Brand Name/Sole Source Justification under $250K

PMD Number: FY22-29718

Department: A57

Company Name/Brand: Acopian Technical Company

Description of Product, Supplies or Services required to meet the agency’s needs:

The Acopian power supplies S17863-1 & S178634 will be used in the Control Module Automatic Verification Equipment (CAVE2) to support MK 41 Vertical Launching System.

These switching power supplies provide both ‘soft start' operation, and "no load" operation;

Short circuit and overload protection, Thermal protection, Internal EMI Filtering, RFI Shielding and Remote Sensing. A front panel provides linear controls for finer adjustment and optional digital LED Voltage and Current meters.

The requested power supplies are custom built with the following requirements:

Model S17863-1 o 115VAC input o 1U rackmount o Containing (1) Model W3.3FT1200H (output rated 3.3Vdc @ 12A), (1)

Model W5FT1200H (output rated 5Vdc @ 12A), (2) Model W20FT370H (output rated 20Vdc @ 3.7A each), (1) Model W24FT500H (output rated 24Vdc @ 5A), and (1) Model W34FT220H (output adjusted to 33Vdc @ 2.2A) o The front panel of the assembly shall be equipped with an input power switch with "on" indicator, and finished in black enamel.

o AC input via IEC connector with 6' line cord, DC outputs via circular connector (PT02A-14-18S) with mate (PT06A-14-12P(SR)), and an IEC outlet for S17864 AC power will be on the rear.

o The 3.3Vdc & 5Vdc outputs shall have remote sense wired to circular connector.

o A top cover and (2) cooling fans (air in front, out top) shall be included.

Model S17864 o 115VAC input o 1U rackmount o Model W17864A (output rated 0-30Vdc @ 15A) o The front panel of the assembly shall be equipped with an input power "on" indicator, and will be finished in light gray enamel.

o AC input via IEC inlet with jumper cord to connect to IEC outlet on S17863-1 o DC output via circular connector (PT02A12-3S) with mate (PT06A12-

3P(SR)), and digital 1 of 2 I/O connections will be on the rear.

o A digital interface for output voltage control and monitoring (Ethernet, RS232,USB) o The top will be open for accessibility and ventilation.

Identification of Justification Rational:

☒ The Material or service must be compatible will aspects (Form, Fit, and Function) with existing systems presently installed.

☐ A patent, copyright, proprietary data, or licensing agreement limits competition.

☐ These are “direct replacement(s)” parts/components for existing equipment.

☐ Urgency.

Identification of the Justification Rationale Explained: **If using form, fit, and function, describe the current equipment and how the new item/service must coordinate or interface.

**If using patent, copyright, proprietary data, describe the proprietary data. **If using direct replacement, describe this below.

The Original Equipment Manufacturer (OEM) for the Acopian power supply is Acopian Technical Company. The Acopian power supply Models S17863-1 and S17864 are custom built to meet our specific requirements to output specific ranges of voltage and current without the need for additional power supplies. No other brand can cover the required wide range of outputs without the use of multiple power supplies and the use of multiple power supplies leads to issues with space inside the test set. Furthermore, Acopian is the only brand that has been integrated into the CAVE2 and it is the only brand listed on the Technical Data Package (TDP).

Specific Characteristics of the Item or Service required that Limit the Availability to a Sole Source or Brand Name: **This is the most important section. Explain in detail why this company or brand are the only ones that can meet the requirement.

As previously stated, Acopian power supply is the only brand that can meet our requirements since it is the only brand that has been integrated into the CAVE2, is the only brand that can meet our specific requirements to output specific ranges of voltage and current without the need for additional power supplies, and it is the only brand listed on the TDP. An attempt to identify and qualify alternate parts for the manufacturing of VLS equipment that will meet the requirements will cause a substantial duplication of cost to the Government that is not expected to be recovered through competition. Specifically, the Navy would incur a non-recurring cost approximately of $2,000,000 in order to identify and qualify alternate sources with the capability to produce the required equipment. The $2,000,000 estimate derives from the Baseline VII Tech Refresh efforts from 2011-2016 which included taking steps to ensure that any new sources are capable of producing a product that meets the established performance requirements. This includes the costs for the Government to conduct First Article Tests, Confidence and Functional testing for form, fit and function. Additionally, the software program would have to be modified, and Shock and Vibration testing would need to be performed. If an alternate part is determined to be qualified, then additional resources would be required as all applicable documentations will need to be updated through Engineering Change Process (ECP) and Configuration Control Board (CCB) to introduce the new alternate part. Without the Acopian power supply, the Government cannot have a functional Automatic Testing Equipment (ATE), which will degrade the state of the system.

Market Research Conducted:

The Government conducted market research from Dec – Feb 2022 through mandatory sources;

GSA, One Touch, and open market and identified two vendors who sell the Acopian power supplies, the Original Equipment Manufacturer (OEM) and Ideal System Solutions.

Statement of Actions, if any to Remove Barriers to Competition in the Future:

NSWC PHD Contracts Office will continue to conduct market research as warranted to provide a broader vendor base as applicable for the types of supplies/services covered by this document. If another potential source emerges, NSWC PHD will assess whether competition for future requirements is feasible.
