About this file

This Addendum No. 01, issued by California State University, Fullerton on March 16, 2026, modifies the original Request for Proposal dated March 2, 2026, for the procurement of intercollegiate athletics apparel, footwear, and related equipment. The RFP solicits proposals from qualified vendors to supply comprehensive athletic apparel and equipment services to the CSUF Athletics Department, a Division I NCAA institution. Proposals must be received by Monday, March 30, 2026, at 3:00 PM (PST) at the Contracts and Procurement Office, College Park 300, 2600 E. Nutwood Avenue, Fullerton, CA 92831. The contract term is three (3) years with pricing and financial considerations firm and fixed for the initial term. Bidders must acknowledge receipt of this addendum in their cover letter and submit one original hard copy (marked as such), six additional hard copies, and one identical electronic USB copy.

The evaluation criteria allocate a maximum of 100 points distributed across five categories: Qualifications and Experience (40 points), Proposer's Response to Scope of Work (25 points), References (10 points), and Price Proposal Sheet (25 points), with optional interviews at the University's discretion. Proposers must demonstrate a minimum of five years of experience providing collegiate team uniforms and athletic apparel to NCAA institutions, preferably Division I programs, and must supply a nationally recognized intercollegiate athletic brand with established NCAA Division I market presence. The Price Proposal Sheet must be submitted under Tab 6 as part of the complete proposal package, not in a separate sealed envelope as originally required. Three references from similar engagements are mandatory, and failure to submit them may result in disqualification. The University reserves the right to contact references and conduct interviews; proposals containing material deviations from requirements or unacceptable exceptions will be deemed non-responsive. Award will be made to the responsive and responsible proposer receiving the highest total points at the University's sole discretion.

EVALUATION AND SELECTION CRITERIA

Section VI, Page 1 of 4

6.1 REVIEW PROCESS

Proposals received before the RFP Due Date shall first be reviewed by Contracts and Procurement to verify that all RFP requirements have been sufficiently met. Proposals which meet the required qualifications shall be accepted and forwarded to the evaluation committee for review and scoring.

An evaluation committee comprised of University stakeholders will be assembled to review and evaluate all proposals using assignment of points in accordance with the selection criteria categories listed below.

Proposals that either do not follow the prescribed format, do not meet minimum content and/or quality standards, take unacceptable exceptions to Exhibit B, CSU Terms and Conditions of Purchase, or contain material deviations to the requirements stated herein will be identified as non-responsive and removed from further consideration.

6.2 EVALUATION AND SCORING CRITERIA

Each responsive proposal will be evaluated and scored according to the categories listed below.

Consideration will be given to Proposers that demonstrate specialization in providing intercollegiate athletic apparel, footwear, equipment, and related services for NCAA institutions, particularly Division I programs.

Additional consideration will be given to Proposers with demonstrated experience serving public universities or institutions of comparable size and operational complexity.

Award shall be made to the responsive and responsible Proposer receiving the highest total number of assigned points.

A maximum total of 100 points is available, as detailed below.

6.2.1 Qualifications and Experience 40 Points

Proposers must have a valid U.S. Employer Identification Number (EIN) or Taxpayer Identification Number (TIN). The selected Proposer will be required to complete a Supplier Profile in the CSU Procure-to-Pay platform and certify its authority to conduct business in the State of California, if not previously completed. California Certified Small Businesses, Micro Businesses, and Disabled Veteran Business Enterprises (DVBEs) are strongly encouraged to submit proposals; however, certification is not required.

This criterion will evaluate the Proposer’s qualifications, organizational and financial stability, and relevant experience providing Division I intercollegiate athletic apparel, footwear, equipment, and related services comparable in size and scope to the CSUF Athletics Department as described in Section III – Scope of Work.

Section VI, Page 2 of 4

Evaluation will consider the extent to which the Proposer demonstrates:

• A minimum of five (5) years of experience providing collegiate team uniforms, athletic apparel, footwear, and related equipment to NCAA institutions, preferably Division I programs of comparable size and scope.

• Experience supplying a nationally recognized intercollegiate athletic brand with established NCAA Division I market presence, either as the manufacturer or an officially authorized distributor.

• Organizational stability, financial capacity, and a record of reliable performance serving public universities or similar institutions.

• Qualified and experienced personnel assigned to the account, with clearly defined roles and relevant collegiate athletics expertise.

• A clear understanding of the operational, branding, licensing, and NCAA compliance requirements associated with a Division I public university athletics department.

Points will be awarded to Proposers demonstrating strong and relevant collegiate athletics experience, organizational stability, operational capability, qualified personnel, and alignment with the University’s requirements for quality, continuity, compliance, and long-term partnership.

6.2.2 Proposer’s Response to Scope of Work 25 Points

This criterion will evaluate the quality, clarity, and completeness of the Proposer’s response to Section III – Scope of Work. Proposals will be assessed on how effectively the Proposer demonstrates an understanding of the Athletics Department’s operational requirements and presents a practical, well-structured approach to delivering the required goods and services.
