About this file

This is a Justification for Other Than Full and Open Competition (JOFOC) document prepared by NASA's IT Procurement Office (ITPO) for a sole-source award to Aalyria Technologies, Inc.

NASA seeks to procure the Aalyria Spacetime Extra Small (XS) Staging Instance, a commercially developed advanced network orchestration and dynamic resource management system for integration into the Headquarters Space Communications and Navigation (SCaN) Program Operations Cloud (SPOC). The software provides real-time, multi-domain network optimization; automated cross-layer routing across heterogeneous space, ground, and commercial assets; policy-driven orchestration of hybrid government and commercial networks; and secure integration with NASA's cloud-based mission operations environments. The procurement is justified as a sole-source acquisition under 41 U.S.C. 1901 (Simplified Acquisition Procedures) and 10 U.S.C. 2304(c)(1) because Aalyria's Spacetime XS Staging Instance is the only commercially available, technically mature, government-validated solution capable of meeting NASA SCaN's operational demonstration requirements within the required timeframe and budget. NASA conducted market research including web searches, vendor meetings, product demonstrations, and a NextSTEP-2 Broad Agency Announcement released in June 2024 seeking network orchestration solutions, which produced four proposals (Aalyria Technologies, Space Dynamics Laboratory, Spatiam, and Stottler Henke). Aalyria was determined to be the only viable source based on advanced network management capabilities, hybrid network architecture, and integration potential with both commercial and NASA systems. The Defense Innovation Unit (DIU) also confirmed in 2024 that Aalyria's Spacetime technology is the only viable solution eligible for non-competitive agreements across government agencies. A synopsis was posted on Sam.gov on March 16, 2026, closing March 25, 2026, with no competing responses received. The contracting officer has determined the anticipated cost will be fair and reasonable, with proposal analysis and price reasonableness documentation to be completed prior to contract execution. No specific contract vehicle, pricing terms, or award date are identified in this document.

Network contracts based on mission location. This decentralized approach can result in seven or more separate agreements per mission, creating a fragmented system that requires extensive documentation and significant human coordination to ensure mission success. As NASA pursues expanded human space exploration and increasing mission complexity, these legacy methods are no longer sufficient. This software will dynamically manage routing and resources across space, ground, and commercial domains; automate orchestration of communications assets; and validate interoperability, resilience, and security for future missions. Aalyria’s platform is therefore essential to meeting NASA’s current and emerging mission communication requirements.

Over the past decade, NASA has sought to automate mission communications coordination to improve consistency, reduce mission costs, and strengthen SCaN program oversight.

Earlier efforts were unsuccessful because available service-orchestration tools were not designed for space applications or were limited to a single network. In 2022, Aalyria Technologies introduced the SpaceTime platform, the first space-focused, multi-network orchestration solution. Its ability to integrate across diverse networks sets it apart from competitors, most of which are either not space-capable or require significant time and investment to achieve network-agnostic functionality. This software will automate the process of requesting and coordinating in-flight network access for missions. Instead of requiring mission leads to manually identify available antennas, email network offices, and wait days or weeks for confirmed communication windows, Aalyria’s platform autonomously schedules passes when the spacecraft enters the appropriate field of view. This eliminates the current slow, labor-intensive, and highly manual coordination process, ensuring timely communication for mission safety and science return.

This demonstration will be NASA’s first use of the Aalyria platform with an active in-flight mission. SCaN’s mission is to maintain a scalable, adaptable mission-support infrastructure capable of evolving with advancing technologies while delivering robust, cost-effective, high-data-rate communications for science, human spaceflight, and exploration missions.

Access to the Aalyria platform directly supports this mission by modernizing coordination processes for both crewed and uncrewed missions. Without it, SCaN’s workflow will remain slow, fragmented, and burdensome. This software will be innovative and ground-breaking for the mission

4. FAR 6.104-1(a)(4) – An identification of the statutory authority permitting other than full and open competition:

The statutory authority for the Justification for Other Than Full and Open Competition is provided by 41 U.S.C. 1901, Simplified Acquisition Procedures, as implemented by FAR 12.201-1. Only one responsible source and no other supplies or services will satisfy agency requirements (10 U.S.C. 2304(c)(1)).

5. FAR 6.104-1(a)(5) – A demonstration that the proposed contractor’s unique qualifications or the nature of the acquisition requires use of the authority cited:

The rationale supporting the use of 10 U.S.C. 3204(a)(1) is Aalyria Technologies, Inc. is the sole source provider for this requirement as described below.

Aalyria’s Spacetime XS Staging Instance is the only commercially available, technically mature, and government-validated solution capable of meeting NASA SCaN’s operational demonstration requirements within the required timeframe and budget. It remains the sole application with proven capability to manage space-based networks and deliver mission data in real time. Spacetime is the only product that satisfies the Government’s technical, interoperability, cybersecurity, and deployment schedule requirements. No other commercially available solution or internal NASA development effort can meet these needs without introducing unacceptable mission risk. Failure to approve this procurement would materially impair NASA’s ability to execute approved SCaN objectives and support critical future mission operations.

The Spacetime Staging Instance is uniquely characterized by its ability to perform real-time, multi-domain network optimization and automated cross-layer routing across diverse space, ground, and commercial communication assets. It provides policy-driven orchestration that unifies government and commercial networks under a single control framework, while also offering secure, mission-grade integration with NASA’s cloud-based operations environment. Unlike conventional network tools, Spacetime models orbital dynamics, dynamically adjusts to changing link conditions, autonomously coordinates communication passes, and continuously assesses network health and performance. Its combination of space-specific routing intelligence, autonomous operations, interoperability across heterogeneous networks, and proven readiness for NASA mission use makes it uniquely capable among available solutions.

Failure to procure Aalyria’s Spacetime platform would eliminate the planned 12-month demonstration window, delay SCaN objectives, and potentially force re-baselining of approved milestones. Developing or qualifying an alternative would delay deployment by 18–36 months due to required design, integration, testing, validation, and cybersecurity accreditation, introducing significant technical, schedule, and programmatic risk. Any substitute solution would also generate unfunded, multimillion-dollar development and accreditation costs. Because Aalyria’s Spacetime XS Staging Instance is the only commercially available capability that meets NASA’s technical, interoperability, cybersecurity, and schedule requirements, not approving this procurement would create unacceptable mission risk and impede NASA’s ability to meet SCaN program goals.

6. FAR 6.104-1(a)(6) – A description of the efforts made to ensure that offers are solicited from as many potential sources as practicable, including whether a notice was or will be publicized as required by part 5 and, if not, which exception under part 5 applies:

A notice to the Government Point of Entry (GPE) website (Sam.gov) was published on 03/16/2026, in accordance with FAR part 5. This posting informed potential sources of NASA’s intent to award this sole-source contract to Aalyria Technologies, Inc. The results of this synopsis are summarized in Section 10 below.

7. FAR 6.104-1(a)(7) – A determination by the contracting officer that the anticipated cost to the Government will be fair and reasonable:

The contracting officer’s signature on this document indicates that the Contracting Officer has determined that the anticipated cost to the government will be fair and reasonable. The Contractor shall be required to submit a proposal to be evaluated and negotiated by the Government. Prior to execution of the contractual instrument, a proposal analysis will be performed. The proposal analysis will ensure that the final agreed-to price for the contract action is fair and reasonable. A statement of price reasonableness will be documented to the contract file citing historical prices and other reasonable basis.

8. FAR 6.104-1(a)(8) – Description of the market research conducted, and the results, or a statement of the reason market research was not conducted (e.g., urgent, and compelling requirement):

NASA conducted market research which included web searches, meetings and discussions with vendors and other government agencies (OGAs), product demonstrations, and reviews of conference papers to identify available solutions that could meet the requirement. A NextSTEP-2 Broad Agency Announcement (BAA)was released in June, 2024 seeking industry insights, innovative guidance, and demonstrations in two (2) study areas which are lunar surface user terminals and network orchestration and management systems. The BAA produced four proposals from industry. They were Aalyria Technologies, Space Dynamics Laboratory, Spatiam and Stottler Henke. The proposals were evaluated on technical merit, relevance and price. Aalyria’s proposal had several innovative solutions that offered advanced network management tailored to the needs of space communication. Their emphasis on hybrid network architecture and strategic commercial partnerships aligned with NASA’s goals of enhancing its communication infrastructure through innovative and collaborative approaches. The proposal also leveraged existing, mature technologies and emphasized the potential for integration with both commercial and NASA systems. Their use of proven technology reduced risks and supported the feasibility of meeting the BAA’s requirements. Aalyria also targeted the most critical and high-priority requirements such as maintaining robust communication networks in dynamic and challenging environments.

When compared to the other alternatives Aalyria was proven to provide the only viable solution to meet the Government needs.

In addition to the BAA evaluation results, the Department of Defense’s Defense Innovation Unit (DIU) conducted a market study and likewise concluded that Aalyria was the only viable source. The Defense Innovation Unit (DIU) issued a Success Memorandum for Record in 2024 confirming the successful demonstration of the Spacetime technology. The memorandum certifies that future software licenses and software technology instances are eligible for non-competitive production Other Transaction (OT) Agreements or contracts across government agencies.

Based on the BAA findings and the DIU certification, Aalyria Technologies Inc. is the only known source capable of providing a compatible and demonstrated solution that satisfies NASA’s advanced network orchestration requirement and there is no other commercially available product met the required technical maturity, interoperability, and mission integration. Aalyria Technologies, Inc. has already confirmed in a letter dated March 10, 2026 to the Contracting Officer that they are the sole provider and seller of the Aalyria Spacetime XS Staging Instance. The procurement of the Aalyria Spacetime XS Staging Instance on a sole-source basis is in the best interest of the Government.
