About this file

This is a bid proposal and contract document from the Commonwealth of Virginia Department of Transportation (VDOT) for an on-call bridge repair and preventative maintenance contract spanning district-wide locations in the Staunton district. The project encompasses various bridge structures across multiple counties including Highland, Page, Clarke, Harrisonburg, and Rockingham Counties, with federal Highway Administration funding under project numbers BR8O-968-799, B692, and N501. The contract includes over 120 line items covering specialized bridge repair work such as concrete stabilization, asphalt concrete placement, bridge deck grooming, reinforcing steel installation, aluminum railing systems, concrete repair and patching, expansion joint work, bearing replacement, waterproofing, milling operations, pavement marking, and traffic control services. Bidders submitted proposals electronically through Bidx on June 24, 2026, at 10:00 AM, with a contract completion date of July 10, 2027. The notice to bidders requires strict compliance with all proposal provisions, submission of prices on all items, proper bid bonding in accordance with Section 102.07, and joint venture proposals must include firm names and responsibility descriptions.

Bid bonds are required at five percent of the total dollar value of the bid, with surety companies executing the proposal guaranty forms. Bidders must complete subcontractor and supplier solicitation forms and vendor surveys documenting all firms contacted for participation, with federal law requiring this information submission. The contract is subject to prevailing wage requirements with wage determinations varying by county, ranging from approximately $11.82 to $36.85 per hour for various classifications including carpenters, cement masons, ironworkers, and equipment operators. The project incorporates numerous special provisions addressing fuel and steel price adjustments, asphalt material price adjustments, traffic control requirements, environmental protections for bat species and nesting birds, railroad right-of-way restrictions, portable changeable message sign security requirements, and Davis-Bacon Act compliance. Contract execution requires the principal contractor to execute within the specified timeframe after award notice and furnish required performance bonds per Road and Bridge Specifications.
