About this file

This Statement of Objectives describes destructive testing services required for the Joint Direct Attack Munition program. The contractor will submit a test plan within 90 days of award for government approval, then conduct testing and subcomponent evaluation of 22 JDAM guidance sets according to the plan over 12 months. Within 60 days of completing testing, the contractor must provide a final report detailing test results and recommendations. Testing will take place at Boeing and subcontractor facilities. The purpose is to evaluate JDAM reliability and service life beyond the 20-year warranty through routine inspection and individual component analysis on a three-year cycle.

STATEMENT OF OBJECTIVES (SOO)

For Destructive Testing

OF

Joint Direct Attack Munition (JDAM)

PREPARED BY:

JDAM Program Office

AFLCMC/EBHTA

6034 Dogwood Ave HILL AFB UT 84056

1. PURPOSE:

This SOO's purpose is to provide a Government prepared document incorporated into the solicitation, which is broken down into three separate CLINS, (1.) Non-Severable -Service CLIN - Test Plan, (2.) NSP Data CLIN, (3.) Non-Severable -Service CLIN - Test Report. It also states the overall performance objectives to maintain the JDAM weapon's service life and evaluate the JDAM weapon's condition beyond the 20- year warranty plan. The JDAM PO will authorize destructive testing to help determine the reliability of the weapon and sub-systems. Individual component testing will be accomplished through Boeing on a 3-year test cycle. This will consist of 22 JDAM Guidance Sets, selected by the Government, sent to Boeing for testing on the Boeing Common Test Sets (CTS) and component testing. Component testing will require the vendor and sub-vendor to disassemble the JDAM Guidance Set and perform specific tests and inspections on each component.

2. SCOPE:

CLIN (1.) Non-Severable -Service CLIN - Test Plan.

The contractor shall:

Provide the Government a test plan to review and approve before testing, no later than 90 days after contract award. The Test Plan will comprise detailed procedures to include sub-components to ensure testing will be completed in the same manner (processes/equipment) as initial acceptance testing (DI-NDTI -80566A—CDRL A001).

CLIN (2.) NSP Data CLIN.

The contractor shall:

Conduct the test to include sub-components per the approved Test Plan. The contractor is to notify the Government 14 days in advance of the planned test. Note; the destructive evaluation of any components requires notification to cognizant Government engineers before proceeding. The Government reserves the right to witness the examination and assessment performed at the contractor's facility. Additional tests can be conducted to determine component margin (DI-NDTI -80566A—CDRL A001).

CLIN (3.) Non-Severable -Service CLIN - Test Report.

The contractor shall:

Provide the Government a final report detailing test results and identifies anomalies reported or observed during component evaluation, including photos and analysis data as appropriate. When applicable, the contractor shall provide recommendations to reduce/prevent irregularities from occurring in the future (DI-MISC-80711A—CDRL B001).

The following table lists potential NSN's that may be submitted to the contractor for evaluation.

3. Period and Place Performance (POP):

CLIN (1.) POP is 90 days after the contract award. CLIN (2.) POP is 12 Months after acceptance of the test plan. CLIN (3.) POP is 60 Days after completion of testing. The Place of Performance where the work is to be completed shall be at Boeing's production facility and, where necessary sub-vendor facilities (e.g., Eagle Picher and thermal batteries)

4. Background:

The JDAM Aging & Surveillance Plan has three reliability requirements identified in the system specification: Storage Reliability, Captive Carriage Reliability, and In-Flight Reliability. Each requirement will be assessed through the Aging and Surveillance Plan. The product of these three calculations provides the overall JDAM System Specification.

Evaluation of JDAM Guidance Sets and AURs will include routine BIT, annual Weapon Systems Evaluation Program (WSEP) drops, and individual component evaluation completed on a 3-year cycle. To help with baseline comparisons established during LAT, the JDAM PO will need to contract with Boeing to complete individual component evaluation. The target quantity for contracted Boeing tests is 22 JDAM Guidance Sets.

5. Performance Objectives:

The contractor shall identify anomalies reported or observed during component evaluation. When an anomaly is specified, the contractor shall adequately document the issue and provide photos and analysis data as appropriate in the final report. When applicable, the contractor shall provide recommendations to reduce/prevent anomalies from occurring in the future, and recommendations shall be included in the final report (DI-MISC-80711A—CDRL B001).

The contractor shall retain all test units until the Government provides disposal authorization, and the contractor will be responsible for disposal costs. Failure investigations that need to be addressed will be handled through separate analysis and contracted via Eglin Contract.
