About this file
This is a bid proposal and contract document from the Commonwealth of Virginia Department of Transportation (VDOT) for a highway bridge deck replacement project. The project involves replacing the deck of Route 629 (Moores Ferry Road) over Interstate 95 in Greensville County within the Hampton Roads District. The work extends from 0.98 miles from the intersection of Route 650 to 0.95 miles from the intersection of Route 301. Bids were submitted electronically through Bidx on Wednesday, July 22, 2026, at 10:00 AM, with a project completion date of October 6, 2027. The contract includes numerous line items encompassing clearing and grubbing, drainage infrastructure, excavation, asphalt concrete placement, concrete work for structural components, steel reinforcement, bridge bearing replacement, erosion control measures, traffic management, signage, pavement marking, and site restoration activities. Key quantities include 183.5 cubic yards of modified lightweight low-shrink concrete for the superstructure, 42,250 pounds of reinforcing steel for the superstructure, 734 square yards of bridge deck grooving, and approximately 546 linear feet of guardrail installation.
Bidders must comply with prevailing wage requirements established by the U.S. Department of Labor, with wage rates ranging from $11.99 per hour for flaggers to $26.68 per hour for crane operators, and fringe benefits as applicable. The contract includes early completion incentives of $3,000 per calendar day (capped at $120,000) and daily disincentives of $3,000 per day for delays beyond the October 6, 2027 deadline (capped at $120,000). The project is federally funded through the Surface Transportation Block Grant Program (FHWA Number STP-BR05(306)) and subject to Davis-Bacon Act provisions, Equal Employment Opportunity requirements, and nondiscrimination clauses. Bid bonds must equal five percent of the bid amount, and contractors must submit Form C-48 certifying subcontractor and supplier solicitation practices. Optional price adjustment provisions are available for fuel, steel, and asphalt materials. The contract requires prequalification, and all questions must be submitted through VDOT's Contractors Advertisement Bulletin Board (CABB).
