PERFORMANCE WORK STATEMENT (PWS)

Virtual Warfare Center Information Technology (IT) Support

09 Dec 2024

1.0 Description of Services.

1.1 Scope/Background.

Air Mobility Command (AMC)/A9 manages and operates the AMC Virtual Warfare Center (VWC), providing a state-of-the-art venue and modeling and simulation capability for AMC.

The VWC allows AMC to integrate disparate methodologies and tools in support of AMC research efforts. It is critical to advancing AMC’s warfighting capability through the development of novel materiel and operational concepts. As part of the VWC, AMC/A9 uses and develops sophisticated computer modeling and simulation, mathematical techniques, and programs to assess the impact of decision alternatives. To perform its missions, AMC/A9 utilizes multiple global airlift, tanker, and warfighting computer models for evaluating air mobility capability in peacetime and wartime scenarios. These models range from various spreadsheet-based approaches to large-scale models and simulations such as the Analysis of Mobility Platform (AMP), the Air Refueling Model (ARM), Command Professional Edition (CPE), and the Advanced Framework for Simulation, Integration, and Modeling (AFSIM).

Additionally, AMC/A9 maintains a workload on a cloud hosted Special Access Program (SAP) environment, to provide modeling and simulation support to various AMC research activities at higher classification levels. The contractor shall provide system administration and Information System Security Manager (ISSM) capabilities for AMC/A9’s VWC network, tentatively known as the AMC/A9 Warfighting Research Network (WARNET). Additionally, the contractor shall provide system administration support for the AMC/A9 and AMC/A8Z workload hosted on the MORPHEUS SAP cloud environment.
