• Task 4 – AARC Congress (FL) Training Event-The Contractor shall determine and arrange logistics for the Florida (FL) training venue, invite participants, provide trainers, set agenda, conduct training sessions for select models, and develop and conduct evaluations. The Contractor shall submit post-training summary reports to ASPR/DSNS within 10 business days after the training has concluded. The Contractor shall participate in status teleconference calls with the ASPR COR to discuss progress, as needed.

• Task 5 – Video Demonstration Trainings Ohio (OH) -The Contractor shall conduct and record eighteen

(18) video demonstration ventilator trainings in AARC designated facilities. The contract shall provide all recording equipment and electronic software needed for each recording session. The Contractor shall submit post-video demonstration training summary reports to ASPR/DSNS within 10 business days after the video demonstration training recording has concluded. The Contractor shall participate in status teleconference calls with the ASPR COR to discuss progress, as needed.

Reporting Requirements:

The Contractor shall submit post-training summary reports to ASPR/DSNS with in ten (10) business days after each training event has concluded. The Contractor shall participate in status teleconference calls with the COR within 10 days after the conclusion of each training event.

C.5 Travel

Travel for all Contractor SME presenters and trainers includes:

• Air fare

• Lodging

• Ground transportation, mileage, etc.

• Per diem (meals & incidental expense (M&IE)

C.6 Place of Performance

Performance will be accomplished at the American Association for Respiratory Care offices in Irving, Texas as well as the training sites listed above.

C.7 Government Furnished Equipment

Prior to the training workshops and the recording of the video demonstrations, the SNS will ship the SNS ventilators from the SNS warehouse to the location where the training will be held. The Contractor shall be responsible for coordinating efforts with vendor staff to receive and secure ventilators at the training and recording of the video demonstration locations, ventilators set-up and breakdown before and after the training or video recording, and return ventilators to a secure area once the training or recording is complete. After the training or recording has concluded, the SNS will assume responsibility for shipping the ventilators back to the SNS warehouse.

SECTION 3 – CONTRACTING OFFICER

The Contracting Officer is the only individual who can legally commit the Government to the expenditure of public funds. No person other than the Contracting Officer can make any changes to the terms, conditions, general provisions, or other stipulations of this contract.

No information, other than that which may be contained in an authorized modification to this contract, duly issued by the Contracting Officer, which may be received from any person mailto:gtv4@cdc.gov employed by the United States Government, or otherwise, shall be considered grounds for deviation from any stipulation of this contract.

SECTION 4 – CONTRACTING OFFICER REPRESENTATIVE

The COR is responsible for: (1) monitoring the Contractor's technical progress, including the surveillance and assessment of performance and recommending to the Contracting Officer changes in requirements; (2) interpreting the Statement of Work and any other technical performance requirements; (3) performing technical evaluation as required; (4) performing technical inspections and acceptances required by this contract; and (5) assisting in the resolution of technical problems encountered during performance.

SECTION 5 – CONTRACTOR PUBLICITY

The Contractor, or any entity or representative acting on behalf of the Contractor, may not refer to the equipment or services furnished pursuant to the provisions of this contract in any news release or commercial advertising, or in connection with any news release or commercial advertising, without first obtaining explicit written consent to do so from the Contracting Officer. Should any reference to such equipment or services appear in any news release or commercial advertising issued by or on behalf of the Contractor without the required consent, the Government will consider institution of all remedies available under applicable law.

SECTION 6 - PAYMENT TERMS

INVOICES

(a) Invoice Submission.

(1) The Contractor shall submit invoices once per month.

(2) A proper invoice, with all required back-up documentation shall be sent electronically, via email, to the

COR mailbox:

(3) A proper invoice, not including non-invoice related documents (i.e. deliverables, reports, balance statements) shall be sent electronically, via email, to:

(ii) Financial Management Service (FMS) viamailbox:psc_invoices@psc.hhs.gov

(4) The subject line of your email invoice submission shall contain the contract number, order number (if applicable), and the number of invoices. The Contractor shall send one email per contract per month. The email may have multiple invoices for the contract. Invoices must be in the following formats: PDF, TIFF, or Word. No Excel formats will be accepted. The electronic file cannot contain multiple invoices; example, 10 invoices requires 10 separate files (PDF or TIFF or Word).

(5) Invoices shall be submitted in accordance with the contract terms, i.e. payment schedule, progress payments, partial payments, deliverables, etc.

(6) All calls concerning contract payment shall be directed to the COR.

(7) Invoices will be handled in accordance with the Prompt Payment Act (31 U.S.C. 3903) and Office of

Management and Budget (OMB) prompt payment regulations at 5 CFR Part 1315.

(b) Invoice Elements.

(1) In accordance with FAR 52.212-4, Contract Terms and Conditions-Commercial Items, the Contractor shall submit an electronic invoice to the email addresses designated in the contract to receive invoices. A proper invoice must include the following items:

(i) Name and address of the Contractor;

(ii) Invoice date and number;

(iii) Contract number, contract line item number and, if applicable, the order number;

(iv) Description, quantity, unit of measure, unit price and extended price of the items delivered;

(v) Shipping number and date of shipment, including the bill of lading number and weight of shipment if shipped on Government bill of lading;

(vi) Terms of any discount for prompt payment offered;

(vii) Name and address of official to whom payment is to be sent;

(viii) Name, title, and phone number of persons to notify in event of defective invoice; and

(ix) Taxpayer Identification Number (TIN). The Contractor shall include its TIN on the invoice only if required elsewhere in this contract.

(x) Electronic funds transfer (EFT) banking information.

(A) The Contractor shall include EFT banking information on the invoice.

(B) In accordance with the requirements of the Debt Collection Improvement Act of 1996, all payments under this order will be made by electronic funds transfer (EFT). The Contractor shall provide financial institution information to the Finance Office designated above in accordance with FAR 52.232-33 Payment by Electronic Funds Transfer - System for Award Management.

(2) Additionally, the Program Support Center (PSC) requires:

(i) The invoice to break-out price/cost by contract line item number (CLIN) as specified in the pricing section of the contract

(ii) The invoice to include the Dun & Bradstreet Number (DUNS) of the Contractor.

(d) Comptroller General Examination of Record. The Contractor shall comply with the provisions of this paragraph (d) if this contract was awarded using other than sealed bid, is in excess of the simplified acquisition threshold, and does not contain the clause at 52.215-2, Audit and Records-Negotiation.

(1) The Comptroller General of the United States, or an authorized representative of the Comptroller General, shall have access to and right to examine any of the Contractor’s directly pertinent records involving transactions related to this contract.

(2) The Contractor shall make available at its offices at all reasonable times the records, materials, and other evidence for examination, audit, or reproduction, until 3 years after final payment under this contract or for any shorter period specified in FAR subpart 4.7, Contractor Records Retention, of the other clauses of this contract. If this contract is completely or partially terminated, the records relating to the work terminated shall be made available for 3 years after any resulting final termination settlement. Records relating to appeals under the disputes clause or to litigation or the settlement of claims arising under or relating to this contract shall be made available until such appeals, litigation, or claims are finally resolved.
