Sole Source Justification for Department of Commerce CBS Support Services
This is a Sole Source Justification document authorizing a non-competitive contract award to Accenture Federal Services LLC for Commerce Business Systems (CBS) support services under RFO Part 8.401(b), GSAR 538.7104. The Department of Commerce's Office of Acquisition Management seeks to enter into a contract outside full and open competition based on the determination that Accenture is the only source capable of providing the required services. The contracting activity is the Department of Commerce, Office of Acquisition Management – Shared Services, located at 1401 Constitution Ave. NW, Washington, D.C. 20230. The base period of performance runs from April 1, 2026 through March 31, 2027, with an estimated total contract value of $9,202,000.
Accenture currently provides CBS/Core Financial System (CFS) support services under GSA schedule contract GS-35F-540GA, Task Order 1331IL521F13OS0350, expiring March 31, 2026. The required services include program and project management, software development, testing and maintenance, security assessment and authorization support, and data extraction and reporting. These critical services support the Office of Financial Management's responsibility for maintaining and modernizing the CBS/CFS application software, financial management systems, and interfaces across the Department. Accenture's specialized, decade-long expertise with the CBS system's highly customized code base, integrations, workflows, and operational environment makes it the only contractor capable of delivering the required quality level without introducing significant operational risk. Market research confirmed no alternative sources responded with comparable technical capabilities. The justification identifies Accenture's incumbent status, deep institutional knowledge, minimal personnel turnover, consistent performance record, and the operational risks associated with transitioning to a new vendor as key factors supporting the sole-source determination. The Competition Advocate approved this action on June 15, 2026.
