The scope of work includes clearing and grubbing, storm sewer installation, excavation, asphalt concrete placement, curb and gutter installation, sidewalk construction, traffic signalization and detection systems, pavement markings, water main installation, erosion control measures, and sign structure installation. The work involves over 100 line items with varying quantities, including approximately 578 cubic yards of regular excavation, 630 acres of topsoil application, 2,279 linear feet of saw-cut asphalt concrete, and comprehensive traffic control and temporary infrastructure. Electronic bids were due at 10:00 AM on Wednesday, July 22, 2026, through the Bidx platform (https://bidx.com/site/home), with contract completion required by June 4, 2027. The contract includes provisions for fuel price adjustment, steel price adjustment, and asphalt material price adjustment on specified line items. Contractors must comply with equal employment opportunity, nondiscrimination, and affirmative action requirements, as well as drug-free workplace standards. The work is federally funded under the Highway Safety Improvement Program (HSIP), subject to FHWA-1273 required contract provisions and federal aid construction requirements. Subcontractor and supplier information must be submitted on Form C-48, including solicitation details and vendor surveys.
