SOURCES SOUGHT NOTICE
FOR
Railroad SATOC
RESPONSE DATE: 10 November 2020 at 4:00PM Eastern (UTC-5)
This is a Sources Sought/Request for Information only. This is NOT a Solicitation Announcement, nor is it a Request for Proposal. The submission of this information is for planning purposes only. It is not to be construed as a commitment by the Government to procure any services, and the U.S. Army Corps of
Engineers, Wilmington District does not intend to award a contract on the basis of this request for information.
The U.S. Army Corps of Engineers, Wilmington District, is conducting market research to facilitate a determination of acquisition strategy for this procurement. The determination of the acquisition strategy for this procurement lies solely with the Government and will be based on market research and information available to the Government from other sources. A market survey is being conducted to the determine the market capabilities of potential contractors and determine if there are a reasonable number of firms, large or small businesses, interested in performing the required work in the required location. A decision as to whether the work will be set-aside for specific socio-economic category businesses is pending. Therefore, the Government is particularly seeking responses from small businesses, small disadvantaged businesses: 8(a) concerns, HUBZONE concerns, woman-owned small businesses, veteran or service-disabled veteran-owned small businesses. Large businesses should also respond.
Responses to this sources sought announcement will be used by the Government to make appropriate acquisition decisions. The NAICS Code for this acquisition is 237990 - Other Heavy and Civil
Engineering Construction. The business size standard for NAICS Code 237990 is $36.5M. The duration of this contract to perform Railroad Repair Construction Services is five (5) years. It is the Government’s intent to award a Firm Fixed Price Indefinite Delivery Indefinite Quantity (IDIQ) for a base year of twelve (12) months and four (4), twelve (12) month option years. All work shall be performed in accordance with each statement of work incorporated upon issuance of each task order.
No reimbursement will be made for any costs associated with providing information in response to this request or any follow up information requests. NO SOLICITATION IS CURRENTLY AVAILABLE.
PROJECT DESCRIPTION:
Work will be performed at the Military Ocean Terminal, Sunny Point (MOTSU), NC. This site is one of the largest military terminals in the world. It serves as a transfer point between rail, trucks, and ships for the import and export of weapons, ammunition, explosives and military equipment for United States
Army. MOTSU is operated by the 597th Transportation Group, on a 16,000-acre, Army-owned site. The facility, opened in 1955, is the key ammunition shipping point on the Atlantic Coast for the Department of Defense. The installation is located along N.C. Highway 133. The Contractor will furnish all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and non-personal services necessary to perform service and repair of deficient rail and associated appurtenances at MOTSU as well on-going rail maintenance, as required.
All work shall be performed in accordance with the contract specifications, manufacturer’s recommendations, state codes, Manual on Uniform Traffic Control Devices (MUTCD), UFC 4-460-03
Railroad Track Maintenance and Safety Standards, UFC 4-860-01FA Railroad Design and Rehabilitation, UFGS 34 11 00 Railroad Track and Accessories and American Railway Engineering and Maintenance-of-way Association’s (AREMA) Manual for Railway Engineering. Reference North Carolina Department of
Transportation (NCDOT), and American Society for Testing and Materials (ASTM) requirements for construction and testing of materials.
There are approximately 120 miles of jointed track in the railroad network at MOTSU. In August 2020, U.S. Army Engineer Research and Development Center (ERDC) personnel conducted a detailed track inspection of the entire rail network for deficiencies. This SATOC Contract shall repair defects identified in ERDC’s inspection report as well include continued on-going rail maintenance, as required.
The type of construction may consist of but not be limited to:
• Rail Line Repair
• Roadbeds and Ballast Repair
• Ties and Tie Plates Repair
• Rails and Rail Fastenings, Joints, and Anchors Repair
• Gauge Rods Repair
• Turnouts and Switches Repair
• Road Crossings Repair
• Sign and Traffic Signal Safety Devices Repair
• Vegetation Control
• Repair or Replace Slide Plates, Riser plates, and Tie Plates
• Geometry Repairs
The anticipated Period of Performance is as follows, including one base year and four option years:
Base Period (Year 1) 01 OCT 2020 – 30 SEP 2021
Option Period I (Year 2) 01 OCT 2021 – 30 SEP 2022
Option Period II (Year 3) 01 OCT 2022 – 30 SEP 2023
Option Period III (Year 4) 01 OCT 2023 – 30 SEP 2024
Option Period IV (Year 5) 01 OCT 2024 – 30 SEP 2025
Offeror's response to this notice shall be limited to seven (7) pages and shall include the following information: :
1) General information:
a. Firm Name

d. NAICS (list all NAICS under which your firm is registered)
e. Responsible Point of Contact
f. Business Type and Size
g. Small Business Classifications (indicate all applicable classifications, including small business, HUBZone small business, Small Disadvantaged business, service-disabled veteran-owned small business, Woman-Owned small business, Minority, Native American small business)
NOTE: Any supporting documentation that confirms your socio-economic status should be provided, i.e., letter of certification from VA confirming SDVOSB status. The
Government must be able to verify SBA certification of HubZone and 8(a) via SAM, and VA Certification of VOSB and SDVOSB’s through the Vendor Information

h. Identification of Joint Ventures (Business Name, Business Size and Cage Code of JV); Any responses involving teaming agreements should delineate between the work that will be accomplished by the Prime Contractor and work accomplished by the teaming partner
2) Firm's interest in submitting a proposal in response to the solicitation when it is issued;
3) Level of performance and payment bonding capacity that the company could attain for the proposed contract;
4) Indication of certification(s) related to Railroad Design and Rehabilitation, AREMA, and other relevant certifications;
5) Identification of areas within the United States where the company has the capability to work:
6) Demonstration of the firm's experience as a prime contractor on projects that are substantially complete or completed within the last seven (7) years which are similar to the project task orders in size, scope and complexity.
a. Projects considered similar in scope to the project task orders include repair and replacement of Railyard, main rail lines and spurs, and repair/correct of defects, inspection and continued on-going rail maintenance.
b. With each project experience provided, include the date when the project was completed or will be complete, location of the project, and contract amount.
c. A description of how the experience relates to the proposed project.
The response must show that the respondent possesses the necessary skills and experience. Please only include a narrative of the requested information; additional information will not be reviewed.
No telephone calls will be accepted requesting a bid package or solicitation. In order to protect the procurement integrity of any future procurement, if any, that may arise from this announcement, information regarding the technical point of contact will not be given and no appointment for presentations will be made.
